The entire premises That are now being occupied by American Iron & Metal will <br />be screened in, so as to eliminate the entry on the premises by anyone not legally entitled <br />to be thereon. There will be a gate for the entrance at the foot of Lee Avenue which gate <br />will be at all times locked except when m~terials a~ecbrought in. ' <br /> D. There will be an attendant there at all times who will have'a key in his possession <br />to the gate. This will eliminate any criticism that may ~e ~aised by anyone as to children and other <br />parties being on the premises and not having a right to be on same. <br /> E. I might add that A~erican Iron ~ Metal Company carries and have always carried public <br />liability insurance which is a protection for all concerned and this policy of insurance is <br />maintained with Employees Liability Insurance Company of ~'tassau. <br /> P. No inflammable or conbustionable materials will be stored, placed or caused to be <br />stored or placed thereon. <br /> G. American Iron ~ Metal Company will keep the premises in a clean, attractive, and proper <br />manner and in order at any and all times. <br /> As to the above matters, I will proceed to commence with the improvements hereinabove <br />set out without delay. If there are any additional matters that you or the City Council <br />feel should be done to enhance the beauty and safety of the premises at issue, ! will be happy <br />to cooperate in any manner whatsoever." <br /> <br /> Motion of Mr. Knight to concur in the City Manager's recommendation,,was adopted, without <br />dissenting vote. <br /> <br /> 66-512 - "Bids were received for the construction of the jail and court facilities on <br />Thursday, December 15, 1966, as follows: <br /> <br />Doyle and Russel of Norfolk <br />Basic of New~ort News <br />Algernon-Blair of Montgomery, Alabama <br />Daniel of Virginia, Richmond, Va. <br /> <br />$5,786,557 <br />$5,859,000 <br />$S,891,000 <br />$5,950,000 <br /> <br /> AS part of their agreement with the City, the architect~ were required <br />to submit a cost estimate for this construction ~efore it was advertised for bids. The bid <br />of Doyle and Russel is some $58,000 less than the architects' estimate made in September of <br />1966. <br /> While the cost is substantially higher than when these buildings were <br />originAlly, planned in 1965, it is felt that no reduction can be made unless some of the <br />buildings are eliminated. <br /> Since the City is allowed thirty days to award the contract, I recommend that <br />a conference be held with the architect to review this p~oposed construction and that action be <br />taken by the City Council at its meeting on January 10, 1B67." <br /> <br /> Motion of Mr. Eastes to concur in the recommendation of the City Manager, to hold a <br />conference with the architect, was adopted~ without dissenting vote. <br /> <br /> 66-515 - "In order that the new Marine Terminal at Pinners Point can handle containerized <br />cargo~ it will be necessary to make certain modifications to the pier facilities. <br /> This requires moving the transit shed to the west, installing an additional <br />rail to accommodate a container type crane, extending the wharf approximately 200 feet <br />eastward, and revising the railroad track layout. To accomnlish this would necessitate the <br />expenditure of approximately $650,000. <br /> In addition, it will be necessary to purchase a Paceco type crane for the <br />handling of containerized cargo~ costing approximately $600,000; therefore, this conversion <br />will necessitate an expenditure of $1,250,000. It is necessary that we advise the engineers and <br />the Virginia State Ports Authority of our intention to proceed with this conversion. <br /> I, therefore, recommend that I be authorized to forward the attached letter <br />to the firm of Parsong, Brinckerhoff, Quade ~ Douglas, subject to the approval of the <br />Virginia State Ports Authority." <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager, was adopted, <br />without dissenting vote. <br /> <br />-UNFINISHED BUSINESS- <br /> <br /> 66-279 - The following ordinance, approved on first reading at last meeting, was taken up <br />and read: <br /> <br />"AN ORDINANCE I~IPOSING ;eND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />~%ND MACHINERY /~qD TOOLS WITHIN TME LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR <br />PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF THE GOVEP~N~NT ~ND THE PUBLIC FREE SCHOOLS <br />AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC DHBT FOR THE YEAR BEGINNING <br />JFaMUARY 1, 1967" <br /> <br />On motion of Mr. Eastes, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Smith, Barnes, Hastes, Johnson, King, Knight, Leafy <br />Nays: None <br /> <br /> <br />
