October 26, 1965 <br /> <br /> The City Manager stated that if the Council is considering selling this site within <br />the next two years, he would like to withdraw the recommendation. <br /> <br /> Motion of Mr. Knight that consideration of this matter be deferred until the 1st <br />meeting of Council in November, in order to give the Council an opportunity to confer, was adopted, without <br />dissenting vote. <br /> <br /> 65-277 - "I submit the attached ordinance and recommend that it be placed on <br />first reading, <br /> This amends the Sales Tax Ordinance to eliminate the tax on prescription <br />drugs, effective January 1, 1966. <br /> This is in accordance with action taken by the City Council at its last <br />meeting." <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO AbffiND SECTION 6 OF THE CITY <br /> OF PORTSMOUTH, VIRGINIA, RETAIL SALES ~aND USE <br /> TAX ORDINANCE, TO EXEMPT TNE SALE OF PRESCRIP- <br /> TION bffiDICINE FROM THE SALES AND USE TAX, <br /> BEGINNING J~NUARY 1, i966." <br /> <br /> 65-278 -"I submit the attached ordinance and recommend that it be placed on first <br />reading. <br /> This amends Rule 52 of the Rules and Regulations of the Sales Tax relating <br />to the tax on rental of tangible personal property. It requires the firms in the lease-rental business to <br />compute the tax on a billing basis not to exceed thirty days. <br /> This amendment is being adopted by the other cities in the area." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO AF~ND RULE 32 O~ THE RULES AND <br /> REGULATIONS FOR THE ;OMINISTRATION AND ENFORCE; <br /> MENT OF THE PROVISIONS OF 2]tE CITY OF PORTSMOUTH, <br /> VIRGINIA, RETAIL SALES AND USE TAX ORDINANCE TO <br /> PROVIDE THAT TIlE TAX SHALL BE APPLIED TO RENTALS <br /> ON A BILLING BASIS, NOT TO EXCEED THIRTY DAYS." <br /> <br /> 65-279 -"I submit the attached agreement between the Virginia State Ports Authority <br />and the City of Portsmouth, and recommend that the proper City Officials be authorized to sign. <br /> This is an addendum to our present lease agreement for additional land <br />at our present pier facility being operated by the Portsmouth Port and Industrial Co~aission. The land <br />is needed for additional back-up area for cargo coming across the pier." <br /> <br />without dissenting vote. <br /> <br />The City ~anager requested that this recommendation be withdrawn. <br /> <br />Motion of Mr. Knight to CONCHR in the recommendation of the City Manager adopted, <br /> <br /> 65-280 -"I submit the attached resolution and recommend its adoption. <br /> This appoints viewers for the closing of a nortion of Virginia Avenue, <br />which has been requested by the Portsmouth Industrial Foundation." <br /> <br />vote: <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting <br /> <br /> WHEREAS, Portsmouth Industrial Foundation has made application to vacate <br />and close that portion of Virginia Avenue lying between Detroit Street and Wesley Street; and it appearing <br />that notice of the application and request for the appointment of viewers was duly posted on October 6, 1965, <br />on the bulletin boardoof the ~unicipal Building and on a telephone pole in the vicinity of that part of the <br />street asked to be closed: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that Paul C. Stokley, T. Deale Blanchard, P. W.
