<br /> WHEREAS, the Portsmouth Naval Shipyard Museum is in dire need of more
<br />space in order to be able to exhibit its accessions and collections, and also to provide additional
<br />workshop space to service items in its collections; and
<br /> ~{EREAS, the City of Portsmouth presently owns adjacent property which
<br />is available as a site for the construction of ~n addition to the museum building.
<br /> · NOW THEREFORE, BE :IT RESOLVED by the Council of the City of Portsmouth,
<br />Virginia, that the City of Portsmouth hereby respectfully requests the General Assembly of Virginia to
<br />appropriate funds directly or make funds available through ex~sting state agencies to. assist the
<br />City of Portsmouth and the Portsmouth Naval Shipyard Museum to expand the facilities of the museum."

<br />Wide Sales Tax."

<br />65-347 , "I submit the attached resolution and recommend itsadoption.
<br /> This resolution indicates Portsmouth's position with regard to a State-
<br />
<br />dissenting vote.
<br />
<br />On motion of Mr. Barnes, the following resolution was adopted, without
<br />
<br /> "NItERHAS, ih recent years the City of Portsmouth has found it exceedingly
<br />difficult to meet the rising demands for new and expanded municipal services to its citizens, and
<br /> ~IEREAS, the City of Portsmouth on June 1, 1965, did impose a city-wide
<br />sales tax in an effort to raise the additional revenue necessary to meet such demands, and
<br /> WHERHAS, it has been reported in the press that the General Assembly
<br />of Virginia will he requested to impose a state-wide sales tax.
<br /> NOW,~THEREFORE, be it resolved by the Council of the City of Portsmouth,
<br />Virginia, that it is the opinion of this Council that a state-wide sales tax is unnecessary at this time;
<br />and, therefore, it strongly opposes the imposition of such a tax.
<br /> BE IT FURTHER RESOLVED that if the imposition of a state-wide sales
<br />tax is found to be necessary, then it is the opinion of this council that the legislation enacting such a
<br />tax should contain a provision that will protect the City of Portsmouth, and other similarly situated
<br />cities, from any loss of revenue by reason of the state pre-empting the sales tax field."
<br />
<br /> 65-548 - "I submit the attached ordinance and recommend that it be placed on
<br />first reading. This appropriates $4,700 from fhe Capital Improvement Fund for the purchase of property
<br />at 194 Carolina Avenue.
<br /> This property is being purchased in conjunction wi~h the development of
<br />the new marine terminal at Firmers Point."
<br />
<br /> On motion of Mr. Johnson, the following ordinance was approved on first reading,
<br />without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $4,700.00 FROM THE
<br />GENERAL CAPITAL IMPROVEMfiN~ FUND FOR THE PURCHASE
<br />OF PROPERTY AT 194 CAROLINA AVENUE"
<br />
<br /> 65-349 - "I submit the attached ordinance and recommend that ~be placed on
<br />first reading. This closes a paper alley beginning at Deep Creek Boulevard, and running between properties
<br />known as 2518 and 2600 Deep Creek Boulevard, approximately 248 feet in a Northerly direction.
<br /> This has been approved by the Planning Commission, and a copy of the report
<br />of the viewers is attached hereto."

<br /> On motion of Mr. Eastes, the following ordinance was approved on first
<br />reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE AN ALLEY OFF DEEP CREEK BOULEVARD"
<br />
<br /> 65-350 - "I submit the attached ordinance and recommend that it be placed on
<br />first reading. This closes Sixth Street, between Madison and Edwards Streets, and is being requested
<br />in order that an apartment project can be developed in this area.
<br /> This has been approved by the Planning Commission, and a report of the
<br />viewers is attached hereto."
<br />
<br /> On motion of Mr. Dillon, the following ordinance was approved on first reading,
<br />without dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE A PORTION OF SIXTH STREET"
<br />
<br /> 65-351 - "I submit the attached cgntract between the W. F. Magann Corporation
<br /> and the City of Portsmouth and recommend that the proper City Officials be authorized to sign. This
<br /> contract covers the necessary structural repairs to the Frank D. Lawrence Stadium.
<br /> Due to the type of repa~s, and the inability to ascertain the extent
<br /> of repairs necessary to the concrete and steel, this is a negotiated contract on a cost-plus basis.
<br /> It is necessary to proceed with these repairs in order that the stadium
<br />. will be in proper condition for the coming baseball season.
<br /> It is anticipated that tkese repairs will not exceed S1S,O00."
<br />
<br /> Motion of Mr. Eastes to concur in the recommendation of the City Manager
<br />was adopted, without dissenting vote.
