~i: ~966 <br /> <br /> At a regular meeting of the City Council, held on October 11, 1966, there were present: <br /> <br /> R. Irvine Smith, George D. Hastes, Burrell R. Johnson, Isaac W. King, Lo L. Knight, <br /> W. T. Leafy, A. P. Johnson, Jr., City Manager. <br /> <br /> The meeting w~s opened with prayer by Rabbi Glassman of Gomley Chesed Synagogue. <br /> 66-229 - The Mayor presented an award to Police Officer Richard Morgan. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 66-230 - "Mr. J. Brewer Moore, Plannimg DiMeetor of the City of Portsmouth, is present <br />tonight to present a progress report on the City's pronosed application for a Demonstration City <br />Project. ' <br /> <br /> The necessary background and detailed information is being compiled under <br />Mr. Moore's directions in order that we can be in a poAition to make an application f6r a <br />Demonstration City Project at such time as this program is approved by Congress. <br /> <br /> I also. reocmmend that I be authorized to employcth0 firm of ~4ullin and Lonergan <br />as consultants on this project, a~ such time as we can be assured that the nrogram will be approved <br />by Congress. ~ <br /> <br /> I~ i§ also in order to hear f~em ~. Moore at this time." <br /> <br /> On motion: of Mr. Eastes, rules were suspended to hear Mr, Moore, who spoke in regard <br />to the National City Demonstration Project. <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager to employ <br />the firm of Mullin and Lonergan as consultants on this project, was adopted, Without dissenting <br />vote. ~ <br /> <br /> 66-251 - "I suh~it the attached ordinance and recommend that it be placed on first <br />reading. This appropriate~ $5,000 for the purchase ofproperty at 206 Pinners Avenue. <br /> <br /> This property is being acquired in conjunction with the development of the marine <br />terminal at Pinnersl Point," <br /> <br /> On motion!of Mr. Knight, the' ~6it6wing ordinance was approved on first reading, <br />without dissenting vote: <br /> <br /> "~N ORDINANCE TO APPROPRIATE $S,000.00 FROM T[~ GENERAL CAPITAL t~ROVEMENT FUND FOR <br /> THE PuRCHAsE OF PROPHR~f AT 206 PINNERS AVENUE 1N P!NNERS POINT" <br /> <br /> 66-252 - ~'I, s~mit the attached Ordinance and recommend thhtit be placed on first <br />reading. This appropriates $52,S00 for the completion o~ the Coast Guard Lightship Museum and <br />the development of a parking lot between the Lightship and the Naval ghipyard ~seum. <br /> <br /> i$57,190 is for the completion of the Lightship and $15,510 is for the development <br />of the parking lot. <br /> <br /> The funds for the Lightship will cover the cost of the air conditioning, <br />overhauling the heating system, electrical wiring and other minor repairs and equipment necessary <br />for the opening of this museum. ' <br /> <br /> iThe $15,310 for the parking lot will provide a blacktop lot with curbs and <br />114 metered p~rkingispaces. <br /> <br /> iNo provision is being made for an OperatingBudget at this time, as it is <br />not anticipated tha~ t~is Lightship Museum will be opened until the spring of 1967,"' <br /> <br /> On motion lof Mr. Eastes, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />reading. <br /> <br />"AN ORDINANCE TO APPROPRIATE $52,500.00 FROM THE GENERAL CAPITAL I~V~PROVEMENT FUND <br />FOR THE PaRTS~©UTN COAST GUARD ~SEUM" <br /> <br />66-255 - "I submit the attached ordinance and recommend that it be placed 6~ first <br /> <br /> This prohibits the repairing of automobiles on City §treets when it is <br />not of an emergency nature." <br /> <br /> Onmotion Of Mr. King, the following ordinance was apprOved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDIN~2qCETO AMEND THE CODE OF THE CITY OF PORTSMOLrfH, VIRGINIA, 1961, BY ADDING THERETO <br />A NEW SECTION NIBtBERED 18-12.1, PROHIBITING THE REPAIR OF MOTOR VEHICLES ON HIGHWAYS <br />AND SIDEWALKS EXCEPT IN EMERGENCIES" <br /> <br /> 66-234 - ,,I submit the at~ached ordinance and recommend that it be placed on first reading. <br />This closes a portion of Glasgow Street between Water Street and the Elizabeth River. <br /> <br /> <br />
