August 10, 1965 <br /> <br />At a regular meeting of City Council, held On August 10, 1965, there were present: <br /> <br />R. Irvine Smith, John L. Dillon, George D. Eastes, Burrell R. Johnson, L. L. Knight, <br />W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Leafy. <br /> <br /> Minates of regular meeting held on July 27, 1965, were read and approved. <br /> <br /> The following reports from the ~ity Manager were read: <br /> <br /> 65~S04 - "I submit'the attached ordinance and recommend that it be placed on first <br />reading, This appropriates $19,148 ~or the purchase of property on Seaboard Avenue in Pinners Point. <br /> This property ,is being acquired for the long-range industrial expansion <br />in connection with the new proposed marine terminal at Pinners Po%nt." <br /> <br /> On motion of Mr. K~ight, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />".&N ORDINANCE TO APPROPRIATE $19,148.00 FROM THE GENERAL CAPITAL <br />IMPROVEMEN~ FUND FOR THE PURCHASE OF PROPERTY IN PINNERS POINT" <br /> <br /> 65-205 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This regUlates mot0rvehicles used for dispensing ice cream and other ice confectioneries. <br /> This requires certain markings on the vehicle, along with certain type <br />lamps for night 'operation. It further restricts th~se mobile ice cream dispensers from operatingbetween <br />certainhours and stopping on streets having a speed limit of more than 25 miles per hour. It also prohibits <br />them from stopping within 100 feet of any intersection, and restricts th~ noise m~king devices on the vehicles. <br /> This ordinance is being requested in order to givethe police more control <br />in the interest of safety for this type of operation." <br /> <br /> on motion of Mr. Dillon, the following ordinance was approved on first reading, <br />without dissen%ing vOte: <br /> <br />"AN ORDINANCE TO A~ND CHAPTER 18 OF THE CODE OF THE CITY OF <br />PORTS~IOUTH, VIRGINIA, 1961, BY ADDING THERETO A NEW ARTICLE <br />CONTAINING THREE SECTIONS NU~ERED 18-35I,!8-332 AND 18-333, <br />REQUIRING CERTAIN EQUIPMENT AND MARKINGS ON MOTOR VEHICLES <br />USED FOR DISPENSING ICE CREAM AND OTNER ICE CONFECTIONERIES, <br />REGULATING ~E OPERATION OF SUCH VEHICLES AND PROVIDING PENALTY <br />FOR VIOLATIONS RESPECTIVELY" <br /> <br /> 65-206 - "I recommend that the Planning Commission be requested toadvertise for and <br />hold a public hearing to amend the Comprehensive Plan, this amendment to deal with the acquisition and <br />preservation of open space. <br /> This is necessary in order for the City to qualify for Federal grants under <br />the Open S~ace Program. <br /> It is further recommended that the Planning Commission be requested to hold <br />a speciaI meeting of this amendment." <br /> <br />dissenting vote. <br /> <br />,~{otion of Mr. Leafy to concur in the 5{anager's recommefidation was adopted, without <br /> <br />UNFINISHED BUSINESS <br /> <br />taken up and read: <br /> <br />Up and read: <br /> <br />65-189 - The following ordinance, approved on first reading at last meeting, was <br /> <br />"AN ORDINANCE TO APPROPRIATE $6,000.00 FROM THE GENERAL FUND FOR <br />A COP~UNITY PSYCHIATRIC CLINIC" <br /> <br />On motion of Mr. Hastes. the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Smith, Dillon, Eastes, Johnson, Knight, Leafy <br />Nays: None <br /> <br />65-190 - The following ordinance, approved on first reading at last meeting, was taken <br /> <br />"AN ORDINANCET0 APPROPRIATE $30,000.00 FROM THE GENERAL CAPITAL <br />I~ROVEb~NT FUND'FOR A NEW RADIO SYSTEM FOR THE FIRE DEPARTB~NT" <br /> <br />On motion of ~.
