June 9. 1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 9, 1998, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. <br />Thomas Benn III, City Manager Ronald W. Massie, City Attorney G. Timothy <br />Oksman. <br /> <br /> Councilman Benn opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to approve the <br />minutes of a Called Meeting on May 26, 1998, and a Regular Meeting on <br />May 26, 1998, and was adopted by unanimous vote. <br /> <br />98-135 Presentations: <br /> <br />· Special presentation to Members of the Portsmouth General Assembly <br /> Delegation. <br />· Key to the City presented to Adell Healy "Miss Portsmouth Seawall." <br />· Proclamation presented to Sheri Bailey for "Juneteenth." <br />· Proclamation presented to Bess Kropf for "Flag Day." <br /> <br />- PUBLIC HEARING - <br /> <br />98-136 Public hearing on a code amendment and a rezoning application: <br /> <br />(a) CA-98-01 CITYWIDE - The City of Portsmouth requests amendment of <br /> sections of the Zoning Ordinance to create two new zoning <br /> districts, Residential Single-Family RS-300 and RS-400, for <br /> single-family development on large lots. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that CA-98-01 be approved <br />on first reading, and was adopted by a unanimous vote. <br /> <br />(b) Z-98-03 GREEN ACRES NEIGHBORHOOD - The City of Portsmouth <br /> requests a Comprehensive rezoning of portions of the Green <br /> Acres Neighborhood from Residential Single-Family RS-150 to <br /> Residential Single-Family RS-300 or RS-400. <br /> <br />1. Roger Mason, 4408 Faigle Road, spoke in support of the rezoning. <br />2. Michael Cross, 4120 Faber Road, spoke in support of the rezoning. <br />3. Warren W. Channel, 4000 Manchester Road, spoke in support of the <br /> rezoning. <br />4. Rob Meredith, 4305 Duke Drive, spoke in support of the rezoning. <br />5. Raleigh G. Harsley, 2124 Peach Street, spoke in support of the rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with <br />the recommendation of the Planning Commission that Z-98-03 be approved <br />on first reading, and was adopted by a unanim~ous vote. <br /> <br />Unfinished Business?- <br /> <br />98-114 Rezoning application: <br /> <br />(b) Z-98-02 BRIGHTON/PRENTIS PARK NEIGHBORHOOD - The Portsmouth <br /> Redevelopment and Housing Authority has requested a <br /> rezoning from Neighborhood Commercial C-1 and Residential <br /> Single-Family RS-75 to Light Manufacturing M-1-R. The property <br /> is located at 1729 Columbus Avenue and along Nashville <br /> Avenue. <br /> <br /> <br />
