At a regular meeting of City Council, held on September 28th, 1965, there were present: John L. Dillon, George D. Bastes, Burrell R. Johnson, L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. Themeeting was opened with prayer by Mr. Johnson. Minutes of regular meeting held on September 7th, 1965 were read and approved. was held. In the absence of the Mayor, .~. T. Leafy w~sce~cted tempe_~irman, 65-241 - Boy Scout Leader J. C. Ellis and members of his troop were greeted 65-242 - Public hearing on amendment to the Comprehensive Plan, entitled "CP~-65" The following people spoke. Marshall D. Owens, Chairman, Recreation Advisory Board. L. E. Turner, 127 Oregon Avenue. Motion of Mr. Johnson that CP-2-65 PARKLAND, OPEN SPACE AND RECREATION; PROGRAm{S, GOALS AND PROPOSALS, SEPTEMBER 1965" be adopted as an amendment to the Comprehensive Plan of the City of Portsmouth, was adopted, without dissenting vote. 65-242 - The following ordinance was presented: "AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSh~]UTH, 1961, BY ~ENDING SUBSECTION (2) OF SECTION 4-5 THEREOF TO ~KE RENTAL OFFICES FOR GROUP MOUSING PROJECTS A PER~{ITTED ACCESSORY USE" No one spoke in regard to the proposed amendment. On motion of Mr. Knight, the ordinance was approved on first reading, without dissenting vote. 65-242 - The following ordinance was presented: "AN ORDINANCE TO AMEND TH~ ZONING ORDINANCE OF TH~ CITY OF PORTSMOUTH, 1961, BY A~ENDING SUBSECTION (165) OF SECTION 4-5 TNEREOF SO AS TO PROVIDE FOR ISSUANCE OF USE PE~4ITS FOR OPERATION OF M~RINAS WITHIN THE WATERFRONT W-1 ZONING DISTRICT ~ND TO PERMIT THE DISPLAY AND SALE OF Sh~LL PLEASURE CRAFT IN CONNECTION WITH THE OPERATION OE A MARINA" No one ppoke in regard to the proposed amendment. On motion of Mr. Bastes, the ordinance was approved on first reading, without dissenting vote. The following reports from the City Manager were read: 65-243 - "I subm~tthe(~attached ordinance and recommend that it be placed on first reading. This closes a portion of Nottoway Avenue lying between the northern line of Bmigh~on Street and the northern property line extended of Lot 24, Block 109. This closing was requested by Southland Life Insurance Company and William H. ~ Thelma Butler. The closing has been approved by the Planning Commission and a report of the viewers is attached hereto." On motion of Mr. Dillon, the following ordinance was approved on first reading, without dissenting vote: "AN ORDINANCE TO CLOSE A PORTION OF NOTTAWAY AVENUE" 65-244 - "I submit the attached ordinance and recommend that it be placed on first reading. This authorizes condemnation proceedings in order that the City can acquire proper title to property being used in the improvements of Portsmoutk Boulevard (Reute 537). Agreements had been reached ~6r the transfer~of this property; but due to the death of Mr. James T. Copley, the transaction was not completed and it is necessary that condemnation proceedings be instituted in order that the City can acquire proper title." without dissenting vote: On motion of Mr. Knight, the following ordinance was approved on first reading, "AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITy. OF PORTSMOUTH UNDER EMINENT DOMAIN PROCEEDINGS PURSUAaNT TO CHAPTER 126 OF THE ACTS OF ASSEMBLY OF 1964, SAID PROPERTY BEING NECESSARY FOR IMPROVEMENT OF A PORTION OF PORTSMOUTH BOULEVARD.
