' <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-128 Adoption of a resolution to approve amendment of the Charter of <br /> the Hampton Roads Planning District Commission (HRPDC) to <br /> allow any commissioner to serve as Chairman or Vice Chairman, <br /> provided he or s he is an elected official. The Charter amendment <br /> also provides that the Vice-Chairman would serve as Chairman- <br /> elect. <br /> <br />Recommendation_: <br /> <br />Adoption of a resolution approving amendment of the Charter of the <br />Hampton Roads Planning District Commission to allow any <br />Commissioner to serve as Chairman or Vice Chairman, provided he or <br />she is an elected official. The Charter amendment also provides that the <br />Vice.Chairman would serve as Chairman-elect. <br /> <br />. Pur:. ose and Need: <br /> <br />The Hampton Roads Planning District Commission is composed of <br />Several representatives from each of the fifteen member jurisdictions. <br />The number of commissioners from each jurisdiction is based on <br />population, but only one member from each locality is on the Executive <br />Committee. <br /> <br />Currently, the Chairman and Vice Chairman of the HRPDC must be <br />elected officials who also serve on the Executive Committee. Since <br />many communities appoint the City Manager or County Administrator to <br />the Executive Committee, the pool of candidates from which to draw <br />nominees for Chairman and Vice Chairman is small. <br /> <br />The HRPDC still desires that its officers should be elected officials, so <br />this Charter change would permit any elected official, whether or not a <br />member of the Executive Committee, to serve as an officer. <br /> <br />Voting on the Executive Committee is on the basis of one member and <br />one vote for each member jurisdiction. If the Chairman or Vice <br />Chairman is not from the Executive Committee, they would become ex- <br />officio members of the Executive Committee. To preserve the one vote <br />limitation for each jurisdiction, the officer and the other voting member <br />from each jurisdiction would each receive one-half vote. <br /> <br />· This amendment would become effective upon app~roval of two-thirds of <br /> the fifteen member jurisdictions. <br /> <br />Financial Impact: <br /> <br />· There would be no financial impact from this change. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br /> <br />
