p~esent: <br /> <br />At a regular meeting of the City Council, held on September ?th, 1965, there were <br /> <br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, Deorge D; Eastes, Burrell R. Johnson, <br />L. L. Knight, A. P. Johnson, Jr., City Manager, and ~. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Smith. <br /> <br /> 65-231 - The Mayor greeted Miss Portsmouth who was making her official visit to <br />the Council, and presented her with a Merrimac pin. <br /> <br /> 65-209 - The following hearing on zoning was held: "Use Permit for Mrs. Odessa Brodie <br />to operate a nursing home for Aged." <br /> <br />No one spoke in regard to the application. <br /> <br /> Motion of Mrl Barnes to concur in the recommendation of the Planning Conmission <br />and to adopt the following resolution was adopted, without dissenting vote: <br /> <br /> WHEREAS, Odessa Brodie, has filed an application nurusant to Section 4-2 <br />of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of ~use Permit as hereinafter <br />described; and <br /> I%~HEREAS, the applicant, the Planning Director, and the City Manager have <br />done all things required to be done in connection with said application, and the Planning Commission <br />has recommended the granting of said use permit. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br /> 1. That the use for which the use permit hereinafter described is sought <br />[a) will not adversely affect the health or safety of persons residing or working in the neighborhood <br />of the proposed use, [b) will not be detrimental to the public welfare or injurio~ to property or <br />improvements in the neighborhood, and [c) will be in accord with the purposes of said Zoning Ordinance. <br /> 2. That Odessa Brodie is hereby granted a use permit, pursuant to Section <br />4-2 of said Zoning Ordinance, for the construction and operation of a nursing home on the property <br />described as follows: <br /> Beginning at the northeast corner of Camden Avenue <br /> and Lincoln Street; thence north approximately 60'; thence east <br /> approximately 85'; thence south approximately 60' to Lincoln <br /> Street; thence west alohg Lincoln Street approximately 85' to <br /> the point of beginning. <br /> <br /> The following reports from the City Manager were read: <br />~/ 65-232 - "I submit the attached ordinance and recommend that it be placed on first <br /> reading. This authorizes a referendum to be held on the issuance of $1,500,000.00 of Sanitation Bonds. <br /> It is proposed that the vote on these bonds be held at the November general election. <br /> These bonds are to finance the enlargement and rehabilitation of the <br /> sewage treatment plant and construct additional force mains. The capacity of the plant will be increased <br /> by fifty percent, at an estimated cost of $508,000.00; the rehabilitation will cost about $491,000.00, <br /> with the balance for additional force mains. <br /> The engineering study made by Greeley and Hansen calls for the addition <br /> and rehabilitation to the plant to begin in 1966, and for the force mains to be constructed in 1970. <br /> This ordinance has been approved by the Bond Commission." <br /> <br /> Motion of Mr. Barnes to place the following ordinance on first reading was adopted, <br />without dissenting vote: <br /> <br /> "AN ORDINANCE TO AUTHORIZE ~E ISSUANCE OF ONE MILLION FIVE HUNDRED <br /> THOUSAND DOLLARS OF BONDS TO BE KNONN AS SANITATION BONDS FOR THE PURPOSE <br /> OF ~KING IMPROVEMENTS, EXTENSIONS AND ADDITIONS TO THE SEWAGE DISPOSAL <br /> SYSTEM OF THE CITY~ PURSUANT TO SHCTION 12~ CLAUSE B, OF THE CONSTITUTION <br /> OF VIRGINIA, AND CMAPTER 5 OF TITLE 15.1 OF THE CODE OF VIRGINIA, 1950" <br /> <br /> 65-233 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $8,600 from the General Fund to complete the cost of microfilming records <br />in the Circuit and Hustings Courtsl <br /> ' This work was not completed at the end of June, 1965, and the boo~s of <br />the City were closed at that time; in effect, this is a reappropriation of funds which were authorized <br />but not expended in the last budget." <br /> <br /> On motion of Mr. Knight, the following ordinance wasapproved on first reading, <br />without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $8,600..00 FROM THE GENERAL FUND FOR <br />THE PURPOSE OF MICROFILMING CERTAIN COURT RECORDS" <br /> <br /> '65-254 - "I s~bmit the attached agreement between the Portsmouth Parking Authority <br />and the City of Portsmouth, and recommend that the p~oper City officials be authorized to£sign. <br /> This agreement allows t e municipal employees to collect the revenues from <br />the off-street parking lots. The City will also maintain the lots, and the Parking .Authority will <br />reimburse the City for the costs involved. <br /> It is believed that this will be a more economical ~]~stem than having the <br />Parking Authority employ its own personnel." <br /> <br /> <br />
