<br />67-37 - The following communication from the Director of Planning was read:

<br /> "At its regular monthly meeting of February 7, 1967, the City Planning Commission unanimously
<br />resolved to recommend approval of a group housing project for Mr. Leon Horowitz of Falls Church,,Virginia,
<br />as submitted by the architectural firm of Dudley, Morris,otto and Cedarquist of NOrfolk.
<br /> Specifically the Planning Commission recommends approval of Sheet 2 of a map document titled
<br />"Site Plan Total Development, Pmoposed Apartment Grouping, Deep Creek Boulevard, Portsmouth, Virginia,"
<br />on condition that said applicant put to record a plat creating-Bird Lane and providing for a 15-foot
<br />widening and improvement of Deep Creek Boulevard where it abuts this proposed project.
<br /> The Planning Commission was informed by the applicants that more det~ited plans for the play-
<br />ground azeas shovm on ther~ppm~ved site plan will be submitted after FHA reviews an approval on the
<br />matter of a 221D~3 mortgage application."

<br /> MOtion of Mr. Knight that this letter be plag~d on the agenda for the regular meeting of February 28, 1967,
<br />was-adopted, without dissenting vote.

<br /> 67,38 - The following communication from the Director of Planning was read:
<br /> "At its regular monthly meeting on Pebmuary 7, 1967, the City PtRnning Commission unanimously
<br />resolved to recommend rezoning of the following property in keeping with an application from
<br />Attorney Gordon Marsh:
<br /> Beginning 120' west from the southwest ~er of the intersection of Re,man Avenue and King Street;
<br />thence south 217' along a side lot line and zoning district boundary to the north right-of-way line of
<br />County Street; thence west 60' along said line toaa property line; thence north 217' along said line
<br />to the south right-of-way line ~f King Street; thence eas~ 60' along said line to the point of origin;
<br />from Residential R-TS to Residential R-60-A.
<br />This recommendation is based upon a thorough study of the situation prevailing at the
<br />intersection of Rodman Avenue and King Street and will contribute in time to proper commercial development."
<br />

<br /> 67-59 - The following communication from George C. L. Jensen, President, Tidewater Association for
<br />Retarded Children, was read:
<br /> "The Tidewater Association for Retarded Children respectfully requests your eermission to
<br />appear before the Portsmouth City Council February 14, 1967, for the purpose of seekin~ the Council's
<br />endorsement and support of a regional residential facility for the treatment, aare, and training of
<br />mentally retarded persons. The facility would be constructed and operated by the State Department of
<br />Mental Hygiene and Hospitals, and located within Tidewater or the surrounding areas designated as
<br />Region I by the State Mental Retardation Planning Council.
<br /> Will you kindly let us know if this meets with your convenience and the hour and time allotted
<br />to those appearing."

<br /> Mr. IIugh Adams introduced Dr. Hancock, who presented the following:
<br /> "Thank you for your letter giving us permission to appear before the Council on the evening of
<br />February 14, at 7:30 p.m.
<br /> As stated in our original request, we shall be seeking endorsement and support of a regional
<br />residential facility for the treatment, care, and training of approximately 500 mentally retarded
<br />persons. This request is an outgrowth of the Report of the Virginia Mental Retardation Planning Council,
<br />which ~as s~omitted to the Governor during the early part of 1966. The findings were taken from a
<br />statewide survey of facilities and study of the needs of the mentally retarded throughout the State.
<br />Region I, which includes Tidewater, has been given h~§h priority, based upon need, for a residential
<br />center. The facility would be constructed and operated by the State Department of Mental Hygiene and
<br />Hospitals. However, it is a requirement of the State ~hat suitable and appropriate land ~be made
<br />available at no cost to the State by the area to be served. Such a facility would require approximately
<br />100 acres of land and would be subject to approval by the State Department of Mental Hygiene and
<br />Hospitals.
<br /> The Tidewater association for Retarded ChiI~rem'i~' requesting that the governing bodies of
<br />the cities and counties within Region I (Cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, ~nd
<br />Virginia Beach; Counties of~Accomack, Isle of Wight, Nansemond, Northampton, and Southampton) appropriate
<br />funds for the purchase of land for this center. The total cost of the land will be ~rorated and based
<br />upon population of the cities and countzes assigned to Region I.
<br /> May I also urge you and the Council members to make any such sites available within your o~m
<br />area as you deem appropriate.
<br /> On the following page is a table showing the prorated percentage of the total cost which would
<br />
<br />be borne by each of the cities or counties of the Region, These figures are from the State Mental
<br />Retardation Planning Council.
