Pablo was ~ead: <br /> "I wish to make formal application for the office of Justice of the Peace <br />which is now vacant in Washington Ward. <br /> At present I am employed by The Quality Shop as Office Manager, Credit Manager <br />and Accountant and have Been with this firm for thirteen years~ prior to this I was Asst. Treasurer <br />with Taylor-Parker Co. Norfolk, Va. for five years. From 1959 to 1941 I was with the New York Worlds <br />Fair as General Cashier. <br /> I am a life long resident of Portsmouth. and ~msi~ty five years of age, married <br />have six children all married. <br /> Would appreciate you submitting my application to City Council for their <br />consideration." <br /> <br /> Mr. Johnson nominated Herbert C. Fields, 154 Broad Street. <br /> <br /> On m~tion of Mr. Dillon, nominations were closed. <br /> <br /> Vote being taken, Mr. Fields was elected Justice of Peace, to fill the unexpired <br />term of C. H. Herbert, which term expires on December 51st, 19654 and by the foll6wing vote: <br /> <br />Ayes: Barnes, Dillon, Eastes, Johnson, Leafy <br />Nays: None <br /> <br /> 65-174 - The following ordinance, approved on first reading at last meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $123,557.54 FROM THE GENERAL <br />CAPITAL I~PROVEMENT FUND FOR THE CONSTRUCTION OF SANITARY <br />SEWERS IN THE HODGES MANOR AND MAYFLOWER PARK AREAS" <br /> <br />On motion of Mr. Eastes, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Barnes, Dillon, Eastes, Johnson, Leafy <br />Nays: None <br /> <br /> 65-175 - The following ordinance, approved on first reading at last meeting, <br />was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000.00 FROM THE GENERAL <br />CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF PROPERTY AT <br />821 SIXTH STREET" <br /> <br />On motion of Mr. Leary,,the ordinance was adopted, and by the following vote: <br /> <br /> Ayes: Barnes, Dillon, Eastes, Johnson~ Leafy <br /> Nays: None <br /> <br />NEW ~BUSINESS <br /> <br /> 65-196 - The following communication from Marshall D. Owens, Chairman, POrtsmouth <br />Recreation Advisory Board, was read: <br /> <br /> "In action taken at the July meetingc6f the Portsmouth Recreation Advisory <br />Board, the Board recommended unanimously to City Council that a Department of P~rks andRecmeation <br />be formed and implemented in accordance with Article VIII, of the City Code. The Board further <br />recommended that para C of Section 2-66 under Article VIII be deleted from the powers and duties <br />of the Director of Parks and Recreation. <br />It was the consensus of the members present that to effectively plan, <br />organize and administer a parks and recreation program that the above recommendation is of utmost <br /> <br />importance. <br /> <br />dissenting vote. <br /> <br />was read: <br /> <br /> Your cooperation in expediting this matter will be greatly appreciated*.TM <br />Motion of Mr. Johnson to refer to a conference of Council was adopted, Without <br /> <br />65-197 - The following communication from the Building Official, B. S. Trant, <br /> <br /> "The terms of office of Mr. Glenn Yates, Jr. a~d Mr. E. S. Early, Jr. on <br />the Board of Adjustments and Appeals expires August 27th, 1965. These were the two-year appointments <br />to stagger the terms when the Board was reformed upon revision of the Building Code in 1965. The <br />normal term of office is three years." <br /> <br />dissenting vote. <br /> <br />Motion of Mr. Dillon to refer to a conference of Council, was adopted, without <br /> <br /> 65-198 - The report of inspection of the lockup of the City made by the Department <br />of Welfare and Institutions on June 28th, 1965, was presented, and on motion of Mr. Leary, received <br />as information .... <br /> <br /> 65-199 - The report of inspection of the jail of the City, by the Department of <br />Welfare and Institions, on June 28th, 1965, was presented, and on motion of Mr. Leafy, received as <br />information. <br /> <br /> <br />
