409 <br /> <br />February 28, 1967 <br /> <br />At the regular meeting of the City Council, held on February 28, 1967, there were present: <br /> <br />R. Irvine Smith, Jack P. Barnes, George D. Bastes, Burrell R. Johnson, Isaac lq. King, <br />W. T. Leery, A. P. Johnson, Jr., City blanager~ ~{. A. Kerb, Jr., City Attorney and <br />R. D. Ottavio, City Auditor. <br /> <br />The meeting was onened with prayer by Rev. Henry L, Foster, pastor, Cradock Baptist Church. <br /> <br />67-46 - The following hearing on zoning petitions was held: <br /> <br />Z 67-3 - Petition of Norris Construction Company <br /> <br /> Mr. Kilgore spole for the application and presented the following petition: <br /> "Reference to the rezoning request for property located on the South side of <br />Elliott Avenue between Deep Creek Boulevard and the east and Beacon Road on the west, designated a <br />Z-67-3, with request for C-1 rezoning, be advised that the %mdersigned as residents of the area <br />~ffected~e~peetfullyfurge the approval of said zoning petition. We believe that said proposed <br />zoning'uSe best suits the subject land, and we further believe that it will have no detrimental <br />influence on adjoining properties." <br /> <br />The following spoke against: <br /> Charles Porter 3505 Deep Creek Boulevard <br /> F. H. Abernathy 101 Baldwin Street <br /> L. G. Jones 3529 Deed Creek Boulevard <br /> <br /> On motion of Mr. Johnson, referred back to the Planning Commission, for further consideration, with <br />the new evidence,/and for a report §ack as quickly as possible. <br /> given by Mr. Kilgore <br /> Z 67-4 - Petition of Taylor Brothers Builders by Carl E. Bowers. <br /> <br /> Carl Bowers spoke for the application and presented the following petitions: <br /> "We, the undersigned, being owners and inhabitants of private, residential property <br />in the vicinity of the property known as Parcel 17, Block F. Plate numbered 327 of the City of Portsmouth, <br />Va. at Airline Blvd. and Caroline Avenue in said city, hereby make known, by signing this petition, <br />that we are in favo~ of the rezoning of this Parcel to allow the construction of an office building <br />thereon." (Signed) Estella H. Gibson and others. <br /> <br /> "We, the undersigned, being o~mers or operators of various businesses in the vicinity of <br />the property known as Parcel lY, Block F, Plate 327 of the City of Portsmouth, Va. at Airline Blvd. <br />and Caroline Ave. ~n said city, hereby make known, by signing this petition, that we are in favor of the <br />rezoning of this Parcel to allow the construction of an office building thereon." (SigDed) Hoffler. <br /> <br />Mr. Bowers requested that the zoning c}issification be changed from Commercial C-2 to R-60-A. <br /> <br />Joseph A. Facenda, Jr., 2006 Airline Blvd., spoke for the petition. <br /> <br /> L. H. Keller, 2022 Colorado Avenue, and Archie L. Cahoon, 4010 Caroline Avenue spoke in opposition <br />and presented the following petition: <br /> "We, the undersigned, property owners, respectfully petition your honorable body to <br />vote Agains? the rezoning of property from Residential R-75 on the southwest corner of Airline Boulevard <br />and Caroline Avenue."' <br /> <br /> Motion of 5.!r. Hastes to concur in the recommendation of the Planning Commission to disapprove the <br />applicat ion was adopted, without dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 67-4~ - "I submit the attachedbordinance and recommend that it be placed on first rea~ing. <br /> This changes the voting place for Precinct #22, Wilson, from the Grove Park Fire Station <br />to the Boy Scout Cabin belonging to the West End Methodist Church. <br /> This change has been requested by the Electoral Board and has been properly advertised." <br /> <br /> On motion of~r *~ . Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br /> "~N ORDINanCE TO ~4END SECTION 37.1-60 OF THE CODE OF THE CITY OF PORTS~,IOUTH, VIRGINIA, 1.961, TO CHANGE <br />THE VOTING PLACE FOR PRECINCT NO. 22(WILSON) TO THE BOY SCOUT CABIN AT 3607 WINCHESTER DRIVE" <br /> <br /> 67-48 - "I submit the attached ordinance and recommend that it be olaced on first reading. This <br />closes Hanover Avenue between King Street and Beaten Creek. <br /> This closing has been approved by the Planning Co~mission and a copy of the report of the <br />viewers is attached hereto. <br /> <br />On motion of Mr. King, the followigg ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF HAJ~IOVER AVENUE" <br /> <br /> 67-49 - "I submit the attached~.o~dinance and recommend that it be placed on first reading. <br /> This amends the fees charged for the opening of graves from $40 to $50 for adults' <br />graves and from S20 to $25 for children's graves. <br /> This increase is necessary due to the increased cost of labor for doing this work." <br /> <br /> <br />
