At a regular meeting of City Council, held on September 28th, 1965, there <br /> <br />were present: <br /> <br />John L. Dillon, George D. Bastes, Burrell R. Johnson, L. L. Knight, W. T. Leafy, <br />A. P. Johnson, Jr., City Manager, and M. A. Turner, 127 Oregon Avenue. <br /> <br /> Motion of Mr. Johnson that CP-2-65 PARKLAND, OPEN SPACE AND RECREATION; PROGRAm{S, <br />GOALS AND PROPOSALS, SEPTEMBER 1965" be adopted as an amendment to the Comprehensive Plan of the City of <br />Portsmouth, was adopted, without dissenting vote. <br /> <br /> 65-242 - The following ordinance was presented: <br /> <br />"AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE <br /> CITY OF PORTSh~]UTH, 1961, BY ~ENDING SUBSECTION <br /> (2) OF SECTION 4-5 THEREOF TO ~KE RENTAL OFFICES <br /> FOR GROUP MOUSING PROJECTS A PER~{ITTED ACCESSORY <br /> USE" <br /> <br />No one spoke in regard to the proposed amendment. <br /> <br />On motion of Mr. Knight, the ordinance was approved on first reading, without <br /> <br />dissenting vote. <br /> <br />65-242 - The following ordinance was presented: <br /> <br />"AN ORDINANCE TO AMEND TH~ ZONING ORDINANCE OF TH~ <br />CITY OF PORTSMOUTH, 1961, BY A~ENDING SUBSECTION <br />(165) OF SECTION 4-5 TNEREOF SO AS TO PROVIDE FOR <br />ISSUANCE OF USE PE~4ITS FOR OPERATION OF M~RINAS <br />WITHIN THE WATERFRONT W-1 ZONING DISTRICT ~ND TO <br />PERMIT THE DISPLAY AND SALE OF Sh~LL PLEASURE CRAFT <br />IN CONNECTION WITH THE OPERATION OE A MARINA" <br /> <br />No one ppoke in regard to the proposed amendment. <br /> <br />On motion of Mr. Bastes, the ordinance was approved on first reading, without <br /> <br />dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 65-243 - "I subm~tthe(~attached ordinance and recommend that it be placed <br />on first reading. This closes a portion of Nottoway Avenue lying between the northern line of Bmigh~on <br />Street and the northern property line extended of Lot 24, Block 109. <br /> This closing was requested by Southland Life Insurance Company and <br />William H. ~ Thelma Butler. <br /> The closing has been approved by the Planning Commission and a report <br />of the viewers is attached hereto." <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF NOTTAWAY AVENUE" <br /> <br /> 65-244 - "I submit the attached ordinance and recommend that it be placed on <br />first reading. This authorizes condemnation proceedings in order that the City can acquire proper <br />title to property being used in the improvements of Portsmoutk Boulevard (Reute 537). <br /> Agreements had been reached ~6r the transfer~of this property; but <br />due to the death of Mr. James T. Copley, the transaction was not completed and it is necessary that <br />condemnation proceedings be instituted in order that the City can acquire proper title." <br /> <br />without dissenting vote: <br /> <br />On motion of Mr. Knight, the following ordinance was approved on first reading, <br /> <br />"AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN <br />PROPERTY BY THE CITy. OF PORTSMOUTH UNDER EMINENT DOMAIN <br />PROCEEDINGS PURSUAaNT TO CHAPTER 126 OF THE ACTS OF ASSEMBLY <br />OF 1964, SAID PROPERTY BEING NECESSARY FOR IMPROVEMENT <br />OF A PORTION OF PORTSMOUTH BOULEVARD.
