<br />to call a grand jury nvestlgatlon of our police lock-up and city jail, and according to his statement
<br />that the Mayor or City Council has the right to call for an investigation such as requested, I would
<br />like permission to appear before you at the next council meeting, May 24, 1966 to present my proposal
<br />for an investigation of the police lock-up and cityjail, Also, to present several constructive suggestions
<br />that I believe will help you in solving the many problems that exist."
