November 9, 1965 <br /> <br />At a regular meeting of the City Council, held on November 9, 1965, there <br /> <br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, Burrell R. Johnson, L. L. Knight, <br />W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Kerb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Johnson. <br /> Minutes of previous meeting were read and approved. <br />The Chair greeted visitors from schools present in audience. <br /> <br /> 65-282a- A joint public hearing by the City Council and Portsmouth Redevelopment <br />and Housing Authority, regarding an amendment to Fort Nelson Place project, was held. <br /> <br />No one spoke in regard to the amendment. <br /> <br />On motion of Mr. Knight, the following ordinance was approved on first reading: <br /> <br />"ORDINANCE OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, APPROVING THE REDEVELOPMENT PLAN AS AMENDED <br />BY AMENDE~NT NO. 4 FOR FORT NELSON PLACE PROJECT NO. <br />VA R-6" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 65-283 - "I submit the attached ordinance and recommend 'that it be placed on <br />first reading. This closes a portion of Virginia Avenue, lying between Detroit and ~esley Streets. <br /> <br /> This has been requested by the Portsmouth Industrial Foundation, <br />and has been approved by the Planning Commission. <br /> <br />A report of the viewers is attached hereto." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF VIRGINIA AVENUE" <br /> <br />first reading. <br /> <br />65-284 -"I submit the attached ordinance and recommend that it be placed on <br /> <br /> This authorizes the advertising of a lease for the use of the Frank D. <br />Lawrence Stadium for conducting professional baseball games~. <br /> <br /> The lessee shall havethe right and privilege of renewing this lease <br />for seven 'additional and consecutive years. <br /> <br />The bids will be received at 11:00 a.m. on December 25, 1965." <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"ORDINANCE PROPOSING TO LEASE TO THE PERSON OR PERSONS <br />OR TO THE CORPORATION, HEREAFTER TO BE ASCERTAINED IN <br />THE MANNER PRESCRIBED BY LAW, FRANK D. LAWRENCE STADIUM <br />FOR ~tE TERM ~ND UPON THE CONDITIONS STATED HEREIN" <br /> <br /> 65-285 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This amends the Fire and Police Retirement Ordinance relating to ordinary disability retirement <br />allowances. <br /> <br /> This amendment provides that no member will recdive less than 20% of <br />average final compensation, retiring under this section of the Retirement Ordinance. <br /> <br /> This provision was omitted when the original ordinance was amended to <br />decrease the required number of years from IS to S, in order to be eligible for a non-service connected <br />disability retirement." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 26-79 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA, 1961, TO PROVIDE <br />THAT THE MINIMUM ORDINARY DISABILITY RETIREMENT <br />ALLOWANCE SHALL NOT BE LESS TH~N TWENTY EER CENT <br />(20%) OF THE AVERAGE FINAL COMPENSATION" <br /> <br /> 65-286 - "I submit the attached ordinance and recommend that it be placed on <br />first reading. This appropriates S19,000 for the purchase of property in Pinners Point. <br /> <br /> The property is located at 208 and 213 Pinners Avenue, and is planned <br />to be used for the expansion of the marine terminal in Pinners Point." <br /> <br /> Onmotion of Mr. Johnson, the following ordinance was approved on first reading, <br /> <br />without dissenting vote: <br /> <br /> <br />
