April 12, 1966 <br /> <br />At a regular meeting of the City Council, held on April 12; 1966, there <br /> <br />R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burrell R. Johnson, <br />W. T. Leafy, A. P. Johnson, ~r., City Manager, and M. A. Korb, Jr., City <br />Attorney. <br /> <br />The meeting was opened with prayer by Mr. Smith. <br /> <br />Minutes of the previous meeting were read and approved. <br /> <br />66-81 - The Mayor congratulated Margaret Hope Meilig on her election as <br /> <br />"YLiss Portsmouth" 1966 and presented her a 'Merrimac' pin. <br /> <br /> 66-82 - The Mayor presented a safety award certificate to Col. H. <br />Chief of Police, from the National Police Officers Association of America. <br /> <br /> 66-83 - <br /> <br />Planning Commission to disapprove the <br /> <br />Planning Commission to disapprove the <br /> <br />P. Crowe, <br /> <br />The following hearing on zoning petitions was held: <br /> <br />Petition Z 66-6 - Donald C. Kilgore. <br /> <br />H. N. Johnson, Jr. and C~ E. Ellis spoke against the application. <br /> <br />Motion of Mr. Leafy to concur in the recommendation of the <br />application was adopted, without dissenting vote. <br /> <br />Petition Z 66-7 - Agent Ralph Barnes. <br /> <br />The following spoke for the application: <br /> <br />Mrs. Elizabeth Kneas and Charter Wells. <br /> <br />The following spoke against the application: <br /> <br />Aubrey Diggs, representing First Friends Church <br />John <br />John R. Powell <br /> <br />Motion of Mr. Johnson to concur in the recommendation of the <br />application was adopted without dissenting vote. <br /> <br />Petition Z 66-8 - Norport Industrials, Inc. <br /> <br />No one spoke regarding the application. <br /> <br /> On motion of Mr. Barnes, the recommendation of the Planning <br />Commission was approved and the following ordinance placed on first reading: <br /> <br /> "ZONING A~NDMENT ORDINANCE Z 66-8" <br /> <br />/ The following reports from the City Manager were read: <br /> <br /> 66-84 - "I submit the atSached ordinance and recommend that it be placed <br />on first reading. This appropriates $121,S14 to the General Fund, $2,S33 to the City Garage Fund, <br />$10,970 to the Water Fund, and $2,684 to the Sewage Fund. <br /> <br /> These funds are to be proprated to the varioms departments to <br />cover salary and wage increases granted to employees as of January 1, 1966." <br /> <br /> On motion of Mr. Bastes, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE FUNDS FROM THE GENERAL <br /> -FUND, THE WATER FUND, THE CITY GARAGE FUND AND THE <br /> SELVAGE DISPOSAL FUND FOR THE PAY~.NT OF WAGES AND <br /> SALARIES" <br /> <br /> 66-8S - "I submit the attached ordinance and recommmnd that it be placed <br />on first reading. This appropriates $3,900 for the purchase of property at 200 Pinners Avenue. <br /> <br /> This property is being acquired in connection with the construction <br />of the marine terminal." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br /> "~ ORDINANCE TO APPROPRIATE $2,900.00 FROM THE GENERAL <br /> CAPITPaL I~ROVEMENT FUND FOR THE PURCHASE OF PROPERTY <br /> AT 200 PINNBRS AVENUE" <br /> <br /> <br />
