Knight, W. T. Leafy, <br />A. P. Johnson, Jr., City Manager, M. A, Kerb, Jr., City Attorney, and R, D. 0ttavio, City <br />Auditor. <br /> <br /> The meeting was opened with prayer by Rev. Robert B. Newland, Assistant Pastor, Trinity <br />Episcopal Church. <br /> <br />67-158 - The followi~gpublic hearing on zoning was held: <br /> <br />"AN ORDINANCE TO AMEND SECTION $~2 OF THE ZONING ORDINANCE OF THECITY OF PORTSMOUTH, <br />1961, SO AS TO DEFINE AUTOMOBILE REPAIR GARAGES AND AUTOMOTIVE SERVICE STATIONS!' <br /> <br />"AN ORDINANCE TO AMEND SECTION 4-3, 4~4, ~6 AND 4-7 OF THE ZONING ORDINANCE OF TNB <br />CITY OF PORTSMOUTH, 1961, SO AS TO RESTRICT T~{E OPERATION OF AUTOMOTrv~ SERVICE <br />STATIONS TO THE INDUSTRIAL }~-1, INDUSTRIAL M-2 AND COM~fl~RCIAL C-2 ZONING DISTRICTS <br />UPON THE ISSUANCE OF A USE PERMIT ;~ND TO PROHIBIT THEM ALTOGETHER FROM THE COM}4ERCIAL <br />C~3 ZONING DISTRICT" <br /> <br /> Donald Kilgore, Attorney, spokesman for the Virginia Petroleum Industries, spoke, requesting <br />postponement of action until the next m~eting of Council. <br /> <br /> Motion of Mr. Knight to grant the request, and to plaice the ordinances on first reading at the <br />regular meeting of Council on June 15, 1967, was adopted, without dissenting vote. <br /> <br />(5) "CO~{PREHENSIVE PL~hN FOR THE CITY OF PORTSMQUTH, VIRGINIA, CP 1-67" <br /> <br /> Nonone spoke in regard to this amendment. <br /> <br /> On motion of Mr. Johnson, the following amendment was appmove~ on first reading,~ithout <br />dissenting vote: <br /> <br />"COMPREHENSIVE PLAN FOR ~ CITY OF PORTSMOUTH, VIRGINIA CP 1-67" <br />Crawford Urban Renewal Area Land Use, Urban Renewal Project Va. R-SS, Map No. 2, Portsmouth <br />Redevelopment and Housing Authority, ~4ullin and Lonergan Associates, Inc., Philadelphia, Pa., <br />October 1966, to amend and define in greater detail the CP 2-67 Crawford Crescent Land <br />Use Plan for that area therein east of Court Street, south of London Street <br /> <br />(4) Rezoning Petition Z 67-12 - St. Mathews Methodist Church <br /> <br />No one spoke in regard to the petition. <br /> <br /> The City Manager presented the followSng letter requesting the withdrawal of this petition. <br /> "On Tuesday, ~ay 2, 1967, subject petition was presented to the Planning Commission, <br />meeting in regular session and %~as denied. <br /> At a meeting of the Committee, elected by the Quarterly. Conference of our church for the <br />disposition of the Church property at Nashington and South Streets, it was decided to withdraw <br />the rezoning petition and not p~rsue the matter any further at this time." - C. J. Postman <br /> <br />On motion of Mr. Knight, the request was granted, without dissenting vote. <br /> <br />(5) Rezoning Petition Z 67-1~ - Christian Broadcasting Network, Inc. <br /> <br />Rev. M. G. Robertson spoke for the petition. <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br />vote; <br /> <br />"ZONING AMENDMENT ORDINANCE Z 67-13" <br /> <br />Zoning petition Z 67-15 - Robert L. Stephenson and others. <br /> <br />Jefferson Brown, attorney, spoke for the petition. <br /> <br /> On motion of Mr. Johnson, the following ordinance was ~nproved on first reading, without dissenting <br />vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 67-15" <br /> <br />(7) Zoning Petition Z 67-9 - t~. C. Osborne <br /> No one spoke regardln~ the petition. <br /> <br /> On motion of Mr, Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> "ZONING AMENDMENT ORDINANCE 2 67-9" <br /> <br />The foll6wing repo~ts from the City Manager were read: <br /> <br /> 67-139 - "I submit the attached resolution and recommend its adoption. <br /> This appoints vlewers .for a closing of a portion of North Street between Williamsburg <br />Avenue and Scotts Creek. The trustees of the Elks Lodge have requested this closing, and it <br />has been approved by the Planning Commission." <br /> <br /> <br />
