<br />At a regular meeting of the City Council, held on July 15th, 1965, there

<br />R. Irvine Smith, Jack P. Barnes, Burrell R. Johnson, ~. T. Leery,
<br />A. P. Johnson, City Manager, and M. A. Korb, Jr., City ~torney.
<br />
<br />1965 were read and approved.
<br />
<br />The meeting was opened with pr~yer by ~r. Johnson.
<br />
<br />Minutes of regular meeting of June 22nd, 1965 and called meeting of June 25th,
<br />
<br /> 65-169 - Public hearing on application of Diversified Investments for a
<br />Use Permit for a trailer park at 2885 Victory Boulevard.
<br />
<br />No one spoke in regard to the application.
<br />
<br />On motion of Mr. Barnes, the following resolution was unanimously adopted:
<br />
<br /> "WHEREAS, Diversified Investments, Inc., has filed an application
<br />pursuant to Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of
<br />a use permit as hereinafter described; and
<br /> WHEREAS, the applicant, the Planning Director, and the City Manager
<br />have done all things required to be done in comnection with said application, and the Planning Commission
<br />has recommended the granting of said use permit.
<br /> NOW, THEREFORE, BE IT RESOLV~D by the Council of theCity of Portsmouth,
<br />Virginia:
<br />
<br /> 1. That the use for which the use permit hereinafter described
<br />is sought (a) will not adversely affect the health or safety of persons residingoor working in the
<br />neighborhood,o~n~h~ proposed use, (b) will not be detrimental to the public welfare or injurious to
<br />property or improvements in the neighborhood, and (c) will be in accord with the purposes of said
<br />Zoning Ordinance.
<br /> 2. That the use permit hereinafter granted shall be subject to
<br />
<br />the following conditions:
<br />
<br /> a. That the street side of the property be landscaped with Shrubbery.
<br /> b. That adequate lighting be provided along the roadways within
<br /> the hereinafter described premises.
<br /> c. That not more than one trailer shall be permitted in each designated
<br /> space.
<br /> 5. That Diversified Investment is hereby granted a use permit,
<br />pursuant to Section 4-2 of said Zoning Ordinance, for the construction and operation of a trailer park
<br />to be located on the premises at 2805 Victory Boulevard."

<br />The following reports fz~m the City Manager were read:
<br />
<br /> 65-170 - "0 submit the attached ordinance and recommend that it
<br />be placed on first reading. This appropriates $1,555,671.22 from the Capital Improvement Fund for
<br />the construction of Cavalier Manor Junior High School.
<br /> Of this'amount, $1,507,257 is for the construction
<br />contract; $78,434.22 for architectural fees; and $150,000 for equipment for the building.
<br /> Robert R. Marquis, Inc. was'the low bidder on this contract."
<br />
<br /> On motion of Mr. Barnes, the following ordinance was approved on first
<br />reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $1,555,671.22 FROM THE
<br />GBNBRAL CAPITAL IMPROVEMENT FUND FOR THE CONSTRUCTION
<br />OF CAVALIER b~NOR JUNIOR HIGH SCHOOL"
<br />
<br /> 65-171 - "I submit the attached ordinance and recommend that it be placed
<br />on first reading. This appropriates $135,000 to e~aip the new Cradock Junior High School.
<br /> At. the time that the appropriation was made for the construction
<br />of this building, no funds were included for the equipment."
<br />
<br /> On motion of Mr. Leafy, the following ordinance was approved on first
<br />reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $155,000.00 FROM THE
<br />GENERAL CAPITAL IMPROVEMENT FUND FOR ~{E PURCHASE
<br />OF EQUIPmeNT FOR THE CRADOCK JUNIOR HIGH SCHOOL"
<br />
<br />65-172 - "I submit theattached ordinance and recommend %hat it be placer
<br />on first reading. This appropriates $5,529 as the City of Portsmouth's share in the ;hntl-Poverty Program.
<br /> This is the program in which iPortsmouth is participating along
<br />with Norfolk, Virginia Beach, Suffolk, and Chesapeakel and it is being handled under the name of the
<br />Southeastern Tidewater Opportunity Project.
<br />It is necessary, at this time, for the political'subdivisions
<br />participating in this program to place their local 10% on deposit in order to reeeiv~dthe 90% Federal
<br />share. ~
<br />~ Thesefunds will be forwarded to SoutheaStern Tidewater Opportunity
<br />Project."
