4O3 <br /> <br />February 14, 1967 <br /> <br />' 67-27 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />appropriates $35,910 for the purchase of property in Pinners Peint. It is to be used in conjunction with <br />the development of the Marine Terminal. The above amount is for the purchase of the following property: <br /> <br />234 Seaboard Avenue <br />136 Seaboard Avenue <br />219 Hill Avenue <br />221 Hill Avenue <br />203 Hill Avenue" <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN ORDINf~NCE TO APPROPRIATE $35,910.00 FROM THE G~N~ILRL CAPITAL iMPROVEMENT FUND FOR TIIE PURCHASE <br />OF PROPERTY, AT 136 and 234 SEABOARD AVENUE A~ND 203, 219, and 221 HILL AVENUE IN P~NNERS POINT." <br /> <br /> 67-28 - "I submit the attached ordinance and recommend thht it be ~Iaced on first reading. This amends <br />the City Code by adding a new Section 4-38.1 establishing ~xit requirements- for residential buildings. <br />It requires at least two exits for all residential buildings two s~or~es and over. <br /> It is necessary that this be adopted in order that we can meet requirements of the <br />Federal Government under our t~orkable Program Recertification. <br /> <br /> On motion of Mr. King, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN,~ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THEP~ETO A NEW <br />SECTION NUMBERED 4-38.1, ESTABLISHING EXIT REQUIREMENTS FOR RESIDENTIAL BUILDINGS." <br /> <br /> 67-29 - "I submit ~ewith the proposal of Cresap, McCormick & Paget, Management Consultants, to <br />do an organizational and management study for the operation of the new marine terminal. <br /> This study would develoo a blueprint for the most effective and efficient method of <br />operating the terminal. <br /> I reconmend that I be authorized to employ the above firm for an amount no to exceed $7,000." <br /> <br /> Motion of Mr. Leafy to concur in the recommendation of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 67-30 - "Due to future requirements, the School Board has requested additional land around the <br />Riddick Weaver School. To accomplish this, it will be necessary that the I~eaver Urban Renewal Project <br />be amended. I recommend that the Portsmo~kh Redevelopment and Housing Authority be requested to <br />~roceed to prepare an amenr~ent to the ~eaver Project as follows: <br /> <br /> 1. Designate <br />for church burmeses. <br /> 2~ ~liminate <br /> 3. Eliminate <br />of South Street. <br /> <br />an area at the southeast corner 6~ South and Chestnut Streets 210 ft. X 185 ft. <br /> <br />the property at the southeastern end of Chestnut Street for church purposes. <br />the ten residential lots on the east side of Chestnut Street and the south side <br /> <br /> 4. Designate all the land in the above amendments for school purposes, other than that <br />designated for church use. <br /> 5. Reduce the length of Chestnut Street south of South Street to the entrmnce to the Riddick <br />Weaver School." <br /> <br /> The Chair presented the following: <br /> "The enclosed article appeared in the Ledger-Star on %uesday, February 7, 1967. Since the Citizens <br />Advisory Committee did not see fit to appraise you of the conditions at Harry Hunt Junior High School, <br />I would like to. <br /> First, in my opinion, the school does not need painting as much as demolis21ing and starting over. <br />Anyone who has seen the new All Mapp Junior High School in Craddock and thenllooked at Harry Hunt Junior <br />High cannot keep from bein:g sick at the comparison. <br /> Second, not only are the Harry Hunt building in very poor'repair, they are also very crowded. <br />My son has to eat lunch at 10:30 in the morning because the cafeteria is so Small~ while some <br />children do not finish lunch until 1:30 in the afternoon. For hung~ growing children, the lunch <br />hours are not conducive to best learning proeesses. However, the lunch hours are relatively unimportant, <br />they merely point out the overcrowded condition. The s~hooI buildings are dismal~ depressing places <br />to go for short PTA meetings and other school programs. Their effect daily must he even more intense. <br /> My congratulations to Mr. Galliford~ principal, for the gallant effort h~ is making, in view <br />of the odds aiainst him--including the Citizens Advisory Committee, to overcome the physical and social <br />problems he faces at the school. <br /> For referenca purposes: At present ~Je have only one child attending Harry Hunt Junior High; <br />however, the three younger children are almost certainly doomed to the s~me fate unless action is <br />begun now. We are military; have lived in Portsmouth almost three years; plan to retire here soon; <br />are homeo'~mers; and take an active part in our church ,and the civic life of the city. ~ recommendations: Paint~ now, rebuild as soon as possible." <br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, and by the <br />following vote: <br /> <br /> KnmCht, Leafy <br />Ayes: Barnes, Eastes, Johnson, King, ~ '~ <br />Nays: Smith <br /> <br /> <br />
