Q~_~ober 11. 1966

Motion of Mr. Knight to refer to the City Manager for investigation and recommendation
was adopted, without dissenting vote.
66-238 - The following letter from J. Brewer Moore, Director of Planning, was read:
"At its regular monthly meeting on October 4, 1966, the City Planning Corm~ission
resolved to recommend the closure of existing Cherokee Road between City Park Avenue and
Stanley Road.
This action should coincide with the opening of the widened and realigned
Cherokee Road.
The Planning Commission found no reason why our City Attorney shuuld not
proceed with ~his street closure now that Cherokee Road reconstruction is underway."
Motion of Mr. Eastes to refer to the City Attorney was adopted, without dissenting vote.
66-259 - The following letter from J. Brewer Moore, Director of Planning, was read:
"At its regular monthly meeting on October 4, 1966, the City Planning
Co~m~ission resolved to recoranend approval of the following rezoning petition:
Z-66-15 Petition of Irvin H. Cohen, Co-owner, to rezone property described
as follows: All ~kat property bounded by King Street on the north, Apple Street on the east,
County Street on the south, and Phoebus Street on the west; from Residential R-60 to Co~ercial

The Planning Commission also resolved to prepare in this connection a
study of land use, zoning, and blight in the so~called High Street Non-Residential Corridor
tending from Effingham Street to Airline Boulevard between County Street and ~he London-Glasgow
Highway.

A suggestion to this effect for such a survey had been received from the
Chamber of Commerce after its Urban Renewal Committee studied the ~gh Street Non-Residential
Corridor concept as e~foodied in our "Neighborhood Analysis" Report of August 1966.
The Planning Commission views this High Street Non. Residential Corridor
ms a potentially vital economic sinew of our metropolitan core in its performance of functions
related to bulk commerce, warehousing and wholesaling."

Motion of Mr. Johnson to refer to the City Clerk for advertising for public hearing
on November 8, 1966, was adopted, without dissenting vote.
66-240 - The following letter from Solomon J. Carey, President, United Civic League,
was read:

"After the council meeting of 1~ September, I mentioned to you that I
~ould appreciate anything you can do to have two streets opened onto Victory Boulevard in
Stuart Ward Srd Precinct.

The first one is Ballard Street in Hattonsville. This street runs
parallel to the SAL Railroad and comes to a dead end a little better than a block from
Victory Boulevard. To have this street opened would be an asset to the residents of Hattonsville
for seveza! reasons. (t) They would be able to get out without the hazard imposed by the
heavy traffic on New Suffolk Highway S8. (2) The persons who must use buses for transportation
would be able to catch a bus with more regular schedule on Victory and (S) Most important,
the small children who must walk from Hattonsville to schools in Cavalier Manor would not
be forced to walk along Turnpike Road with its heavy traffic and thus be removed from this
twice daily peril.

The other street was Dorset Avenue between Rapidan and Victory Boulevard.
Since Interstate 264 was constructed motorists have no way of getting into Cavalier~Manor
from Victory Blvd. without going all the way to Freedom Avenue. Prio= %o this they were
able to use Cavalier Blvd. As can be readily seen those who live north of Cavalier Blvd.
must double the distance traveled on Victory Blvd. each time they go home.

The other problem, the streets, is still with ~s and with Mr. Bergeron
having promised in 196S to get to them as soon as the weather broke and not having done so

to date makes
for us."

for a condition of undue

We appreciate your

hard feelings which ought not exist.

expeditious handlingsand,~i~estigation of these matters

~ptipn of Mr. Johnson to refer to the City Manager for investigation, handling, and
report back to the Council, was adopted, without dissenting vote.
66-241 - Report on audit of the Municipal Court, by tJ~e Auditor of Public Accounts,
fo~ the fiscal year ended June 30th, 1966, was presented, and on motion of Mr. Leary, received
as ~nformation.
