April 27, 1965 <br /> <br />On motion of Mr. Eastes the following ordinance was approved on first reading without <br /> <br />dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION-29-9 OF THE CODE OF ~{E CITY-OF PORTSMOUTH, <br />VIRGINIA, 1961, REVISING THE SCHEDULE OF SEWER CONNECTION CHARGES" <br /> <br /> 65-112 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This amends Section 6-1 of the City Code to allow burials in the Olive Branch Baptist Church Cemetery. <br />It restricts burials in this cemetery within sixty feet of the center line of Airline Boulevard." <br /> <br />On motion of Mr. Dillon the following ordinance was approved on first reading without <br /> <br />dissenting vote: <br /> <br />"AN ORDINANCE TO A~ND SECTION 6-1 OF THE CODE OF THE CITY OF PORTS?OUSt, <br />VIRGINIA, 1961, TO PERN~IT THE BURIAL OF THE REMAINS OF ANY PERSON IN <br />OLIVE BRANCH BAPTIST CHURCH CEmeTERY" <br /> <br /> 65-113 - "I submit ~he attached agreement and recommend that the proper City Officials <br />be authorized to sign. This agreement is between the Atlantic Coast Line Railroad Company and tho City of Portsmouth,, <br />covering the installation of flashing light signals at the railroad crossings on Caroline Avenue and Lamper Road. <br /> Under this agreement, the City agrees to pay one half the cost. These installations <br />were authorized by the City Council at a previous meeting." <br /> <br /> Motion of Mr. Knight that the proper City Officials be authorized to sign the <br />agreement was adopted without disse~ting vote. <br /> <br /> 65-114 - "I submit the attached resolution and recommend i~sfadoption. <br /> Under this resolution, the City of Portsmouth agrees to comply with Title VI Of the <br />Civil Rights Act-,of 1964. <br /> It is necessary for the City to adopt this in order that it can qualify for Federal <br />funds with the Housing and Home Finance Agency." <br /> <br />On motion of Mr. Eastes, the following resolution was unanimously adopted: <br /> <br /> WHEREAS, the Regulations of the Housing and Home Finance Agency (24 CFR, Subtitle A, <br />Fart 1) issued pursuant to Title VI of the Civil Rights Act of 1964 (P. L. 88-552) require every contract for Federal <br />finmncial assistance to be accompanied by an assurance that the program or activity to be carried out will <br />be conducted in compliance with the said Regulations to the end that no person in the United States shall, on the <br />ground of race, color, or natural origin, be excluded from participation in, be denied the benefits of, or be <br />otherwise subjected to discrimination under any program or activity receiving Federal financial assistance from the <br />Housing Home Finance Agency. <br /> NOW, THEREFORE, Be it Resolved by the City of Portsmouth, as follows: <br /> <br /> t. The City of Portsmouth hereby approve~ the Assurance of Compliance with the <br />Housing and Home Finance Agency Regulations under Title VI of the Civil Rights Act of 1964 {Form CFA-1901 <br />received from the Housing and Home Finance Agency. <br /> 2. A. P. ~ohnson, Jr., City Manager of the applicant is hereby authorized to execute <br />on behalf of the Applicant the aforesaid Amsurance of Compliance and deliver the same to the Housing and Home <br />Finance Agency together.with a certified copy of this Resolution. <br /> S, This Resolution shall take effect immediately. <br /> <br />CERTIFICATE <br /> <br /> I, Caroline Gott, hereby certify that: <br /> I am the duly appointed, qualified and acting City Clerk of The City of Portsmouth <br />and that the above copy of a R~solution approving and authorizing the execution of an Assurance of Compliance <br />(Form CNA-1901 (5-65)) is atrue and correct copy of t~e said Resolution as adopted at a duly authorized meeting <br />of the governing body of the Applicant held on April 27, 1965. <br /> IN WITNESS WHEREOF, I have hereunto set my hand and the seal of the applicant this <br /> day of , 19.65. <br /> <br /> City Clerk <br />(SEAL)" <br /> <br /> 65-115 - ?Bids were received on April 14, 1965, for the sale of City owned property <br />known as the Madison Avenue p~ayground and an additional parcel at' the corner of Bdwards and Sixth Streets. <br /> One bid was received from Benjamin J. Levy, representing Paul Gordon Associates <br />of Richmond, in the amount of $I?,S00. <br /> It is proposed that apartment dwellings will be erected on this site at a cost of <br />not less than $300,000. <br /> I recommend that this property be sold for the above amount of $17,S00." <br /> <br />Motion of Mr. Dillon to concur in the recommendation of the City Manager was adopted. <br /> <br />without dissenting <br /> <br />building. <br /> <br /> .65-116 - "I submit the attached lease between the Portsmouth Girls Club and the City, <br /> This covers the property on Race Street formerly used by the schools for a maintenance <br />The Council authorized the leasing of this property ~o the Girl's Club at a previous meeting." <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> <br />
