November 8, 1966 <br /> <br /> At a regular-meeting of the City Council, held on November $, 1966, there were <br />present: <br /> <br />R. IrVine Smith, Jack P. Barnes, Ge~mge D. Eastes, Burrell R. Johnson, Isaac W. King, <br />L. L. ~ight, W. T. Leery, M. A. Kerb, Jr., City Attorney. <br /> <br /> The meeting was opened with prayer by Rev. Harvey N. Johnson, pastor, Ebenezer <br />Baptist Church. <br /> <br />Minutes of regular meeting held on October 25, 1966 were read and approved. <br /> <br />66-251 - The following public hearing on zoning petitions was held: <br /> <br />Zoning Petition Z 66-13 -Irvin fl. Cohen, Co-owner. <br /> <br />No one spoke in regard to the application. <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the ~lanning Commission <br />and to approve the following ordinance on first reading, was adopted, without dissenting <br />vote: <br /> <br />"ZONING A~i~NDMENT ORDINANCE Z 66-13" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 66-252 - "I submit the attacheddordinance and recommend that it be placed on <br />first reading. <br /> <br /> This appropriates $10,000 from the Capital Improvement Fund for the <br />purchase of property at 121 Southern Avenue and 215 Hill Avenue in Pinners Point. <br /> <br />This is being acquired in conjunction with the development of the <br /> <br />Marine Terminal." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE ~0 APPROPRIATE $10,000.00 FROM THE G~NERAL CAPITAL IMPROVEMENT FUND <br />FOR THE P~.~HASE OF PROPERTY AT 121 SOUTHERN AVENUE AND 213 HILL A~NUE IN PINNERS <br />POINT" <br /> <br /> 66-253 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. <br /> <br /> This authorizes the City Manager to pay a reward up to $25 to p~rsons <br />giving imf~rmation leading to the conviction of anyone damaging or defacing city property. <br /> <br /> This ordinance is being requested with the hope that we can eliminate some <br />of the vandalism which is occurring on City o~med property. <br /> <br />This prohibits any city employee from being eligible to receive this <br /> <br />reward." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved On first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING <br />THERETO A NEW SECTION NUMBERED 2-..43.1 AUTHORIZING THE CITY Ff/%NAGER TO PAY A REWARD <br />UP TO $25.00 TO PERSONS GIVING INFOP~ATION LEADING TO THE CONVICTION OF ANY ONE <br />D~Ja'~GING OR DEFACING CITY PROPERTY" <br /> <br />66-254 - "I submit the attached resolution and recommend its adopt&dm. <br /> <br /> This requests the Virginia Department of Highways to include an analysis of <br />the downtown Elizabeth:P~ver Tunnel in their study of the Berkley Bridge traffic. <br /> <br /> As Interstate 264 in Norfolk, Interstate 464 in Chesapeake and Interstate ~64 <br />in Portsmouth are converging on the Berkley Bridge, a study has been requested Of the traffic <br />flow on this bridge. It is felt by the te&nnicians in the City of Portsmouth that the tunnel <br />should ,also be included in this study as to the necessity of an additional tube in this location. <br /> <br /> It b~s been suggested ~y theVirginia Department of Highways that <br />this request be placed ~ the form of a resolution fromthe Portsmouth City Council." <br /> <br /> ~a m~$ion ~f'Mr. i~s ~h¢cfelle~ng re~ol.utic~as adopted; witheut~dissenting ~¥ot6; <br /> <br /> '%~REAS, Interstate 264 in Portsmouth~ Interstate 264 in Norfolk and Interstate 464 <br />in Norfolk are being constructed or will be constructed in the near future, and <br /> <br /> ~CHEREAS,~the State Highway Department is presently engaged in a study of the redesign <br />of the interchange of Interstate Routes 264 and 464 with the Berkley Bridge in Norfolk with the <br />view toward the construction of an additional span over the eastern branch of the Elizabeth River <br />at Berkley, and <br /> <br /> <br />
