August 8, 1967 <br /> <br /> On motion .of Mm. Knight, the following ordinance was approved on first reading, without dissenting vote: <br />"AN ORDINANCE TO ~4END SECTION 25-24 OF THE CODE OP THE CITY OF PORTSMOUTH, VIRGINIA, 1961, RELATING <br />TO THE ISSUANCE OF PE~ITS POR THE USE OP THE NATIONAL GUARD A~4ORY" <br /> <br /> 67-250 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This closes portions of streets in the Weaver Urban Renewal Project that are not <br />needed with the redevelopment of this property. These closings have been requested by the Housing <br />Authority and have been approved by the Planning Commission." <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE PORTIONS OF CLIFEORD STREET, PEARL STREET, CROSS STREET, DAY STREET, <br />PRENTIS AVENUE, CHESTNUT STREET, COLUMBIA STREET AND BART STREET, LOCATED IN WEAVER <br />RHDEVHLOPMENT PROJECT VA R-40." <br /> <br /> 67-231 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This closes an alley on the southside of Portland Street between Mt. Vernon Avenue <br />and Broad Street. Property on both sides of this alley is titled in the name of Star Band Corporation <br />who has requested this closing. <br /> The Planning Commission has approved this closing and along with the report from the viewers." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />ORDINANCE TO CLOSE AN ALLEY LOCATED SOUTH OF PORTLAND STREET" <br /> <br /> 67-252 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This closes a portion of South Street from a point 20' west of Westmoreland Avenue <br />to Baines Creek. The 20' of Westmoreland Avenue is being, reserved in order that a cai-de-sac can be <br />constructed. <br /> The Planning Commission has approved this closing and also attached is a copy of the report <br />of the viewers." <br /> <br /> On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br /> "AN ORDINANCE TO CLOSE A PORTION OF SOUTH STREET" <br /> <br /> 67-253 - "I submit the attached resolution~and recommend its adoption. <br /> This appoints viewers for thalclosing of Scott Street between the eastern right-of-way <br />line of Amelia Avenue and a point 65' east thereof. <br /> This closing has been requested by Chester S. Daniels and Lois S. Daniels." <br /> <br />On motion of M~ King, the following resolution was adopted, without dissenting vote: <br /> <br /> "WHEREAS, Chester S. Daniels and Lois S. Daniels, husband and wife, have made application to <br />vacate and close that portion of Scott Street lying b~tween the eastern right of way line of <br />Amelia Avenue and a line sixty-five feet east thereof, and it appearing that notice of the application <br />and request for the appointment of viewers was duly posted on July 25, 1967, on the bulletin board <br />of the Court of Hus~i~gs for the City of Portsmouth, on the bulletin board of the Circuit Court of <br />the City of Portsmouth, and on the bulletin board of the Municipal Court of the City of Portsmouth. <br /> NOW, THEREFORE, BE IT RESOLVED BY the Council of the City of Portshouth, Virginia, that L. A. <br />Clark, Zalmon I. Blachman, Millard C. Norman, Loyed Gar~er, and Lo~is Leitner be appointed viewers <br />to view said street and report tO this council in writing whether i~ their opinion any, and if any, <br />what inconvenience would result from vacating and closing the ~forementioned part of Scott Street." <br /> <br /> 67-234 - "I submit the attached resolution and recommend its adoption. <br /> This approves the redevelopment plan for the CrawfordUrban Renewal Project VA R-SS. I also <br />recommend that proper City officials be authorized to sign a copperation agreement between the Portsmouth <br />Redevelopment Housing Authority and the City of POrtsmouth. <br /> After these documents are approved, the Housing Authority can then submit Part II of the <br />application for approval by the Department of Housing and Urban Development." <br /> <br /> : On motion of Mr. Knight the following resolution was adopted and the proper City officials were <br />authorized to sign the agreement with the Portsmouth RedeVelopment and Housing Authority: <br /> <br /> "RESOLUTION OF CITY COUNCIL OF PORTSMOUTH, VIRGINIA, APPROVING THE P~EDEVBLOPMENT PLAN AND <br /> THE FEASIBILITY OF RELOCATION FOR THE CRAWFORD URBAN RENEWAL AREA, PROJECT NO~ VA R-58 <br /> <br /> WHEREAS~ under the provisions of Title I of the Housing Act of 1949, as amended, the Department <br />of Housing and Urban Development is authorized to provide financial assistance to Local Public Agencies <br />for undertaking and carrying out redevelopment projects; and <br /> ~EREAS it is providedin such Act that contracts for financial aid thereunder shall require that <br />the RedeVelopment Plan for the respective project area be approved by the governing body of the <br />locality {~%!hich the project is situated and that such approval include findings:by the governing <br />body that: (1)~'~t4~ financial aid to be provided in %he contract is necessary to enable the <br />project to be undertaken in accordance With ~h~ Redevelooment Plan; (2) the Redevelopment Plan will <br />afford maximum oppor%'unity, consistent with the sound ne~ds of the locality as a whoie, fOr the rehabilitation <br />or redeveloDment of the redevelopment area by private enterprise; (S) the Redevelopment Plan conforms to <br />a general plan for the development of the locality asla whole; and (4) the Redevelopment Plan gives due <br />consideration to the provision of adequate park ~nd recreational areas mhd facilities, as may be <br />desirable for neighborhood improvements, with special consideration for the health, safety and <br />welfare of children residing in the general vicinity of the site covered by the Pla~; and <br /> <br /> <br />
