,~lay 9, 1967 <br /> <br />At a regular meeting of the City Council, held on May 9, 1967, there were present: <br /> <br /> R. Irvine Smith, George D. Pastes, Burrell R. Johnson, Isaac W. King, L. L. Knight, W. T. Leafy, <br /> A. P. Johnson, Jr., City Man,get, M. A, Korb, Jr.~ City Attorney, R.. D. 0ttavi.o, City Auditor. <br /> <br />The meeting was opened with prayer by Rev. Larry W. Schmidt of the Redeemer Lutheran Church. <br /> <br /> Minutes of the regular meeting of April 25) 1967 were read and approved. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 67-124 - "I submit the attached resoluiion and recommend~ its adoption. <br /> This is a required resolution to amend the Weaver Project in order that the schools can <br />acquire additional land. <br /> This has been approved previously by the Council but requires formal action by this <br />resolution." <br /> <br /> On motion of Mr. Johnson, the following resolution was adopted without dissenting vote: <br /> <br /> "RESOLUTION OF THE CO~qCIL OF THE CITY OF PORTSNOUTH, VIRGINIA, APPROVING THE REDEVELOP~NT <br /> PLAN AS AMENDED BY AMENDMENT NO. 2 FOR THE WEAVER PROJECT, NO. VA R-40. <br /> <br /> WHEREAS, by resolution adopted September 7, 1965, and amended by resolution on Anril 12, 1966, <br />the Council of the City of Portsmouth approved a Redevelopment Plan for the Weaver PrOject, designated as <br />Project, Va R-40. <br /> <br /> WHEREAS, in accordance with Section F, page 19 of said Plan, it so provides that said Redevelopment <br />Plan may be amendedby the Portsmouth Redevelopment and Housing Authority with the.consent of the City <br />Council; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority in undertaking the ex~cution of P~oject <br />No. Va R-40 has found it necessary to make minor changes to said Redevelopment Plan, as amended, by <br />amendment No. 2. ' <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has approved the changes to the Redevelopment <br />Plan by resolution which Plan dated March, 1967, together with said resolution) has been referred to City <br />Council for review and approval and the City Council has duly considered said Redevelopment Plan; <br /> <br />NOW, THEREFORE, BE ITRESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, as follows: <br /> <br /> 1. That said Redevelopment Plan, as amended, dated March, 1967, for the Project aforementioned, having <br />been duly reviewed and considered, is hereby approved. <br /> <br /> 2. That the City Clerk be and is hereby directed to file said copy of said Redevelopment Plan <br />with the minutes of this meeting. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, a~ a meeting held May 9, 1967." <br /> <br /> 67-125 - "I submit the attached resolution and recommend its adoption. <br /> This appoints viewers for the closing of a portion of Columbia Street between Loudoun <br />Avenue and Airline Boulevard. <br /> The closing has been requested by P. H. Boyette and Company an~ has been approved by the <br />Planning Commission." <br /> <br />On motion of Mr. King, the following resolution was adopted, without dissenting vote: <br /> <br /> "I%'~HREAS, ~. H. Boyette, Jr., and Company, Inc., and Raymond W. Fanney and Teresa 0. Fanney, <br />husband and wife, have made application to vacate and close that portion of Columbia Street lying between <br />a line 180 feet east of the eastern right of way line of Loudoun Avenue, and ~tlinec2~2r~fee~. east of <br />the eastern iin~;'o~Lon~o~::Avefue, and it appearing that notice of the applicatib~ and request for the <br />appointment of viewers was duly posted on ApFil 28, 1967, on the but~etin board of the Court of Hustings <br />for the City of Portsmouth, on the bulletin board of the Circuit Court 6f the City of Portsmouth~ and on <br />a telephone pole in the vicinity of the street sought to be closed. C <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Joseph C. <br />Barber, L. T. Correll, Robert D. Vick, Herbert L. Willard and John P. Angle ~e appointed viewers to <br />view said street and report to this council in writing whether in their opinion any, and if any, what <br />inconvenience would result from vacating and closing the aforementioned part of Columbia Street." <br /> <br /> 67-126 - "I recommend that the proper City Officials be authorized to sign an option with the State <br />Highway Department to acquire property owned by the Portsmouth Water Department in Nansemond County. <br /> The Highway Department wishes to acquir~ ~his prope~cty in order that they can improve <br />State route 654. <br /> The Director of Public Utilities approves of this and advises me that it will not affect the <br />operation of the Portsmouth Water Department." <br /> <br /> Motion of Mr. ~astas to authorize the proper city officials to sign the option, was adopted, without <br />dissenting vote. <br /> <br /> 67-127 - "I reCommend that the proper City officials be authorized to sign an easement with the <br />Virginia ElectrlcLand Power Company for underground electrical service. <br /> This is for the parking lot between the Coast guard Museum and the Naval Shipyard Museum. <br /> This is a standard form of easement required by the Virginia Electric and Power Company <br />and has been approved by the City Attorney." <br /> <br /> <br />
