April 28. 1998 <br /> <br /> WHEREAS, the Partnership in- close cooperation with the Hampton Roads <br />Planning District Commission submitted the Region's successful application for <br />Regional Competitiveness Program (RCP) incentive funding in June, 1997 and <br />received such funding in October, 1997; and <br /> <br /> WHEREAS, in recognition of the Partnership's role in fostering regional <br />cooperation and economic competitiveness, the Hampton Roads Mayors and. <br />Chairs Caucus supports distributing all RCP funds received by the Region directly <br />to the partnership (distribution methodology); and <br /> <br /> WHEREAS, the RCP guidelines require that each munici pality designate by <br />resolution approval of the region's RCP incentive funds distribution methodology; <br />and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia supports the <br />Partnership's efforts to carry out the provisions of the RCP and to administer the <br />monetary incentives on its behalf. <br /> <br /> NOW, .THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That it recognizes the Hampton Roads Region as a region contemplated <br />by the Act and hereby declares itself to be a member of and a participant in the <br />Hampton Roads Region. <br /> <br /> 2. That it supports the Partnership's efforts to carry out the provisions of <br />the RCP and authorizes the Partnership to receive RCP incentive funding on <br />behalf of the Region." <br /> <br />Ayes: Berm, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-105 Adoption of a resolution granting the City Manager the authority to convey <br /> to Virginia Power an easement on City owned property at 9755 <br /> Pitchkettle Road, Suffolk, Virginia, for underground electrical service to <br /> the new Pitchkettle Road Raw Water Pumping Station. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution granting the City Manager the authority to convey to <br />Virginia, Power an easement on City-owned property at 975 Pitchkettle Road, <br />Suffolk, Virginia for underground electrical service to the new Pitchkettle Road <br />Raw Water Pumping Station. <br /> <br />Purpose and Need: <br /> <br />Granting of the easement is necessary for Virginia Power 'to provide electrical <br />power to this project. <br /> <br />Financial Impact: <br /> <br />The total cost is $10,370 and is reimbursable to the City of Portsmouth by the City <br />of Chesapeake under the terms of the 1996 Amendment to the Water Sales <br />agreement between the two cities. <br /> <br />Motion .by Mr. Robinett, and seconded by Mr. Martin, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN <br />EASEMENT TO VIRGINIA POWER FOR THE PROVISION OF POWER TO THE RAW <br />WATER PUMP STATION ON PITCHKETTLE ROAD IN THE CITY OF SUFFOLK. <br /> <br /> <br />
