June 8th~ 1965 <br /> <br /> "Reorganization of the Southeastern Virginia Regional Planning Commission <br />along lines recommended by the April 50, 1964, "TASK FORCE REPORT" (Approved by every elected governing body of <br />the six-member agency) has progressed to the point of membership realignment. The Task Force reasonefl that city <br />planning directors hinder regional planning by being called upon directly to pass judgment on ~rrk of other <br />professional planners; that city planning directors occupy seats on the regional planning commission which might <br />better be occupied by representative citizens; and that there is, in actuality and probability, no assurance of <br />the expression at the regional planning commission of the views of city planning directors. <br /> <br /> At the SVRPC regular monthly meeting on May 27, 1965, the by-laws were <br />amended in this respect to read as follows: <br /> <br />SECTION1A. ADVISORY MEMBERS <br /> <br /> *The highest ranking ptann~ng employee of each participating 3urmsdzctlon, <br />may be an Advisory ,Member of the Commission. Advisory Members shall be given not-ce of, and may attend and offer <br />advice at all meetings of the Commission, but they shall not be entitled to vote, be counted for a determination <br />of a quorum, nor have any other rights and duties of Members.' <br /> <br /> The City Planning ComMission, at its regular monthly meeting on June 1, <br />1965, resolved to recommend that Portsmouth City Council take advantage of this situation by declaring the <br />Planning Director an Advisory Member of the Southeastern Virginia Regional Planning Commission and appointing <br />in his place another citizen member to represent the City of Portsmouth." <br /> <br />Motion of Mr. Barnes to refer to a conference was adopted, without dissenting vote. <br /> <br /> 65-160 - The following communication from Clorine D. Coates, Secregary of the <br />Rollingwood Civic Club, was read: <br /> <br /> ~: ~"Our community is badly in need of curbs and gutters. We have only two <br />streets in Rollin~r~ood icurbed (ChowRn Drive and ChippeWa Trail). These.were done while we were still residents <br />of NoT/elk County. <br /> <br /> After five years of paying taxes.to the city, we feel that we are entitled to <br />some indication of area improvement. We would appreciate information regarding your plans for accomplishing <br />this essential project." <br /> <br /> Motion of Mr. Knight to refer to the City Manager for a report back to the City <br />Council, was adopted, without dissenting vote. <br /> <br /> 65%161- The following letter from the Friendship Garden Committee was read: <br /> <br /> "The Friendship Garden Committee.wishes to express its appreciation and <br />thanks for the bronze plaques provided for the Friendship Garden. <br /> <br /> These plaques have greatly enhanced the garden and contributors have been <br />enthusiastic in their praise for them. It is gratifying to have the garden areas, which have developed from so <br />much hard work and hard earned donations, to be identified in thi~ dignified manner. <br /> <br /> To date we have received and installed 25 plaques, including an honorary one <br />to Dunedin, New Zealand. This was accomplished for the $100.00 appropriated last summer. It is estimated that <br />a like number of plaques will be needed during the coming summer season, therefore,~it is requested that an <br />additional appropriation of $100.00 be made to continue this project." <br /> <br />Motion of Mr. Leery to refer to the Cit}, ~,~nager was adopted, without dissenting <br /> <br />~ote. <br /> <br /> 65-162 -"Herewith is a petition which I would like our Council to consider. If <br />approved, I sugges~ that it be published in both our newspapers and cards printed and given when needed by our <br />lady police to any who do not cooperate. <br /> <br />PETITIQN <br /> <br /> The City Council of Portsmouth requests that ladies appearing on the <br />streets of our city wear Conventional skirts and blouses and/or-dresses. <br /> <br />beaches and other summer resorts. <br />beauty parlors. <br />personal is intended." <br /> <br /> That the wearing of shorts,.pedal push, rs and bikinies be reserved for our <br /> <br /> Also, that visible curlers be restricted to the home, back ya~ and <br /> <br /> Your cooperation is respectfully requested and you are assured that nothin1 <br />The following letter was read concerning this matter: <br /> <br /> "Objection. The idea of passing an ordinance outlawing shorts and <br />peddlepushers on the city streets is as absurd as the gentleman thinks the wearing of such items is. I'tl admit <br />that women don~t look nice wearing shorts &n t~e downtown area but if they don't have anymore respect for <br />themselves than that, then it is their business. This is America. Let's keep her FREE!" <br /> <br /> Motion of Mr. Leafy to refer to a conference of Council was adopted, without f <br />dissenting vote. <br /> <br /> <br />
