<br />L. L. Knight, W, T. Leafy, A. P. Johnson]~Jr., City Manager, M. A. Korb, Jr., City
<br />Attorney and R~.D. Ottavio, City Auditor.

<br />The meeting was opened with prayer by Father

<br />67-1% - The following hearing on zoning petitions:
<br />
<br />Petition Z-67-3 - Norris Construction Company.
<br />
<br /> Charles Porter of 3505 Deep Creek Blvd. spoke.
<br /> Clarence O. Garrett, 3513 Deep Creek Blvd.
<br /> Request of Donald C. Kil~ore, Attorney, that action on this petition be postponed until the
<br />meeting of Council on February 28, 19~7, was.presented.
<br />
<br />Motion of Mr. t~ight to defer.action as requested, was adopted, without dissenting vote'.

<br />Petition Z-67-4 Taylor Brothers - CarI.E~ Bowers
<br />
<br />Louis H. Kegler, 2022 Colorado Ave. spoke.
<br />
<br /> Motion of Mr. Bastes to defer action on this petition until the February 28 meeting, as requested
<br />by Mr. Bowers, was adopted~ without dissenting vote.
<br />
<br />The City Manager presented the following reports:
<br />
<br /> 67-24- "Mr. H~rr~ R. Simpson, General Chairman of the Naval Shipyard ,Bicentennial Committee, is here
<br />tonight to inform the City Council on the activities ~lanned for the celebration.
<br /> It is ~n order to hear from him."
<br />
<br /> On motion of Mr. Bastes, the privilege of the floor was granted Mr, Simpson, who spoke relative to
<br />the plans for the Bicentennial.
<br />
<br /> Motion of Mr. Knight that the Council go on record pledging to do everything nossible to cooperate
<br />in the plans for the Bicentennial, was adopted, without dissenting vote.
<br />
<br /> 67-25 - "I submit the attached ordinance mhd recommend that it be placed on first reading. This authorizJs
<br />the issuance of $8,500,0Q0 of General Obligation Bonds. They will be issued to finance projects that have
<br />been completed or are now under construction as follows:
<br />
<br />M~rine Terminal $4,490,000
<br />Public Buildings 2,612,000
<br />Schools 43~,400
<br />Highways ~70,000
<br />Urban Renewal 299,100
<br />Sewers 215,500
<br />Recreation 45~000
<br />Miscellaneous 13~,000
<br />
<br /> It is planned that bids be received for these bonds on April 17, 1967, and that
<br />the bonds be dated May 1~ 1967.
<br /> The above issue has been approved by the Bond Commission."
<br />LETTER FROM MR. KORB:
<br />
<br /> "There are certain technical difficulties in connection with the proposed ordinance
<br />authorizing the sale of $8,500,000 in General Gbligation Bonds. On the advice of the City's
<br />bond counsel, I am requesting the council t~ke no action o~ the ordinance submitted to it at this
<br />time. I am moving promptly to correct these technicalities. Under the circumstances it will be
<br />necessary for the council to hold a special meeting sometime next week in order to maintain the
<br />time table established for the sale of these bonds. After the ordinance has been approved
<br />by our bond counsel, I will so advise the Mayor in order that he may call a special meeting of the
<br />council to take action on the ordinance."
<br />
<br /> Motion of Mr. Bastes to defer action as requested by the City Attorney was adopted, without
<br />dissenting vote.
<br />
<br /> 67-26 - "I submit the attached ordinance and reco~end that it be nlaced on first reading.
<br />This appropriates $4,000 from the Law Library Fund.
<br /> It is to be used to rebind volumes in the library, purchase conies of the Supreme
<br />Court Reports and Virginia Citations, and fo~ the~pmrhhase of equipment and ~ffice supplies."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without
<br />dissenting vote:
