April 26, 1966 <br /> <br />At a regular meeting of the City Council, held on April 26, <br /> <br />1966, there <br /> <br />R. Irvine Smith, George D. Eastes,~Burrell R. Johnson, L. L. Knight, <br />W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., <br />City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Knight. <br /> <br />Minutes of the previous meeting were read and approved. <br /> <br />The following reports from ~he City Manager were read: <br /> <br />66-100 - "~. John H. Hackney, Chairman of the Youth Corps Committee for <br />the Chamber of Commerce is present and prepared to present the proposed program for the 1966 Youth Corps. <br /> If the City Council is in agreement with this ~rogram, there is <br />submitted with the Agenda an ordinance appropriating $49,200 which can beplaced on first reading tonight, <br />and I would so recommend. <br /> It is in order to hear from Mr. Mackney if the Council so d~sires." <br /> <br /> Motion of Mr. Knight to susoend the rules to hear from Mr. Hackney, <br /> who presented the program for the 1966 Youth Corps. <br />, <br /> 66-101 - "I submit the attached ordinance and recommend that it be placed <br /> on first reading. This appropriates $10,000 from the Capital Improvement Fund for the construction of <br /> a Neighborhood Playground in the Rollingwood-Simonsdale Area. <br /> This is the project as submitted and recommended by the Recreation <br /> Advisory Board at the last meeting of the City Council." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000.00 FROM THE <br />GENERAL CAPITAL IMPROVEMENT FUND FOR THE CONSTRUCTION <br />OF A PLAYGROUND IN THE ROLLINGWOOD-SIb~ONSDALE AREA" <br /> <br /> 66-102 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This amends Section 2-44 of the City Code with reference to the duties of the City <br />Attorney. <br /> This complies with the Charter changes adopted by the 1966 General <br />Assembly, which authorizes the Commonwealth's Attorney's Office to prosecute city criminal cases." <br /> <br /> On motion of Mr. Leafy, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 2-44 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1961, PERTAINING TO THE <br />DUTIES OF THE CITY ATTORNEY" <br /> <br /> 66-105 - <br />on first reading. This amends Section <br /> <br />in order that it will conform with the <br />ordinance." <br /> <br />"I submit the attached ordinance and recommend that it be placed <br />58-5 of the City Code relating to the carrying of concealed weapons. <br />These amendments are minor charges in the language of the ordinance <br />State Code to allow these cases to be prosecuted under the City <br /> <br /> On motion of Mr. Eastes, the following ordinance was'~approved on <br />first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO A~ND SECTION 58-5 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1961, RELATING TO THE <br />CARRYING OF CONCRALED WEAPONS, SO AS TO CONFORM TO <br />CHANGES IN THE STATE LAW" <br /> <br /> 66-104 - 2'I submit the attached ordinance and recommend that it be placed <br />on first reading. This changes the name of Vancouver Street to Snead Fairway. <br /> This will not affect any residents as none are facing this street, <br />and there is no possibility of any'future residential construction on this street. <br /> This has been recommended by the Planning Commission." <br /> <br /> On motion of ~r. Johnson, the following ordinance was approved <br />on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO CHANGE THE NAME OF VANCOUVER STREET <br />TO SNEAD FAIRWAY" <br /> <br /> 66-105 - "I.submit the attached resolution and recommend its adoption. This <br />reaffirms action taken by the City Council in 1961 in adopting the annexation ordinance providing for <br />certain capital improvements within t~ area proposed to be annoxed. <br /> This resolution gives the detailed list of the proposed capital <br />improvements for this area." <br /> On motion of Mr. Leafy, the following ordinance was approved on first reading: "A_N ORDINANCE TO APPROPRIATE <br /> $49,200.00 FROM THE GENERAL FIND FOR T~tE OPERATION OF THE YOUTH CORPS FOR THE <br /> SUeR OF 1966" <br /> <br /> <br />
