~prit 25, 1967 <br /> <br />At a regular meeting of the City Council, held on ~nril 25, 1967, there were present: <br /> <br /> R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrelt R. Johnson, <br /> Isaac W. King, L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, <br /> M. A, Korb, Jr., City Attorney, and R. D, Ottavio, City Auditor. <br /> <br />The meeting was opened with prayer by Rev. T. Joseph Shumate, pastor of First Lutheran Church. <br /> <br /> 67-75 - The following hearing om~an ordinance relating to specific uses of the premises in <br />various zoning districts, was held. <br /> <br />No one spoke in regard to the application. <br /> <br /> On motion of Mr. Barnes, the recommendation of the Planning Commission was approved, and the <br />following ordinance was approved on first reading, without dissenting vote: <br /> <br /> "~N ORDIN;JqCE TO REVISE, REARRANGE AND ~MEND THE GENERAL ORDINANCES OF THE CITY OF <br /> PORTSMOUTH, RELATING TO THE SPECIFIC USES OF TN~ PREMISES IN TF~ VARIOUS ZONING <br /> DISTRICTS OF THE CITY OF PORTS~4OUTH AND TO THAT END TO ;A~ND THE ZONING ORDINANCE <br /> OF THE CITY OF PORTSMOUTH, 1961, BY AMENDING SECTION 4-3 THEREOF AND BY ADDING <br /> THERETO NEW SECTIONS NUMBERED 4-4, 4-S, 4-6, 4-7, 4-8, 4-9, 4-10, 4~11, 4-12 and 4-13" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 67-110 - "I submit the attached'ordinance and recommend that it be placed on first reading. This <br />appropriates $21,840 for the purchase of property in Pinners Point as follows: <br /> 217 Hilt ;.venue <br /> 207 Hill Avenue <br /> 254 Carolina Avenue <br /> 218 Pinners Avenue <br /> This property will be used in connection with the development of the marine terminal." <br /> <br /> Mo~on of Mr. King to place the following ordinance on first reading was adopted, without <br />dissenting vote: <br /> "AN ORDINANCE TO APPROPRIATE $21,840.00 FROM THE GENERAL CAPITAL <br /> IMPROVEMENT FUND FOR THE PURCHASE OF PROPERTY AT ~18 PIMNERS AVENUE, 254 <br /> CAROLINA AVENUE ~ND 207 ~D 217 HILL AVENUE IN PINNERS POI?~" <br /> <br /> 67-111 - "I submit the attached ordinance and recommend that it be placed on first reading. <br />This appropriates $65,000 in order that the City can lend these funds to the Portsmouth ?orr and <br />Industrial Commission. <br /> These funds will be loaned on a temporary basis until the Port Commission can <br />complete their necessary requirements in order to ~orrow funds in their name. They have certain obligations <br />that must be met immediately." <br /> <br />On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />";g~ ORD!N~NCE TO APPROPRIATE $65,000.00 FROM Tt~ GENERAL CAPITAL IMPROVEMENT FUND FOR <br />A TEMPORARY LOAN TO THE PORTSMObTH PORT AND INDUSTRIAL CO~.~4ISSION" <br /> <br /> 67-112 - "I submit the attached ordinance and recommend that it be olaced on first reading. <br />closes a portion of an alley betweem.~Cushing and Decatur Streets. <br /> The Planning Commission has approved this closing and a report of the viewers is <br />attached hereto." <br /> <br />This <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF ~ ALLEY EAST OF CUSHING STREET" <br /> <br /> 67-113 - "t submit the attached resolution and recommend its adoption. <br /> This autherizes condemnation prodeedings for the necessary right-of-way for the <br />widening of Effingham Street. <br /> This is necessa~, due to title deficiencies and one marcel for which an agreement has <br />not been reached with the property owner regarding orice. It is necessary to proceed with this <br />condemnation in order that the project can get underway as soon as possible." <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH <br />~DER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER 229 OF TNE ACTS OF ASSEMBLY OF 1966, <br />SAID PROPERTY BEING NECESSARY FOR ~HE WIDENING J~D IMPROVEMENT OF STATE HIG~B'~AY ROUTE 141 <br />FROM PORTSMOUTH BOULEVARD TO SCOTT STREET. <br /> <br /> ~EREAS, in cooperation with the Federal and State Governments, State Highway Route 14t <br />is being widened ~_nd immroved from Portsmouth Boulevard to Scott Street in the City of Portsmouth, <br />Virginia; and, <br /> WHEREAS, one of the obligations of the City of Portsmouth with respect to said project <br />is the provision of a portion of the land necessary for the improvement; and, <br /> I~CHEREAS, the City of Portsmouth has found it to be necessary to acquire the interest <br />hereinafter soecified in and to the hereinafter described marcels of land situate in the City <br />of Portsmouth, z' ' ' <br /> %~rg~n~a, for the purpose of constructing ~he aforesaid improvements on State Highway <br />Route 141; and, <br /> <br /> <br />
