July 11, 1967 <br /> <br /> 67-183 - Motion of Mr. Knight to go into the election of thr~e members to the Portsmouth <br />Recreation Board, was adopted, without dissenting vote. <br /> <br /> Mr. Eastes nominated Marshall D. Owens, John Ivy and T. C. Mingis, to succeed themselves <br />on the Recreation Board, for a term of'three years, eRpiring June $0, 1970. <br /> <br /> On motion of Mr. Knight, nominations were closed. <br /> <br /> Vote being taken, the three nominees were elected for the terms specified, without dissenting vote. <br /> <br />-MEW BUSINESS- <br /> <br /> 67-205 - The following letter from the Cradock Property Owners Association, John L. Ivy, President, <br />was read: <br /> "Our organization has been apprised of the proposed improvements to be made to the school- <br />recreation area adjacent to Alfred Mapp Jr. High School. <br /> It is the consensus of our members that this is a most worthy project and one which <br />is very much needed. In connection with this project, and others planned by the School Board <br />and Recreation Department, it is especially significant that maximum use of all open space is <br />b&i~g planned. <br /> Consequently, we wo~ld like to add our wholehearted endorsement, and recommendation <br />that implementation begin as quickly as possible." <br /> <br /> Motion of Mr. Knight that the letter be acknowledged and received as information, was adopted, <br />without dissenting vote. <br /> <br />67-204 - The following letter from Mrs. Helen Vickers, City Clerk of Alexandria, Virginia, was read: <br />Motion of Mr. King to receive as information was adopted, without dissenting vote. <br /> <br /> "The City Council of the City of Alexandria, Virginia, adopted the attached <br />resolution at its Regular Meeting of June 27, 1967. <br /> In accordance with the request of the Council, I am. forwarding it to you for your <br />information." <br /> <br /> '~E IT RESOLVED BY THE COUNCIL OF THE CITY OF ALEXANDRIA: <br /> That the Council hereby declares it to be the f~ndamenta] right of the citizens of the City <br />of Alexandria to determine by referendum whether the sale of whiskey by the drink in the City should <br />be permitted, and that the General Assembly of Virginia be and is hereby requested to enact the <br />necessary legislation to enable the citizens of the City to determine by referendum the sale within <br />the City of whiskey by the drink. <br /> That the representatives of the City of Alexandria in the General Assembly of Virginia be and <br />are hereby requested to sponsor and support an amendment to the laws of the Commonwealth of Virginia <br />permitting the citizens of the City of Alexandria to dete/T~ine by referend%~m whether whiskey should <br />be sold by the drink within the city." <br /> <br /> 67-205 - The following letter ~orom Rev. Charles Brown, pastor Collinswood Free Will Baptist <br />Church, was read: <br /> "Recent acts of vandalism to our church property have necesAitated us to bring <br />these acts to your attention for your 5elp. Approximately three-hundred dollars ($300) worth of <br />damage has resulted from acts of vandalism to our church property. <br /> Our church property has been damaged, or destroyed, or stolen in two separate <br />cases. At the first part ~of the year, one-hundred and twenty-five dollars [$125) worth of church <br />camping equipment was damaged or destroyed. During the month of June, a one hundred dollar ($100) <br />pulpit microphone was stolen from our pulpit,~nearly one dozen window panes were broken, and <br />outside water faucets were rung off, causing an excess loss of water. <br /> Wh~eas we cannot pffer the exact solution to this problem, that seems prevalent <br />throughout the city, we would like to offer at least three suggestions, ~irst, enforce a strict <br />curfew upon all youth, 18 years of age maximttm, effective at 12:00 o'clock midnight until 6:00 o'clock <br />a.m. Second, have plain-clothes policemen in unmarked cars on patrol. (Regular uniformed policemen <br />and marked police cars are quickly spotted by vandals). And third, when a study of the present <br />problem is made, it seems to us, that a careful determination of the time [day and/or night) aS <br />to when these vandalisms generally occur ever t~e entira city, and the specific personal property <br />they seem to prefer to attack would be valuable information to police patrols. <br /> We are greatly concerned about the apparent increase in lawlessness and <br />unconcern for persmnal property in our city. We shall a~tempt to do our part through the <br />~piritual work of our church to frustrate this problem; 5ut we are thoroughly convinced that strict <br />law enforcement is also very necessary, indeed, ~o ensure a safe community." <br /> <br /> Motion of Mr. Johnson that the City Manager include this matter in his study of similar complaints <br />now being made, was adopted, without dissenting vo%e. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />President' <br /> <br />City Clerk <br /> <br /> <br />
