July IS, 1965 <br /> <br />"We are submitting herewith a quarterly progress report on <br />Redevelopment Projects as agreed upon at the last joint meeting of the City Council and the Authority. <br /> We will, of course, be glad to answer any questions that you <br />may wish to ask about these reports, or the projects." <br /> <br />On motion of Mr. Johnson, received as information. <br /> <br />65-186 - The following communication from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on July 6, 1965, the City Planning <br />Commission publicly heard and acted on the following rezoning petitions: <br /> <br /> Z-65-18 Petition of Thomas H. And Clara F. Harden to rezone <br />property described as follows: Beginnin~ at the northeast corner of Vick Street and Jewell Avenue; <br />thence north approximately 72 feet along Jewell Avenue; thence east approximately SS'; thence north <br />approximately 25'; thence east S3.17'; thence south 95' to Vick Street; thence west 95.06' along <br />Vick Street to the point of origin; from Residential R-75 to Commercial C-I. The Planning Commission <br />unanimously resolved to recommend denial of this petition for the same reasons advanced in connection <br />with application Z-65-8 (adjacent) in which case the Commission's recommendation was not sustained by <br />City Council, and in the case of Z-65-9 (across Vick Street) where the recommendation of the Planning <br />Commission was sustained. These reasons have been previously advanced and are open for review on <br />Pages S-S, Minutes of the Planning Cor~nission regular monthly meeting of March 2, 1965. <br /> <br /> Z-65-19 Petition of Attorney Donald C. Kilgore to rezone property <br />described as follows: Beginning at the southwest corner of Rodman Avenue and Turnpike Road; thence <br />south along the west side of Rodman Avenue approximately 450' to the Atlantic and Danville right-of-way; <br />thence west along said railroad rig, S-of-way approximately 210' to allot line; thence north ~long <br />said lot line approximately 440' to Turnpike Road; thence east along Turnpike Road approximately 200' <br />to the point of origin; from Commercial C-1 to Commercial C-2. <br /> The Planning Commission unanimously resolved to recommend conversion. <br />of this commercial from C-1 to C-2 for the area between Route 58A and the railroad along Rodman Avenue, <br />which since the construction of Interstate 264 has experienced a marked increased in traffic flow. <br /> <br /> Z-65-20 Petition of Fred A. Lipford to rezone, property described <br />as follows: Beginning at a point ~east side of Portsmouth Boul~vard approximately 80' west of <br />Temple Street; thence south along a lot line approximately 65' to a point; thence west approximately <br />50'; thence north approximately 65' to Portsmouth Boulevard; thence east along Portsmouth Boulevard <br />approximately 50' to the point of origin; from Residential R-75 to Commercial C-2. Sensing this to <br />be a request for spot zoning and potentially involving uses permitted in a more restricted zoning <br />distmict, the Commission unanimously resolved to recommend denial of the application. <br /> <br /> Z-65-21 Petition of Agent August Zinkl to rezone property described <br />as follows: Beginning at the southeast corner of Rodman Avenue and Brighton Street; thence along <br />Brighton Street approximately 90' to a point; thence south approximately 110'; thence east approximately <br />50'; thence south approximately 55'; thence west approximately 120' to Rodman Avenue; thence north <br />along Rodman Avenue approximately 165' ~o the point of origin; from Commercial C-I and Residential <br />R-75 to Commercial C-1. The Planning Commission unanimously resolved to recommend approval of this <br />application which is related to the depth of commercial zoning along Route 58. Airline Boulevard, <br />a radical arterial, in this area cuts across the old premature gridiron street pattern projected west <br />from the original city; most confusing in situations such as this where highway oriented businesses <br />are situated on adjacent streets. <br /> <br /> Z-65-22 Petition of Yates and Bogas, Architects, Agents, to <br />rezone property described as follows: Beginning at the northeast corner of George Washington Highway <br />and Cushing Street; thence north approximately 85' to a point; thence east approximately 75'; thence <br />north approximately 16'; thence east approximately 15'; thence south approximately 100' to Cushing <br />Street; thence west along Cushing Street approximately 90' to the point of origin; from Residential <br />R-75 to Residential R-60-A. <br /> The Planning Commission unanimously resolved to recommend <br />approval of this application which represents placement of the transitional office building zoning <br />district on a major highway adjacent to commercial development so zoned to serve as a residential <br />buffer." <br /> <br /> Motion of Mr. Barnes to refer to the City Clerk to advertise for <br />public hearing on August 24, 1965, was adopted, without dissenting vote. <br /> <br />read: <br /> <br />65-187 - The following communication from the Planning Director was <br /> <br /> "At its regular monthly meeting on July 6, 1965, the City Planning <br />Commission publicly heard and acted on the following application for a Hse Permit: <br /> <br /> UP-65-5 Petition of Attorney ~efferson B. Brown for a Use Permit <br />for an automotive service station on~ zoned Commercial C-1 pursuant to Item 4-5 (24) of the Zoning <br />Ordinance as amended on property described as follows: Beginniug at the southwest corner of Effingham <br />Street and South Street; thence west along South Street approximately 150'; thence south approximately <br />110'; thence east approximately 50'; thence south approximately 70'; thence east approximately 100' <br />to Effingham Street; thence north along Effinghsm Street approximately 180' to the point of origin. <br /> Pursuant to the wishes of Portsmouth City Council, the strong <br />recommendation of the Portsmouth Redevelopment ~ Housing Authority~ and substantial favorable sentiment <br />of neighborhood residents, the Planning Commission resolved to recommend approval of a use permit shbject <br />to nerformance by the applicant with ~egard to the site plan submitted at the public hearing." <br /> <br /> <br />
