October ~5~ 1966 <br /> <br /> On motion of Mr. Barnes, the rules were suspended to hear~Davi~ R. ~_~rD who spoke, <br />requesting that action on this matter be deferred until the regular meeting on November 22. <br /> <br />On motion of Mrs. Knight, the Council concurred in the request of Mr. Levin. <br /> <br /> 66-248 - "At the last meeting of the City Council, a letter from the United <br />Civic League requesting the extension of Ballard Avenue into Victory Boulevard and the <br />extension of Dorset Avenue from¢,i'cto~g Boulevard to R~pidan Street was referred to me, <br />I am reporting on these requests, along with a previous letter from the Civic League <br />pertaining to the paving of streets in the third precinct of Stuart Ward. <br /> <br /> These matters were referred to the Public Works Department ~nd the <br />Traffic Department, and both have recommended that these extensions not be approved <br />with ~hich I concur for the following reasons: <br /> <br /> I. The extension of Ballard Avenue to Victory Boulevard just south <br />of the Seaboard Air Line Railroad grade crossing which, in turn, is just south of the <br />intersection of Victory and Airline Boulevards. This is already a congested and dangerous <br />area, and the proposed intersection would make conditions' much worse. The railroad lies <br />at the top of a steep grade and would obscure the view of the intersection from d~ivers <br />approaching from Airline Boulevard. <br /> <br /> In order to qualify for State maintenance funds, we would have to <br />acquire a 5C-foot right-of-way and construct a S0-foot paved roadway. This would necessitate <br />purchasing a 15-foot right-of-way from the National Cylinder Gas Company and the Gerry <br />Realty Corporation, and others, an~ negotiating for a 55-foot right-of-way or easement from <br />the Seaboard Air Line Railroad. The estimated total cost would be $40,000. <br /> <br /> 2. The extension of Dorset Avenue from Victory Boulevard to Rapidan <br />Street would add another intersection to Victory Boulevard, which is already contributing <br />more than its share of accidents because of cross streets. The extra distance and <br />travel time involved are very minor when compared to the hazards this new intersection <br />would create. An orderly traffic flow has been established, as mo~ of the traffic in <br />this area enters by Freedom Avenue and exits on Cavalier Boulevard. Dorset Avenue is <br />not a dedicated street between Rapidan and Victory Boulevard, and the right-of-ways for <br />the two existing segments at Rapidan and at Victory are not in the same alignment. <br /> <br /> 5. The question of surfacing the streets in this area was reviewed by the <br />Directoryof Public Works and this office. We find that a majority of the streets were <br />surfaced with liquid asphalt and stone and are in fairly geod condition. To blacktop all the <br />streets as requested in Mr. Carey's letter would cost approximately $55,000, amd'the streets <br />are not in a condition that they require an asphaltic plant mix surface. There are four <br />streets which we are planning to surface at this time as follows: <br /> <br />Roosevelt Avenue, Stratford to Bunche <br />Bunche Boulevard, Taft to Gust Lane <br />Beechdale Road, Bunche to Stratford <br />Freedom Avenue~ ~ictory to Rapidan" <br /> <br />On motion of 5ir. Barnes, receiYe21 as infermation, without dissenting vote. <br /> <br /> 66-249 - "At the last meeting of the City Council, a letter from the Rollingwood <br />Civic League requesting traffic lights~ stop signs~ fire hydrants, etc. was referred to me <br />for a report. These matters were referred to the Water and Traffic Departments for reports, <br />and the following information was received: <br /> <br /> The Water Department advised me that two-inch mains still exist in this <br />area, which are in our current schedule for replacement with six-inch mains. There is <br />approximately 4~100 feet of six-inch main to be installed. A portiqn of this work will <br />be completed in our current program, with a~ditional fire hydrants installed as the lines <br />are enlarged. <br /> <br /> The Traffic Department advised me that yield signs were installed on <br />Seneca Trail at Chippewa Trail and on Chippewa Trail at Mohawk D~ive. It was the opinion of <br />the Traffic Department that yield signs were better suited for these streets than stop signs. <br /> <br /> Studies were made during the morning peak hours (7 A. M. to 9 A. M.) with <br />regard to a traffic signal at Chowan Drive and Airline Boulevard. It was found that people <br />have to wait only a short time to ~et ~nto Airline Boulevard from Chowan Drive. In actuality, <br />they would have to wait longer if a traffic signal were at this location. There have been <br />two accidents at this intersection involving cars on Chowan Drive, and neither of these <br />could have been prevented by a traffic signal. Studies indicated that aatraffic signal <br />at Airline Boulevard ~nd Chowan Drive would cause more problems than it would solve. These <br />would be the back-up on Airline Boulevard, rear-end collisions, unnecessayy delay on <br />Chowan Drive, plus reduced efficiency of the intersection. The proposed interchange at <br />Greenwood~i~ and Interstate 264 will remove much of the thru traffic from Airline <br />Boulevard and lessen the problems at the intersection of Airline Boulevard and Chowan Drive. <br /> <br /> ~an advised that practically all of the street lights have been installed <br />in this area, with the exception of one or two which have been found necessary since the <br />installation of the new lights. <br /> <br /> //~ere is no proposal for curbs and gutters in our current program, but this <br />matter will be given consideration for inclusion in our future curb and gutter programs." <br /> <br /> <br />
