67-77 - The following letter from Mrs. Jemn Backus, 924 Elmhurst Lane, was read:
"Once again t~e ugly subject has raised its head, in our area. i.e. A service
station at Elmhurst Lane and Portsmouth Blvd. This subject has been coming un event year or
two and I suppose it will until they accomolish their mission and have service stations on all
throe available corners. However, it is my earnest hope the council will go along with the
Planning Co~mission and reject this orooosal.
It is ~rther my hone ~hat the neonlo in this area (in particular) can be given some
relief, as to future Service station plans. I am thinking in regards to Use Permits, and on
this ! am not very., informed.
At the City Planning meeting the Attorney stated "I wanted to keep this land as
residential or C-! and eventually have mine, made commercial." I know he was just doing his
job~ and that is part of it, but I assure you our family bought this land of curs in early 1940,
we have lived ~n it since. The owner of the uarcel of land in question bought if ~or speculation,
knowing that the residents in this area bitterly opposed it being used for business.
Approximately 100 peoF!e met at St. 4mdrews last ~onday night, no one at that meeting
knew it had been zoned even C-1. What can we do to get it returned to residential? Since Portsmouth
Boulevard is collated, it is beautiful, no one would object to living Mona it. The o~mers seem
to want to settle for nothing but a service station.
At the City Planning meeting, the Attorney wanted to know-what the public objected to
about service stations. 1. The cut-throat way oil companies go about putting one on each available
corner. They know and I have hoard their representatives say, "If we nut one there, no one else will".
Well, this is finn for them and for their Income Tax Returns, but it is terrible For people who
have lived in this area all our lives and hope to rebuild there. 2. 5~8~at is a service station?
Is it a garage, used car lot, junk yard, er what? (Bless the councilman that asked this question).
3. Why put one on every, corner? There xs no nossible way, all three or four could survive, (one might).
I was told by one of the o%merspof this property, that I would be a fool to build in
this area. That churches thought they had to be seen to be attended. That they wanted to be on the
main highways. May I rem&nd these owners, tho CHURCH AND ! were there first.
When tho Colonial Sto~e was built, tO everyones dislike. ~%e mmer that sold tho
property, was provided a retaining wall, it is slitl there, the water From the Colonial Store lot
comas across the street and almost ruined ours, Pruitts and Bro~mS yards. I personally went to the
Colo~al Store's Engineer and they put a drainage ditch across their lot, which afforded some relief.
i have been to!d~ this same iandowmer~ has an option from an Oil Company, the o~er of
the let across the street also has been contracted, I have been told.
The o~a~er of the property in the Colonial Store ares, (Mr? Randall) has not bothered
to even clean off his property since the Colonial Sto~e was but!t, ! ~oess he is waiting for an
0il Company to do it for him. Take a look, it is ~m eyesore.
It seems that if the President can te~l Companies, that they cannot erect unsightly signs
along highways, etc. TRis same council could tell Oil Companies they cannot erect service stations
along Federal highways, er highways built by Federal funds. I'm going way out ~or a solution, but we
are getting desperate. If this could be zoned C-1 without anyone knowing it, what could prevent it
from becoming C-27 I shall ask Porter Mardy.
My hope and prayers are "that you will keep the progressive attitude in ~ind, you have
been using for so long." You have done wonders for our city, please don't stop now.
Since Interstate 264 has been put into use, I have not shopped at Midcity once. Its too
nice a trip to come to totem to miss. I~ we keep getting convenience type stores, (which wa neither
need or want) we will never ~et the business started back to the do~mtm.m area.
Once again~ please don~t stop your progress now, and most o{ all please don~t think for one
minute a Service Station or ~ny other t]Goe of business, is either needed or wanted in our area. b~st of
all not at EL~RJRST LBJdD kYD PORTSMOUTH BLVD.
t hope to be at your meeting. If I can find when it will be."
