<br />At a regular meeting of the City Council, held on November 22, 1966, there were presmmt:
<br />
<br />R. Irvine Smith, Jack P. Barnes, Burrell R. Johnson, Isaac W. King, W. T. Leafy,
<br />A. P. Johnson, Jr., City Manager, and M, A. Korb, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Rev, Robert. H. Eason, pastor, Park View Fiethodist
<br />
<br />Church.
<br />
<br />Minutes of meeting held on November 8, 1966 were read and approved.
<br />
<br />66-265 - On motion of Mr. Barnes, rules were suspended to hear Attorney Jefferson D. Brown.
<br />
<br /> Mr. Brown requested that Zoning Petition Z 66-9 be placed on the agenda for the
<br />regular meeting on December 15, 1966.
<br />
<br /> Motion of Mr. Barnes that Zoning Petition Z 66-9 be placed on the agenda
<br />as requested, and that communications be made to the Planning Commission for additional information
<br />needdd, was adopted, without dissenting vote.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 66-264 - "Mr. John H. Hackney, Jr., Chairman of the Chamber of Commerce Committee for
<br />the Youth Col%0S is present tonight to present a report on the activities of the 1966 Youth Corps
<br />Program.
<br />
<br />It is in order for the Council to hear Mr. Hackney at this time."
<br />
<br /> The City Manager stated that it was impossible for Mr. Hackney to attend the meeting
<br />tonight and the report would be presented at a later date.
<br />
<br /> 66-265 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This adopts a new plumbing code for the City of Portsmouth.
<br />
<br /> This amends and recodifies all of the ordinances for Portsmouth regarding
<br />sewers, sewage disposal, water and plumbing.
<br />
<br /> This will update these codes and make them generally comparable to those
<br />used by the surrounding political subdivisions."
<br />
<br /> On motion of Mr. Johmson, the following ordinance was approved on first reading,
<br />without dissenting vote:

<br />OF PORTSMOUTH RELATING TO SEWERS, SEI~GE DISPOSAL, WATER AND PLUMBING; TO THAT END TO
<br />REPEAL CHAPTER 29 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, WHICH
<br />CHAPTER INCLUDES ARTICLES 1 TO S, BOTH INCLUSIVE, AND SECTIONS 29-1 to 29-13S,
<br />BOTH INCLUSIVE, OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, AND WIIICH
<br />CI~tPTER RELATES TO SEWERS, SEWAGE DISPOSAL, WATER AND PLU~IN~; TO A~IEND THE CODE OF
<br />THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO IN LIEU OF THE FOREGOING
<br />~HAPTER, ARTICLES AND SECTIONS OF THE CODE REPEALED BY THIS ORDINANCE A NEW CHAPTER
<br />N~dBERED 29.1, t~tCH TITLE INCLUDES NEW ARTICLES 1 TO 16, BOTH INCLUSIVE, AND NEW
<br />SECTIONS NUMBERED 29.1-1 TO 29.1-217, BOTH INCLUSIVE, REL~FING TO SEWERS, SEWAGE
<br />DISPOSAL AND PLtB~ING; AND TO,PRESCRIBE %CHEN SUCH REVISION AND RECODIFICATION SHALL
<br />BECO~ EFFECTIVE"
<br />
<br /> 66-266 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This adopts the Southern Standard Building Code as the Code for the City of Portsmouth.
<br />
<br /> It also amends the fee schedule to comply with a schedule approved by the
<br />Committee on Area-Wide Cooperation."
<br />
<br /> On motion of Mr. Barnes, the following ordinanze was approved on first reading, without
<br />dissenting vote:
<br />
<br />"~ ORDINANCE ADOPTING A NEW BUILDING CODE FOR THE CITY OF PORTSMOUTH, WHICH PRESCRIBES
<br />PENALTIES FOR VIOLATION OF ITS PROVISIONS, AND REPEALING, WITH CERTAIN LIMITATIONS ~ND
<br />EXCEPTIONS, ALL ORDINANCES kND PARTS OF ORDINkNCBS OF A GENERAL NATURE IN CONFLICT WITH
<br />THE PROVISIONS THEREOF"
<br />
<br /> 66-267 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. 5ahi~iadopts the 1965 edition of the National Electrical Code as the Code for the City
<br />of Portsmouth.
<br />
<br /> This also provides for the licensing of persons doing limited electrical work,
<br />such as sign contractors installing electrical signs, plumbers installing heating apparatus, etc.
<br />
<br /> This also increases the electrical bond to $5,000 to bring this in line
<br />with the bond required under the Plumbing and Building Codes."
