B. The pile of material that can be viewed from the highway will be decreased in size
as that it will not be above the fence and in that way, any unsightly condition that is
caused by tall piles of material will be eliminated, and work on this phase of the matter,
will also proceed without delay.
C. The entire premises That are now being occupied by American Iron & Metal will
D. There will be an attendant there at all times who will have'a key in his possession
66-512 - "Bids were received for the construction of the jail and court facilities on
Thursday, December 15, 1966, as follows:

Doyle and Russel of Norfolk
Basic of New~ort News
Algernon-Blair of Montgomery, Alabama
Daniel of Virginia, Richmond, Va.

$5,786,557
$5,859,000
$S,891,000
$5,950,000

AS part of their agreement with the City, the architect~ were required
to submit a cost estimate for this construction ~efore it was advertised for bids. The bid
of Doyle and Russel is some $58,000 less than the architects' estimate made in September of
1966.
While the cost is substantially higher than when these buildings were
originAlly, planned in 1965, it is felt that no reduction can be made unless some of the
buildings are eliminated.
Since the City is allowed thirty days to award the contract, I recommend that
a conference be held with the architect to review this p~oposed construction and that action be
taken by the City Council at its meeting on January 10, 1B67."

Motion of Mr. Eastes to concur in the recommendation of the City Manager, to hold a
conference with the architect, was adopted~ without dissenting vote.

66-515 - "In order that the new Marine Terminal at Pinners Point can handle containerized
cargo~ it will be necessary to make certain modifications to the pier facilities.
This requires moving the transit shed to the west, installing an additional
rail to accommodate a container type crane, extending the wharf approximately 200 feet
eastward, and revising the railroad track layout. To accomnlish this would necessitate the
expenditure of approximately $650,000.
In addition, it will be necessary to purchase a Paceco type crane for the
handling of containerized cargo~ costing approximately $600,000; therefore, this conversion
will necessitate an expenditure of $1,250,000. It is necessary that we advise the engineers and
the Virginia State Ports Authority of our intention to proceed with this conversion.
I, therefore, recommend that I be authorized to forward the attached letter
to the firm of Parsong, Brinckerhoff, Quade ~ Douglas, subject to the approval of the
Virginia State Ports Authority."

Motion of Mr. Knight to concur in the recommendation of the City Manager, was adopted,
