June 13, 1967 <br /> <br />-NEW BUSINESS- <br /> <br /> 67-178 - The following letter from the Director of Planning Was read: <br /> "At its regular monthly meeting on June 6, 1967, the City Planning Commission resolved <br />to recommend that steps be taken to implement phases of our Comprehensive Plan documents CP-2-62 <br />mud CP-2A-62 relative to inclusion of Victory Boulevard as a segment of the Federal-State system <br />of primary highways. <br /> In view of the recent annexation court d~cision to leave St. Julien~s Ammunition Depot in the <br />City of Chesapeake and after having found your body in agreement with sentiments of ~he Breese-Hammer <br />Model City report, the Conunission feels that Victory Boulevard b~twee~ Route 17 and Route 337 should <br />be designated a Federal aid highway. It is on this link of city street that the U. S. Naval%' ~ <br />Ammunition Depot has its only points of access. <br /> The Commission reiterates that its 1962 arguments, which you apprOved fnr inclusion of <br />Victory Boulevard in the system, are worthy of our joint attention and action.,' <br /> <br /> Motion of Mr. Barnes to refer to the City Attorney rem preparation of resolution, was adopted, without <br />dissenting vote. <br /> <br /> 67-179 - The following letter from the Director of Plan~ing was read: <br /> "At its regular bi-monthly meeting on June S, 1967, the Citizens Advisory Committee <br />resolved to endorse in principle the following resolution of the Southeastern Virginia R~gional Planning <br />Commission adopted on May 2S, 1967: <br /> *Recognizing Southeastern Virginia's basic role as a major military operations center of <br />the National government upon which our regional economy and ~lfare of local population largely <br />depends; <br /> Be it resolved <br /> That, if suit is filed in Federal court to prevent further diversion of military impact <br />school funds by the Commonwealth of Virginia in its distribution of State school aid, our legal <br />counsel be requested to rpport on the advisability of Southeastern Virginia R~gional PIanning <br />Commission entering this case amicus curiae.'" <br /> <br />Motion of Mr. Barnes to refer to a conference was adopted~ ~ithout dissenting vote. <br /> <br /> 67-180 - The following letter from B. R. Davis, 180 Jackso~ ~e. was read: <br /> "Would like to express my satisfaction in knowing thht someone still wants to advertise <br />this progressive city of Portsmouth. What is a few skinned knuckles, if we can get as good an <br />advertisement as we get for a few pennies more it costs forcity plates. <br /> I say yea! for everyone that wanted to keep metal city tags." <br /> <br />Motion of Mr. King t6 receive as information was adopted, without dissenting vote. <br /> <br />67-181 - The following letter from the Superintendent of Schools was read: <br /> "The School Board at its regular meeting on June 8, 1967, adopted the following resolution: <br /> <br /> 1o Request ~he City Council to appropriate $~09,567.00 to cover the cost of the construction <br />of the Instructional Resource Services Center, plus $12,574.00 for architectural fees. The sum <br />of $209,567.00 includes approximately $26,000.00 previously allocated by'the Administrator Title I, <br />Public Law 89-10 for the renovation of the four (4) classrooms in the existing building. <br /> <br /> 2. Request City Council to appropriate $20,900.00 to defray city's share of the equipment. <br />This amount will be used to match the anticipated $45,000.00 tentatively allocated by the Federal <br />Government as its share of the equipment to be installed in the instructional ar~as of the Instructional <br />Resource Services Center." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without disse~ting <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $21.7,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br />CONSTRUCTION OF THE INSTRUCTIONAL RESOURCE SERVICES gENTER." <br /> <br /> 67-182 - The following letter from the City Attorney was read: <br /> "At its meeting on May 23, 1967, the Council authorized the City Manager to submit an <br />application to the Bepartmont of Housing and Urban Development for a grant to improve the Portsmouth <br />Nater System. <br /> In support of this application, it is necessary to submit certain legal information concerning <br />the City. It is required that I be authorized to submit to the Department of Housing and Urban <br />Development all necessary.legal data required by the Department of Housing and Urban Development." <br /> <br />~ Motion of Mr. Knight to concur in the recommendation of the City Attorney was adopted, without <br /> ..dissenting vote. <br /> <br /> 67-183 - The following letter from the City Clerk was read: <br /> "The terms of the following members of the Recreation Advisory Board will expire on June 30, 1967: <br /> J. Lawrence Smith, Jr., 334 Middle Street <br /> ~,~v4~azrsh~4~w~ns, 203 Idlewood Avenue <br /> 'i~ ~{~tm~Iaa~y 81 Dahlgren Avenue" <br /> <br /> On motion of Mr. Johnson, referred to a conference. <br /> <br /> <br />
