April 12, 1966 At a regular meeting of the City Council, held on April 12; 1966, there R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burrell R. Johnson, W. T. Leafy, A. P. Johnson, ~r., City Manager, and M. A. Korb, Jr., City Attorney. The meeting was opened with prayer by Mr. Smith. Minutes of the previous meeting were read and approved. 66-81 - The Mayor congratulated Margaret Hope Meilig on her election as "YLiss Portsmouth" 1966 and presented her a 'Merrimac' pin. 66-82 - The Mayor presented a safety award certificate to Col. H. Chief of Police, from the National Police Officers Association of America. 66-83 - Planning Commission to disapprove the Planning Commission to disapprove the P. Crowe, The following hearing on zoning petitions was held: Petition Z 66-6 - Donald C. Kilgore. H. N. Johnson, Jr. and C~ E. Ellis spoke against the application. Motion of Mr. Leafy to concur in the recommendation of the application was adopted, without dissenting vote. Petition Z 66-7 - Agent Ralph Barnes. The following spoke for the application: Mrs. Elizabeth Kneas and Charter Wells. The following spoke against the application: Aubrey Diggs, representing First Friends Church John John R. Powell Motion of Mr. Johnson to concur in the recommendation of the application was adopted without dissenting vote. Petition Z 66-8 - Norport Industrials, Inc. No one spoke regarding the application. On motion of Mr. Barnes, the recommendation of the Planning Commission was approved and the following ordinance placed on first reading: "ZONING A~NDMENT ORDINANCE Z 66-8" / The following reports from the City Manager were read: 66-84 - "I submit the atSached ordinance and recommend that it be placed on first reading. This appropriates $121,S14 to the General Fund, $2,S33 to the City Garage Fund, $10,970 to the Water Fund, and $2,684 to the Sewage Fund. These funds are to be proprated to the varioms departments to cover salary and wage increases granted to employees as of January 1, 1966." On motion of Mr. Bastes, the following ordinance was approved on first reading, without dissenting vote: "AN ORDINANCE TO APPROPRIATE FUNDS FROM THE GENERAL -FUND, THE WATER FUND, THE CITY GARAGE FUND AND THE SELVAGE DISPOSAL FUND FOR THE PAY~.NT OF WAGES AND SALARIES" 66-8S - "I submit the attached ordinance and recommmnd that it be placed on first reading. This appropriates $3,900 for the purchase of property at 200 Pinners Avenue. This property is being acquired in connection with the construction of the marine terminal." On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting vote: "~ ORDINANCE TO APPROPRIATE $2,900.00 FROM THE GENERAL CAPITPaL I~ROVEMENT FUND FOR THE PURCHASE OF PROPERTY AT 200 PINNBRS AVENUE"
