October 25, 1966 <br /> <br /> At a regular meeting;'~df the City Council, held on October 25, 1966, there were <br />present: <br /> <br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burretl R. Johnson, <br />L. L. Km~ght, W. T. Leafy, A. P. Johnson, Jr., C%ty Manager, and M. A. <br />City Attorney. <br /> <br />Isaac W. King, <br />Korb, Jr., <br /> <br />~e meeting was opened with prayer by Rev. Charles Vache, Pastor, Trinity Episcopal <br /> <br />Church. <br /> <br />Minutes of the regular meeting held on October 11, 1966 were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 66-244 - "I submit the attached ordinance and recommend that it be olaced on first <br />reading. This amends sections of the parking meter ordinance to regulate tim~ allowed at <br />the meters and to reduc~ the fine for prompt payment of the overtime tickets. <br /> <br /> This will permit pa~king only for the limit of time allowed on the meter, <br />and is being initiated in an attempt to eliminate the feeding of the meters for single <br />automobiles on an all-day basis. For example, if a meter allows two-hour parking, a person <br />could only park for two hours; and if a meter allows four-hour parking, a person would be <br />permitted to p~rk for four hours. <br /> <br /> This also reduces the $1 fine for overtime parking to 25~, provided the <br />ticket is paid within one hour after the issuance. If the ticket is not oaid within one <br />hour, the fine remains $1. <br /> <br /> It will still be necessary for these tickets to be paid at Police Headquarters, <br />as the State law prohibits the City from establishing any other location such as the City <br />Treasurer's Office for that purpose. <br /> <br /> There are other minor amendments to bring the ordinance up to date, but <br />they do not create any changes in the operation of the pMrking system." <br /> <br /> On motion of Mr, Johnson, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"EN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH. VIRGINIA, 1961, BY ~ENDING <br />SECTIONS 18-148, 18-ISS, 18-171 kND I7-172 THEREOF, AND BY ADDING THERETO TWO NEW <br />SECTIONS NUMBERED 18-151.1B/~D 18-I69.~, ALL RELATING TO PARKING AND PARKING METERS" <br /> <br /> 66-245 - "I submit the attached ordinance and recommend that it be placed on/first <br />reading. This amends Sbction 19-48 of the Cifiy Code pertaining to petit larceny. <br /> <br /> This is a technical change to comply with the State Code wherein the value <br />has been increased from $50 to $100." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />~'AN ORDINANCE TO AMEND SECTION 19-48 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, RELATING TO P~TIT LARCENY" <br /> <br /> 66-246 - "I submit the attached ordinance and recommend ~hht it be placed on first <br />reading. This appropriates $4,000 for the employment of an additional Game Warden. <br /> <br /> This appropriation will include the salary, a truck, and necessary <br />supplies for this positiom~6r the balance of the 1966-67 fiscal year. <br /> <br /> We find that it is impossible to operate this department with just two <br />Game Wardens and furnish the services necessary to meet the demands." <br /> <br /> On motion,~of Mr. Eastes, the~ozlRhwinglordi~mmo~ was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,000.00 FROM THE GENERAL FUND FOR Tt~ SALARY OF <br />AN ADDITIONAL G;~%~E WARDEN AND FOR THHPURCHASB OF NECESSARY EQUIPMENT FOR SAID <br />ADDITIONAL GAME WARDEN." <br /> <br /> 66-247 - "I recommend that the use permit granted on June 9, 1959, to American <br />Iron and Metal Companylbe revoked. <br /> <br /> This applies to the junkyard operation adjacent to Harbor Drive on Belt <br />Line Railroad property. <br /> <br /> Their permit was issued with the stipulation that they would not store <br />inflammable materials, but it has been reported to this office that they have been storing <br />inflammable materials." <br /> <br /> <br />
