Amril 11. 1967 At a regular meeting of the City Council, held on April 11, 1967, there were present: R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R. Johnson, Isaac W. King, L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, M. A. Korb, Jr., City Attorney, and R. D. Ottavio, City Auditor. The meeting was opened with prayer by Rev. C. H. Jordan, President, Portsmouth Ministerial Union. 67-88 - The following hearing on zoning changes was held: Petition Z-67-6 - Albert J. Carr. No one spoke in regard to the application. On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting vote: "ZONING AMENDMF~MT ORDINANCE Z 67-6" Petition Z-67-8 - George R. Stillman, Jr. by Bonnie Sutton. ~rs. Sutton spoke for the application. On motion of Mr. Barnes, referred back tb the Planning Commission, to give Mrs. Sutton an opportunity to present information. Petition Z-67-10 - Donald A. Garrett, Charles H. Vaughan, Melvin L. Anderson by Attorney Donald C. Kilgore. Mr. Kilgore spoke for the application. Mrs. Jean Backus'and Mr. Guy Gaskill spoke against. Motion of Mr. Knight to concur in the recommendation of the Planning Commission to disapprove, was adopted, without dissenting vote. Use permit 67-1 - Petition of Attorney Robert F. Babb. J. S. Livesay, Attorney, spoke for the petition. The following spoke in opposition: Guy Gaskill, 514 Deal Drive Mrs. Jean Backus Mrs. E. T. Button, Cedar Point Garden Club Mrs. Frank Schokes Mrs. George A. Pruitt J. G. Saunders Motion of Mr. Johnson to concur in the recommendation of the Planning Commission to deny the application, was adopted, without dissenting vote. Petition Z-67-11 - City of Portsmouth in cooperation with the Portsmouth Redevelopment and Housing Authority. No one spoke regarding the application. Motion of Mr. Knight to concur in the recommendation of the Planning Commission and to place the following ordinance on first reading, was adopted, without dissenting vote: "ZONING AMENDmeNT ORDINANCE Z 67-1]" The following reports from the City Manager were read: 67-89 - "I sub,it the attached ordinance and recommend that it be placed on first reading. This amends Section 34-9 of the City Code pertaining to taxicab fares. This changes the ordinance from t0e for each 1/~ mile to I0~ for each 1/4 mile. The net effect increases the fare 10¢ for each mile. This will standardize our rates with the other cities in the Tidewater Area." On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote: "AN ORDINANCE TO AMEND SECTION 54~9 OF THE CODH OF THE CITY OF PORTSMOIIFH, VIRGINIA, 1961, TO PROVIDE THAT TAXICABS SMALL CI~ARGH TEN CENTS FOR EACH ONH FOURTH MILE OR FRACTION THEREOF IN ADDITION TO THE FIRST ONE-MALF MILE" 67-90 - "I submit the attached ordinance and recommend that it be placed on first reading. This appropriates $400 for the purchase of Lot No. 208 on Carolina Avenue. This was delinquent tax property in Pinners Point acquired at a tax sale. It is to be used in the development of the Marine Terminal." On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting vote: "AN ORDINANCE TO APPROPRIATE $400.00 FROM THE GENER;~L CAPITAL IMPROVEMENT F~D FOR THE PURCHASE OF LOT 208 CAROLINA AVENUE IN PINNERS POINT"
