25 <br /> <br />June 13_ ]967 <br /> <br />Motion of Mr. Barnes to approve the following ordinance on first reading, was ~dopted: <br /> <br />"AN ORDINANCE TO APPROPRIATE $90,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR <br />THE PURPOSE OF CONSTRUCTING STREET AND UTILITY IMPROVEMENTS IN CONNECTION WITH ~-IE WEAVER <br />REDEVELOPMENT PROJECT, VA. R-40." <br /> <br /> 67-169 - 'I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $22,000 from the General Fund for the operation of the <br />Youth Corp for the summer of 1967. This will employ 40 boys and 4 supervisors for an eight week <br />period. The boys will be paid $1.23 per hour and it will be operated under the Parks and <br />Beautification Departments." <br /> <br /> On motion of Mr. Knight the following ordinance was approved on first reading without dissenting <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE.$22,000.00 FROM TF~ GENERAL FUND FOR THE OPERATION <br /> OF THE YOUTH CORPS." <br /> On motion, the time of the meeting was extended beyond the hour of 11:OO <br /> 67-170 - "I submit the attached ordinance and r~commend it be placed on first reading. <br /> This appropriates $186,640.87 in the Capital Improvement Fund. This is being <br />r~quested as a bookkeeping transaction to cover expenditures made in prior years in the Annexaiion <br />Bond Fund in the amount of $S?,77S.64 and the Bond Fund of $128,867.23. <br /> These funds have no revenues available and it has been recommended by our <br />auditors that this be handled in this manner to close these funds. This is strictly a bookkeeping <br />transaction, and requires no additional expenditures." <br /> <br /> On motion of Mr. King the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN 0RDINJaNCE TO APPROPRIATE $186,640.87 FROM THE GENERAL CAPITAL IMPROVEME~NT FUND TO <br />CERTAIN OTHER FUNDS TO OFFSET EXPENDITURES NOT COVERED IN PREVIOUS BOND ISSUES." <br /> <br /> 67-171 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $7,500 from ~he Capital Improvement Fund for the purchase of <br />property at 116 Pinners Avenue, Pinners Point. The property is to be used in conjunction with <br />the development of the Mari~ne Terminal in Pinners Point." <br /> <br /> On motion of Mr. E~a%y~he.~fdllowing ordinance was approved on first readimg, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $7,300.00 FROM THE G~NERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE <br />OF 116 PINNERS AVENUE IN PlNNERS POINT" <br /> <br /> 67-172 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This closes various portions of 01d Cherokee Road with the realignment oftthe new <br />Cherokee Road. This closes portions of the Old Cherokee Road that does not fall in the new <br />right-of-way and wilI allow adjacent property owners to straighten their property lines. <br /> This has been approved by the Planning Commission and a report of the viewers is <br />attached hereto." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE VARIOUS PORTIONS OF OLD C~BROKEE ROAD." <br /> <br /> 67-175 - "I submitLthe attached ordinance and recommend it be placed on first reading. <br /> This closes City Rark and Clive Branch Cemetery during certain h~urs. This <br />will close the park and cemetery during the hours of 10 p.m. and S a.m. during daylight Saving <br />Time and 8 p.m. and 6 a.m. when Raylight Saving Time is not in effect. <br /> There is also a provision for persons desiring to use the boat ramp secure a permit <br />from the Police Department for the use of this ramp during the hours that the park and cemetery <br />are closed. It is felt that ~his action is necess~ary in an attempt to eliminate the t~remendous <br />amount of Yandalism that is occurring at the park and cemetery." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, Mr~ Smith <br />voting "no." <br /> <br />"AN ORDINanCE TO AqEND THE CODE OF ~4E CITY OF PORTSMOUTH, VIRGINIA,t961, BY ADDING THERETO <br />A NEW SECTION NUMBERED 19-17.1 CLOSING CITY PARK AND OLIVE BRANCH CE5~TERY DURING CERTAIN <br />HOURS AND WITH CERTAIN EXCEPTIONS." <br /> <br /> 67-174 - "I submit the attached ~esolution and recommend its adoption. <br /> This authorizes the proper City officials to sign an agreement between the <br />Seaboard Airline Railroad Company and the City of Portsmouth in connection with the development <br />of the Civic Center. This would provide for the relocation of certain telegraph lines and the <br />installation of drainage pipe under the Seaboard Airline Railroad Company's tracks, in the viBinity <br />of the eastern end of Columbia Street." <br /> <br />On motion of Mr. Knight the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION AUT[DRIZING THE EXECUTION OF AN AGREEMENT WITH THE ~EABOARD <br />AIRLINE RAILROAD COMPANY CONCEKNING THE USE OF CERTAIN RAILROAD PROPERTY <br />IN CONNECTION WITH THE CIVIC CENTER." <br /> <br /> WHEREAS, the City of Portsmouth desires to use certain property of the Seaboard Air Line <br />Railroad Company in connection with the 'construction, 4evelopment and use of its Civic Center; and <br /> <br /> <br />
