property; THENCE, westerly along the southerly side property line of that property now or formerly <br />owned by the City of Portsmouth and identified on the City Tax Maps, Plate 1, as Parcel 16; Block 1, <br />to the point of intersection of said southerly side property line.with the southeasterly side property <br />lire of that property now or formerly owned by the Seaboard Atlantic Lines Railroad, identified as <br />Parcel 17, Block 1, on Plate 1 of the City Tax Maps; THENCE, southwesterly, along the above described <br />southeasterly side property line to the point of intersection of said side property line with the <br />easterly right-of-way line of Crawford Street; THENCE,.southerly along the easterly right-of-way line <br />of Crawford Street to the point of intersection of said right-of-way line with the southerly right-of-way <br />line of Bart Street; THENCE, westerly along the southerly right-of-way line of Bart Street to the point <br />of intersection of said right-of-way line with the westerly right-of-way line of Court Street; THENCE, <br />northerly along the westerly right-of-way line of Court Street to the point of intersection of said <br />right-of-way line with the northerly right-of-way line of London Street, the point of BEGINNING. <br /> <br /> 66-119 -"I submit the attached resolution and recommend its adoption. <br /> Due to technical changes, the Department of Housing and Urban <br />Development is requiring that we adopt this resolution again, authorizing the filing of an application <br />for a grant to acquire open space land. <br /> This relates to the purchase of the Obici property." <br /> <br /> On motion of Mr. Dillon, the following resolution was umanimously <br />adopted: <br /> "WHEREAS, Title VII of the Housing Act of 1961, as amended, provides <br />for the making of grants by the Secretary of the Department of Housing and Urban Development to States <br />and local bodies to assist them in the acquisition and development of permanent interests in land for <br />open-space uses where such assistance is needed for carrying out a unified or officially coordinated <br />program for the provision and developmentcof open-space land as part of the comprehensively planned <br />development of the urban area; and <br /> WHEREAS, the City of Portsmouth, Virginia, desires to acquire <br />and develop fee simple interest to certain land known as Obici Farm which land is to be held and used <br />for permanent open-space land for recreational purposes; and <br /> WHEREAS, Title VII of the Civil Rights Act of 1964, and the <br />regulations of the Department of Housing and Urban Development effectuating that Title, provide, that <br />no person shall be discriminated against because of race, color, or national origin in the use of the <br />land acquired and/or developed; and <br /> ~MEREAS, it is recognized that the contract for Federal grant <br />will impose certain obligations and responsibilities upon the City of Portsmouth, Virginia, and will <br />require among other things (1) assurances that families and individuals displaced as a result of the <br />open-space land project will be relocated into decent, safe, and sanitary housing, (2) compliance with <br />Federal labor standards, and [$) compliance with Federal requirements relating to equal employment <br /> <br />opportunity; and <br /> <br />will be $$00,000.00: <br /> <br />PORTSMOUTH, VIRGINIA, AS FOLLOWS: <br /> <br />~MERBAS, it is estimated that the cost of acquiring said interest <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF TH~ CITY OF <br /> <br />1. That an application be made to the Department of Housing <br /> <br />mud Urban Development for a grant in an amount authorized by Title VII of the Housing Act of 1961, <br />as amended, which amount is presently estimated to be $1S0,000.00, and that the City of Portsmouth, <br />Virginia, will pay the balance of the cost from other funds available to it. <br /> 2. That the City Manager is hereby authorized and directed to <br />execute and to file such application with the Department of Housing and Urban Development, t6 provide <br />additional information and to furnish such documents~ as may be required by said Agency, to execute <br />such contracts as are required by said Agency, and to act as the authorized correspondent of the <br />City of Portsmouth, Virginia. <br /> 3. That the proposed acquisition and development is in <br />accordance with plans for the allocation of land for open-space uses, and that, should said grant be <br />made, the City of Portsmouth, Virginia, will acquire, develop, and retain said land for the use <br />designated in said application and approved by the Department of Housing and Urban Development. <br /> 4. That the United States,of America and the Department of <br />Housing and Urban Development be, and they are hereby, assured of full compliance by the City of <br />Portsmouth, Virginia with regulations of the Department of Housing and Urban Development effectuating <br />Title VI of the Civil Rights Act of 1964." <br /> <br /> 66-120 - "Bids were received on Monday, May 9, for the sale of three <br />City owned lots numbered 207, 208, § 209 on Portland Street. Two bids were received as follows: <br /> Virginia Electric and Power Company Si,S00 <br /> Jordan B. Turner $ 355 <br /> Virginia Electric and Power Company being the high bidder, I <br />reco~end that the property be sold to them for the above stated amount. <br /> This property has been declared surplus and approved for sale <br />by the Planning Commission." <br /> Motion of Mr. Knight to award the bid to the Virginia Electric <br />and Power Company, the highest bidder, was adopted, without dissenting vote. <br /> <br /> 66-121 - "I submit the attached resolution and recommend its~adoption. <br />This appoints viewers for a report concerning the closing of a portion of Loudoun Avenue.
