April 26~J966 <br /> <br />was taken up and road: <br /> <br />following vote: <br /> <br />was taken up and road: <br /> <br />following vote: <br /> <br />66-84 - <br /> <br />66-85 - <br /> <br />The following ordinance, approved on first read~ngtat the last meeting, <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS FROM THE GENERAL <br />FUND, THE WATER PUND, THE CITY GARAGE FUND AND THE <br />SEWAGE DISPOSAL FUND FOR THE PAYMENT OF WAGES AND <br />SALARIES" <br /> <br />On motion of Mr. Johnson, the ordinance was adopted, and by the <br /> <br />Ayes: Smith, Bastes, Johnson, Knight, Leafy <br />Nays: None <br /> <br />The following ordinance, approved on first reading at last meeting, <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,900.00 FROM THE GENERAL <br />CAPITAL IN~ROVEMENT FUND FOR THE PURCHASE OF PROPERTY <br />AT 200 PINNBRS A~'ENUE" <br /> <br />On motion of Mr. Eastes, the ordinance was adopted, and by the <br /> <br />Ayes: Smith, Eastes, Johnson, Knight, Leafy <br />Nays: None <br /> <br />-NBW BUSINESS- <br /> <br />66-107 - The following letter from the Portsmouth Coast Guard Museum was <br /> <br />read: <br /> <br /> '!Mr. John MacKenzie a member of the Portsmouth Coast Guard ~quseum, <br />Incorporated Board since its beginning has tendered his resignation from this Board. <br /> We recommend that Mr. MacKenzie's resignation be accepted by <br />the Portsmouth City Council with regret and with appme~ation for the services rendered by Mr. MacKenzie <br />on behalf of the Lightship Museum." <br /> <br /> Motion of Mr. Knight to accept the resxgnation with regrets and <br />that the Council go on record as thanking Mr. MacKenzie for his valuable contribution in this capacity, <br />was adopted, without dissenting vote. <br /> <br />Motion of Mr. Johnson that the vacancy be referred to an early <br /> <br />conference was adopted. <br /> <br />66-108 - The following letter from the Superintendent of Schools was read: <br /> <br /> "I am hereby noiifying you of the expiration of the terms of office <br />of the following members of the School Boar4, their terms expiring July 1, 1966: <br /> <br />First DistTict <br />Second DiStrict <br />Third District <br /> <br />Mr. John E. Adams, Jr. <br />Dr. M. A. Kise <br />Mr. Leslie L. Fry, Jr." <br /> <br />Motion of Mr. Johnson to refer to a conference of Council was <br /> <br />adopted, without dissenting vote. <br /> <br />66-109 - The following letter from the Kiwanis Club was read: <br /> <br /> "On Aoril 6, 1966, the Kiwanis Club unanimously adopted the below <br />quoted resolutions: <br /> 'The Kiwanis Club of Portsmouth reauests and recommends that the <br />City of Portsmouth take early steps leading toward the employment of a trained and qualified horticulturist-- <br />landscape architect, to serve on the staff of the City Manager, and to concern himself with beautifying <br />the city. Implicit in this request and recommendation' is the establishment of a suitable department to <br />accomplish the job." <br /> 'The Kiwanis Club of Portsmouth requests and recommends that the <br />City of Portsmouth ~an~dscape and maintain the small plots of ground in front of and beside the Portsmouth <br />Public Library in a fashion which will enhance and not detrict from the building.'" <br /> <br /> The following letter from ~, F. Magann, President of the Chamber <br />of Commerce, was read: <br /> '~he beautification of Portsmouth is important to the business <br />community. The Chamber of Commerce is extremely interested in improving the present unsatisfactory <br />situation. Both the Public Affairs Committee and the Community Sorvico Committee of the Chamber of <br />Commerce have studied this problem. <br /> There is at the present time no member on the staff of <br />City Manager who is responsible for the beautification of the City of Portsmouth. The planting of <br />trees and shrubbery, the maintenance and beautification of city-owned property including parks hasbeen <br />neglected. It appears that in the past, the city has waited for private organizations such as garden <br /> <br /> <br />
