Anril 12:1966 <br /> <br />66-86 - "I submit the attached resolution and recommend its adoption. <br /> <br /> This resolution amends the Weaver Project VA R-40, with respect to <br />parcel no~ 18. This is the parcel located at the southwest corner of Effingham and South Streets which <br />has been purchased by an oil company for development of a filling station. <br /> <br /> The Housing Authority has adopted a similar resolution approving <br />this amendment, excluding this parcel from the project." <br /> <br />adopted: <br /> <br />On motion of Mr. Barnes, the following resolution was unanimously <br /> <br /> "WHEREAS, by resolution adopted September 7, 196S, the Council of <br />the City of Portsmouth apProved a Redevelopment Plan for the Weaver Project designated as Project VA R-40. <br /> <br /> WHEREAS, in accordance with SectionF, page 21 of the said Plan, it <br />so provides that said Redevelopment Plan may be amended by the Portsmouth Redevelopment and Housing <br />Authority with the consent of the City Council; and <br /> <br /> I~HEREAS, the Portsmouth Redevelopment and Housing Authority in under- <br />taking the execution of Project No. Va R-40 has found it necessary to make minor changes to said <br />Redevelopment Plan with respect to Parcel No. 18. <br /> <br /> t~HEREAS, the Portsmouth Redevelopment and Housing Authority has <br />approved the changes to the Redevelopment Plan by resolution which Plan dated February, 1966, together <br />with said resolution has been referred to City Council for review and approval and theCity Council <br />has duly considered said Redevelopment Plan; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF T~ CITY OF <br />PORTSMOUTH, VIRGINIA, as follows: <br /> <br /> I. That said Redevelopment Plan, as amended, dated Febraary, 1966, <br />for the Project aforementioned, having been duly reviewed and considered, is hereby approved. <br /> <br /> 2. That the City Clerk be and is hereby directed~to file copy of <br />said Redevelopment Plan with the minutes of this meeting." <br /> <br /> 66-87 - "I submit the attached agreement between the Virginia Electric and <br />Power Company and the City of PortsmoUth, and Mecommend that the proper City Officials be authorized <br />to sign. <br /> This covers an easement for power line construction on the Highland <br />Biltmore Recreation Field. This is a standard contract which we sign with the Virginia Electric and <br />Power Company when it is-necessary that they cross City owned property. This will provide electric <br />service for this playground." <br /> <br /> Motion of Mr. Leafy to concur in'the City Manager's recommendation <br />that the proper City Officials be authorized to sign the contract, was adopted, without dissenting vote. <br /> <br /> Motion of Mr. Barnes to <br />of placing all wiring under ground in future developments <br />vote. <br /> <br />refer to a conference of Council the question <br />in the City, was'adopted, without dissenting <br /> <br />~, 66-88 - "I recommend that I be authorized to employ the Consultant firm of <br /> Mullin ~ Lonergan of Philadelphia, Pennsylvania to do a feasibility study and prepare a survey and <br />'~% planning application with reference to an urban renewal project in connection with the new court and <br /> jail facilities. <br /> The area to be studies will be generally bounded by the Elizabeth River <br /> on the east, the Seaboard Railroad tracks on the south, the rear property line of Court Street property <br /> on the west, and ~ing Street on the north; however, additional investigation will be made with regard <br /> to Plazas 3 and 6 of the Colonel Crawford Common Plan for a rehabilitation project~ <br /> <br /> This study is being requested in order that we may take advantage <br />of ~he City funds that are being expended with regard to the parking lot and the Civic Center improvements. <br />Acquiring urban renewal funds will allow additional improvements in this area. <br /> <br /> The feasibility study will take approximately thirty days for completion; <br />and should we proceed with an urban renewal project, the construction of the jail and court facilities would <br />be delayed until July 1966." <br /> <br /> Motion of Mr. Eastes to concur in the recommendation of the City Manager, <br />was adopted, without dissenting vote. <br /> <br /> 66-89 -"I am in receipt of a report of a report from the City Assessor's Office <br />advising me of an assessment made in error for property listed on Map 14, Parcels 101 and I05 in the <br />name of Charlie C. and Lucy B. Whorton. They were assessed in duplicate for the years 1964 and 196S. <br /> <br /> They are entitled to a refund of $96 covering these two years, and 1 <br />recommend that tkis refund be granted." <br /> <br /> Motion of Mr. Barnes to authorize the refund was adopted, without <br />dissenting vote. <br /> <br /> <br />
