<br />At a regular meeting of the City Council, held on July 27th, 1965, there Were
<br />
<br />Jack P. Barnes, John L. Dillon, George D. Hastes, Burrell R. Johnson, W. T. Leary,
<br />M. A. Korb, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Dillon.
<br />
<br />Minutes of regular meeting held on July 13th, 1965, were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 65-189 - "I submit the attached ordinance and recommend that it b~ placed on
<br />first reading. This appropriates $6,000 for the Community Psychiatriz Clinic.
<br /> There~is already appropriated $4,000 in the current budget. This
<br />will make a contribution totaling $10,000.
<br /> It is felt that this is a fair share for the City of Portsmouth to
<br />contribute, based on the number of Portsmouth residents using this facility.
<br /> I further recommend that this $10,000 be transferred to the School
<br />appropriation and dispersed to the clinic by the School Board. This will then assist Portsmouth in
<br />its local effort with the State for local School 6osts."
<br />
<br /> On motion of Mr. Leary, the following ordinance was approved on first reading,
<br />without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $6,000 PROM THE
<br />GENERAL FUND FOR A-C0~{MUNITY PSYCHIATRIC CLINIC"
<br />
<br /> 65-190 - "I submit the attached ordinance and recommend that it be placed on
<br />first reading. This appropriates $50,000 from the Capital Improvement Fund for the purchase of a
<br />completely new radio system for the Fire Department.
<br /> The present radio system in the Fire Department has deteriorated
<br />to the point that it is necessary that it be replaced.
<br /> This new system will also increase the efficiency of the Fire
<br /> portable equipment on all of the apparatus."
<br />

<br />
<br /> "I submit the attached resolution and recommend its adoption.
<br /> This resolution requests the Virginia State Ports Authority to
<br />relocate its administrative offices in the City of Portsmouth.
<br /> It is my understanding that the Virginia State Ports Authority needs
<br />additional office space; and with the development of the Pinners Point Area as a port facility, it is
<br />felt that the State Ports Authority should be invited to relocate in Portsmouth.
<br /> It has been located in the City of Norfolk Since its establishment."
<br />
<br />On motion of Mr. Eastes, the following resolution was unanimously adopted:
<br />
<br /> "}%~EREAS, it has become necessary for the Virginia State Ports
<br />Authority to expand its office facilities, and
<br /> WHERBAS, there is now, or soon will be, ample office soace available
<br />in the City of Portsmouth:
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,
<br />that, in a spirit of cooperation, the Virginia State Ports Authority is hereby warmly invited to relocate
<br />its offices in the City of Portsmouth.
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be forwarded
<br />to each member of the Board of Commissioners of the Virginia State Ports Authority."
<br />
<br /> 65-192 - "I submit the attached agreement between the Virginia State Highway
<br />Department and ~he City of Portsmouth, and recommend that the proper City Officials be authorized to
<br />sign.
<br /> This is for the relocation and adjustment of water mains and covers
<br />the change in the mains necessary at the crossing of Interstate 64 and Route 17, Project 0064-131-102,
<br />G-302.
<br /> This agreement is in accordance with previous agreements ~Dproved
<br />between the Highway Department and the City of Portsmouth, covering adjustments of mains on Interstate 264.
<br />This agreement has been approved by the City Attorney."
<br />
<br /> ~,Iotion of Mr. Johnson that the proper city officials be authorized to sign the
<br />agreement was adopted, without dissenting vote.
<br />
<br /> 65-193 - "A survey has been made of the Frank D. Lawrence Stadium, and it
<br />is found that some of the concrete is deteriorating.
<br /> This stadium was constructed in the 1930's and no structural repairs
<br />have been necessary up to the present time.
<br /> I recommend that the firm of Joe Glenn, Jr., Structural Emgineers
<br />be employed to make a survey and study of the stadium with a report of their recommendations to be
<br />submitted to the City Council."
<br />
<br /> Motion of ~4r. Leafy to c~ncur in the recommendation of the City Nanager was
<br />adopted, without dissenting vote.
<br />
<br /> On motion of ~r. Dillon, tke following ordinance was approved on first reading,
<br />without dissenting vo~e:
