Amril 11. 1967 <br /> <br />At a regular meeting of the City Council, held on April 11, 1967, there were present: <br /> <br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R. Johnson, Isaac W. King, <br />L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, M. A. Korb, Jr., City Attorney, <br />and R. D. Ottavio, City Auditor. <br /> <br />The meeting was opened with prayer by Rev. C. H. Jordan, President, Portsmouth Ministerial Union. <br /> <br />67-88 - The following hearing on zoning changes was held: <br /> <br />Petition Z-67-6 - Albert J. Carr. <br />No one spoke in regard to the application. <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"ZONING AMENDMF~MT ORDINANCE Z 67-6" <br /> <br />Petition Z-67-8 - George R. Stillman, Jr. by Bonnie Sutton. <br /> <br />~rs. Sutton spoke for the application. <br /> <br /> On motion of Mr. Barnes, referred back tb the Planning Commission, to give Mrs. Sutton an <br />opportunity to present information. <br /> <br /> Petition Z-67-10 - Donald A. Garrett, Charles H. Vaughan, Melvin L. Anderson by Attorney Donald C. <br />Kilgore. <br /> Mr. Kilgore spoke for the application. <br /> Mrs. Jean Backus'and Mr. Guy Gaskill spoke against. <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the Planning Commission to disapprove, was <br />adopted, without dissenting vote. <br /> <br />Use permit 67-1 - Petition of Attorney Robert F. Babb. <br />J. S. Livesay, Attorney, spoke for the petition. <br />The following spoke in opposition: <br /> Guy Gaskill, 514 Deal Drive <br /> Mrs. Jean Backus <br /> Mrs. E. T. Button, Cedar Point Garden Club <br /> Mrs. Frank Schokes <br /> Mrs. George A. Pruitt <br /> J. G. Saunders <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the Planning Commission to deny the <br />application, was adopted, without dissenting vote. <br /> <br /> Petition Z-67-11 - City of Portsmouth in cooperation with the Portsmouth Redevelopment and Housing <br />Authority. <br /> <br />No one spoke regarding the application. <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the Planning Commission and to place <br />the following ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"ZONING AMENDmeNT ORDINANCE Z 67-1]" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 67-89 - "I sub,it the attached ordinance and recommend that it be placed on first reading. This <br />amends Section 34-9 of the City Code pertaining to taxicab fares. <br /> This changes the ordinance from t0e for each 1/~ mile to I0~ for each 1/4 mile. The net <br />effect increases the fare 10¢ for each mile. <br /> This will standardize our rates with the other cities in the Tidewater Area." <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote: <br />"AN ORDINANCE TO AMEND SECTION 54~9 OF THE CODH OF THE CITY OF PORTSMOIIFH, VIRGINIA, 1961, TO PROVIDE <br />THAT TAXICABS SMALL CI~ARGH TEN CENTS FOR EACH ONH FOURTH MILE OR FRACTION THEREOF IN ADDITION TO <br />THE FIRST ONE-MALF MILE" <br /> <br /> 67-90 - "I submit the attached ordinance and recommend that it be placed on first reading. This <br />appropriates $400 for the purchase of Lot No. 208 on Carolina Avenue. <br /> This was delinquent tax property in Pinners Point acquired at a tax sale. It is to be <br />used in the development of the Marine Terminal." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $400.00 FROM THE GENER;~L CAPITAL IMPROVEMENT F~D FOR THE PURCHASE <br />OF LOT 208 CAROLINA AVENUE IN PINNERS POINT" <br /> <br /> <br />
