August 10, 1965 <br /> <br /> "At its regular monthly meeting on August 3, 1965, the City Planning <br />Commission voted to recommend closure of Nottoway Avenue between Brighton and Duke Streets. <br /> Nowever,_please note that this action is in two parts: <br /> 1, The application of Attorney John R. Porter, Jr. for William H. <br />and Thelma Butler and the Southland Life Insurance Company ts close that half block of Nottoway Avenue north <br />of Brighton Street was specifically approved on the basis ora complete and satisfactory application. <br /> 2. ClosBre of the entire block of Nottoway Avenue between Brighton <br />and Duke Streets if the City Attorney advises that same can be accomplished. It is to be noted that Attorney <br />Porter made every effort without success to contact owners on the closure of the entire block. <br /> The Planning Commission knows of no opposition and no reason why the <br />entire block should not be closed and would galdly assist the City Attorney." <br /> <br />Motion of Mr. Eastes to refer to the City Attorney was adopted, without <br /> <br />dissenting vote~f <br /> <br />65-208 - The following communication from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on August 3, 1965, the City Planning <br />Commission received a written report from the Planning Director on the inadequacies of existing city <br />parkland, recreational needs~of the citizens of Portsmouth and its urban fringes and of the proposal to <br />secure the so-called Obici Farm on the eastern bank of the Nansemond River. A copy of this report is <br />attached. <br /> The Planning Commission, with six of its seven members oresent, voted <br />unanimously to endorse the written remort of the Planning Director and to concur in the recommendation <br />that acquisition for future recreational purposes of the Obici Farm be approved. <br /> Vice Chairman C. Louis Knight had not arrived at the meeting when this <br />vote was taken, but he subsequently indicated that he concurs in the action and wishes to assure City <br />Council tha~the position of the City Planning Commission is unanimous." <br /> <br />On motion of Mr. Knight, referred to a conference of Council. <br /> <br /> In this gonnection, the following letter from Marshall D. Owens, Chairman, <br />Portsmouth Recreation Advisory Board, was read: <br /> <br /> "At a special meeting of the Portsmouth Recreation Advisory Board, <br />on August 5, 1965, the Board voted unanimously* to doncur in the recent recommendation of the Portsmouth <br />City Planning Commission and to recommend that City Council purchase the propprty located as a park and <br />recreation area. Further, it was the consensus of the members that the initial developmen~ <br /> <br />should include anJ18-hole golf course to replace the present 9-hol~ facility at City Park thus providing <br />relief for overcrowded conditions now existing at City Park and providing for future expansion. <br /> Your cooperation in expediting this matter will be greatly appreciated." <br /> <br />On motion of Mr. Knight, referred to a conference of Council. <br /> <br />65-209 - The following communication from the Planning Director was Mead: <br /> <br /> "At its regular monthly meeting on August 5, 1965, the City Planning <br />Commission voted to recommend approval of a 8§e Permit for Mrs. Odessa B~e to operate a Nursing Home for <br />the Aged on property described as follows: <br /> <br /> Beginning at the northeast corner of Camden Avenue and Lincoln Street; <br />thence north approximately 60'; thence east approximately 85'; thence south approximately 60' to Lincoln <br />Street; thence west along Lincoln Street approximately 85' to the point of origin. <br /> <br />A site plan relative to required off-street parking was considered <br /> <br />and recommended for your approval." <br /> <br /> Motion of Mr. Eastes that the City Clerk be authorized to advertise for.a <br />ou~lic hearing on September 7, 1965, was adopted, without dissenting vote. <br /> <br />65-210 - The following letter from the City Clerk was read: <br /> <br /> "The term of office of C. P. Snodgrass as a member of the Portsmouth <br />Redevelonment and Housing gnthority will expire Sentember 12, 1965," <br /> <br /> 65-210 - The following letter from Euclid M. Hanbury, Chairman, Portsmouth <br />Redevelopment and Housing Authority was read: <br /> <br /> "This is to remind you that the four-year term of Commissioner <br />C. Phillip Snodgrass expires on September 12, 1965. <br /> At a regular meeting of the Comlaissioners on August $, 1965 .it was <br />unanimously agreed that the reaDpointment of Mr. Snodgrass would be in the best interest of the Authority. <br />His independence of thought and at the same time, his ability to work with the'other' Commissioners, has <br />been very beneficial to the Authority. <br /> The fact that the operations of the Authority are of a commlex nature, <br />places a oremium on continuity of service. We, therefore, respectfully request that the Council give <br />sympathetic cnnsideration to our recommendation that Mm. Snodgrass be reappointed." <br /> <br />On motion of Mr. Johnson, this matter was referred to a conference of Council. <br /> <br /> 65-211 - The following letter from Clinton O. Crawford, Chairman. Portsmouth <br />Parking Authority was read: <br /> "It is hereby requested that all proceeds from parking meters in <br />the city of Portsmouth be turned over to the Portsmouth Parking Authority effective July 1, 1965. <br /> This request is made in order that the Authority might have sufficient <br />funds to purchase property necessary for parking." <br /> <br /> <br />
