35: <br /> <br />September 13. 1966 <br /> <br />At a regular meeting of the City Council, held on September 13, 1966, there were present: <br /> <br />R. Irvine Smith, George D. Hastes, Burrell R. Johnson, Isaac M.'.King, L. L, Knight, <br />W. T. Leary, A. P. Johnson, Jr., City Manager, and ~!. A. Korb, Jr,, C~%y Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br /> Minutes of regular meeting of August 25, 1966 and called meeting of September t, 1966 <br />were read*:and approved. <br /> <br /> 66-148 - The Chair announced the death of J. Newton Maxey, a member of the Portsmouth <br />Redevelopment and Housing Authority. <br /> <br /> bfotion of Mr. Knight that the City Attorney prepare an appropriate resolution <br />recognizing the faithful and valuable service rendered by our late friend, J. Newton Maxey, was <br />adopted, without dissenting vote. <br /> <br />66-14.9 - Motion of Mr. Knight to suspend the rules to hear from Mr. Frank Kirby, was adopted. <br /> <br />for the City. <br /> <br />Mr, Kirby spoke regarding the Portsmouth Area Beautification Council and its plans <br /> <br /> Motion of Mr. Hastes to thank Mr. Kirby for this presentation and that his <br />suggestions be referred to a conference of Council for further consideration, was adopted, without <br />dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 66-150 - "I submit the attached deed and recommend that the proper City Officials be <br />authorized to sign. This deed conveys Water Department property to the State Highway Department <br />for a necessary right-of-way over Lake Cahoon in Nansemond County. <br /> <br /> The City Council has previously authorized the signing of an option to convey <br />t~is property to the State Highway Department." <br /> <br /> Motion of Mr. Johnson that the City Manager be authorized to sign the option, was <br />adopted, without dissenting vote. <br /> <br /> 66-151 - "I submit the attached option and recommend zhat the proper City Officials be <br />authorized to sign. <br /> <br /> This option conveys Water Department property to the State Highway Department. <br />This is necessary for the widening of State Highway 658 in Nansemond County. <br /> <br /> Other property owners along this highway are donating the right-of-way, and <br />it has been requested that the City donate the necessary land for this highway, which requires <br />less than one quarter of an acre of Water Department property. This would not affect the operation <br />of the Water Department. <br /> <br />I recommend that the option be signed donating the land." <br /> <br /> Motion of Mr. Hastes that the proper city officials be authorized to sign the option, <br />was adopted, without dissenting vote. <br /> <br /> 66-152 - "I submit the attached resolution and recommend its adoption, This requests <br />the State Highway Department to construct an interchange at Greenwood Drive and Interstate 264. <br /> <br /> Detailed studies have been made by our Traffic Engineer, and it is felt that <br />we can justify to the State Highway Department the need for this interchange, <br /> <br /> It is necessary to adopt this resolution in order that the State Highway <br />Department can formally consider this request." <br /> <br />On motion of Mr. Leary, the following resolution was adopted, without dissenting vote: <br /> <br /> WHEREAS, the State Mighway Department is in the process of constructing Interstate Route <br />264 from Bowers Hill to downtown Portsmouth and has in fact, completed construction of that portion <br />from Bowers Hill to Des Moines Avenue in the City of Portsmouth; and <br /> <br /> WHEREAS, the traffic at the intersection of Route 58 with Route 537 at Alexander's Corner <br />is highly con~ested so as to constitute a safety hazard to the motoring public; and <br /> <br /> ~-IEREAS, the anticipated commercial and residential development west of Alexander's <br />Corner will aggravate the traffic problem at that intersection; and <br /> <br /> WHEREAS, the construction of an interchange with Interstate Route 264 where it crosses <br />Greenwood Drive in the City of Portsmouth would help alliviate the traffic problem at Alexander's <br />Corner by attracting approximately 6,500 vehicles daily according to a traffic survey conducted by <br />the Traffic Engineer of the City of Portsmouth; and <br /> <br /> <br />
