January 11, 1966 <br /> <br />present: <br /> <br />At a regular meeting of City Council, held on January 11, 1966, there were <br /> <br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, <br />Burrelt R. Johnson, L. L. Knight, A. P. Johnson, Jr., City Manager, <br />and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Barnes. <br /> <br />Minutes of p~evious meeting were read a~d approved. <br /> <br /> 65-554 - The following resolution in connection with hearing on proposed <br />Charter changes was read: <br /> <br /> WHEREAS, Sections 15-1.835 and 15-1.912 of the Code of Virginia, <br />1950, as amended, provide for amendment of city charter upon the holding of a public hearing and request <br />of the City Council to the General Assembly; and <br /> WHEREk~, the City Council is of the opinion that an amendment to <br />the Charter of the City of Portsmouth is necessary and desirable at this time, and has held the public <br />hearing required by law. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginie~ that the C~ty Attorney is hereby directed to Drenare, and to transmit to the General Assembly, <br />together with certified copies of this resolution, drafts ~f bills amending the hereinafter mentioned <br />section o'f the Charter of the City of Portsmouth so that said amended section shall read as follows: <br /> <br /> CHAPTER XII. SECTION 5. [a) An applicant for an entrance examination <br />under civil service must be a citizen of the United States of America and must be able to read and write <br />the English language; provided, however, that any applicant who at the time of making application is <br />not a resident and qualified voter of the City of Portsmouth shall establish his residence in the City of <br />Portsmouth within S0 days following the date of his appointment, and shall become a qualified voter of <br />the City of Portsmouth within fourteen months following the date of him~appointment. <br /> <br /> (b) An applicant for any position of any kind under civil service <br />must be at an age suitable for the oosition apolied for, in ordinary good health, of good moral character <br />mhd termoerance and industrious habi%s; these facts to be ascertained in such manner as the Commission <br />may~deem advisable, <br /> <br />The following people snoke in favor of the proposed changes: <br /> <br />Sergeant Gerald B. Myers, Police Department. <br />Lieut. Richard L. Morgan, Police Denartmen~. <br /> <br />The following spore in opposition to the proposed changes: <br /> <br />H. E. Williams <br />John L, }~itehead <br />Carl B. <br /> <br />Stanley Hall <br />George R. Walker <br /> <br /> Motion of Mr. Knight to oostnone action on the proposed Charter change until <br />the meeting of Council, on January 25th and that a committee be aonointed from the Police and Fire Deoartmmnts, <br />to meet with the City Manager and one citizen, to be appointed by the Mayor, to study the matter and %hat <br />the Council take definite action on the proposed Charter change, at the meeting of Council on Janoary 25th, <br />was adooted, without dissenting vote. <br /> <br />65-518 - Hearing on tax on machinery and tools deferred to Unfinished Business, <br /> <br />65-552 - The following hearing on zoning petitions was held: <br /> <br />Petition Z 65-25 - Application of City Manager for City Council <br /> <br />No one spoke in regard to the application. <br /> <br /> Motion of Mr. Eastes to concur in the recommendation of the Planning <br />Commission and to place the following ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"ZONING ;~%~ENDB'~NT ORDINANCE Z ~65-25" <br /> <br />Petition Z 65-S0 - Application of Dr. W. D. Purser. <br /> <br /> No one spoke in regard to the application. <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the Planning <br />Co~mission; and to place the following ordinance on first reading, was adopted~ without dissenting vote. <br /> <br />"ZONING A~NDMENT ORDINANCE Z 65-50" <br /> <br /> <br />
