This request is an outgrowth of the Report of the Virginia Mental Retardation Planning Council,
which ~as s~omitted to the Governor during the early part of 1966. The findings were taken from a
statewide survey of facilities and study of the needs of the mentally retarded throughout the State.
Region I, which includes Tidewater, has been given h~§h priority, based upon need, for a residential
center. The facility would be constructed and operated by the State Department of Mental Hygiene and
Hospitals. However, it is a requirement of the State ~hat suitable and appropriate land ~be made
available at no cost to the State by the area to be served. Such a facility would require approximately
100 acres of land and would be subject to approval by the State Department of Mental Hygiene and
Hospitals.
The Tidewater association for Retarded ChiI~rem'i~' requesting that the governing bodies of
the cities and counties within Region I (Cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, ~nd
Virginia Beach; Counties of~Accomack, Isle of Wight, Nansemond, Northampton, and Southampton) appropriate
funds for the purchase of land for this center. The total cost of the land will be ~rorated and based
upon population of the cities and countzes assigned to Region I.
May I also urge you and the Council members to make any such sites available within your o~m
area as you deem appropriate.
On the following page is a table showing the prorated percentage of the total cost which would

be borne by each of the cities or counties of the Region, These figures are from the State Mental
Retardation Planning Council.
Area Estimated # H.R.
