<br /> On motion of Mr. Dillon, the resolution was adopted, wi{hout
<br />The following reports from the City Manager were read:
<br />
<br /> 65-545 - "I submit the attached resolution and recommend its adoption.
<br />This resolution supports the action of the Southeastern Tidewater Opportunity Project incorporating
<br />as a non-profit organizationt
<br /> The Board of Directors of this project, of which the City of
<br />Port~meuth has two representatives, voted unanimously to incorporate at the request of the Office of
<br />Economic Opportunity.
<br /> This is the joint project of the Cities of Norfolk, Virginia
<br />B each, Chesapeake, Suffolk, and Portsmouth, dealing with the anti-poverty programs of the area."
<br /> This incorporation relieves the Health, Welfare ~ Recreation
<br />Planning ~il of Norfolk of any responsibility in this program."
<br />
<br /> WHEREAS, this body has previously recognized the need for an
<br />area-wide approach to the problem of poverty in the Southeastern Tidewater area, and more specifically
<br />in this community, and
<br /> WHEREAS, the Health-Welfare-Recreation Planning Council of
<br />Norfolk, Virginia had previously been endorsed as the Community Action Agency representing this community
<br />and the other member communities of the Southeastern Tidewater area with authority to act in their
<br />behalf with the appropriate government agencies, and
<br /> WHEREAS, in implementing this charge, the Health-Welfare-Recreation
<br />Planning Council of Norfolk formed a separate body known as the Southeastern Tidewater Opportunity
<br />Project, with an independent Steering Committee, which bo~ was to act in its place and as its designee
<br />as the Community Action Agency for the Southeastern Tidewater, Virginia area, and
<br /> WHEREAS, this group was charged with the development of a Community
<br />Action organization to combat poverty on a permanent basis in the said area, and
<br /> WHEREAS, the said Steering Committee, representing each member
<br />cummunity of the Southeastern Tidewater Opportunity Project has unanimously passed a resolution directing
<br />that the Southeastern Tidewater Opportunity Project be organized as a non-stock, non-profit organization
<br />under the laws of the State of Virginia,
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the Southeastern Tidewater Opportunity Project, a non-stock corporation,
<br />organized or to be organized under the Code of Virginia, be, and the same is hereby, endorsed by this
<br />body as the official Community Action Agency for the City of Portsmouth.
<br /> BE IT FURTNER RESOLVED, that any monies previously appropriated
<br />by this body to the Health-Welfare-Recreation Planning Council~ for the establishment of a Community
<br />Action Agency may be transferred to the said Southeastern Tidewater Opportunity Project (a non-stock
<br />corporation).
<br />
<br />On motion of Mr. Barnes, the resolution was adopted, without
<br />
<br />dissenting vote.
<br />
<br /> 65-346 - "I submit the attached resolution and recommend its adoption.
<br /> This resolution requests the General Assembly of Virginia to
<br />make financial contributions to the expansion of the Portsmouth Naval Shipyard ~useum, and will be
<br />submitted to our legislators for necessary, action."
<br />
<br />On motion of Mr. Johnson, the following resolution was ~dbpted,
<br />
<br />without dissenting vote.
<br />
<br /> I~tER~M3. th~ Portsmouth Naval Shipyard Museum is a distinct,
<br />educationa[ cultural and tourist asset to the City of Portsmouth, and. since its opening in January, 1963,
<br />has attracted more than 145,000 visitors from all fifty states and many foreign countries; and
