<br />At a regular meeting of the City Council, held on August 8, 1967, there were present:
<br />
<br /> R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burrell R. Johnson, Isaac W. King,
<br /> L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, R. D. Ottavio, City Auditor,
<br /> Hobby Bray and Lee Morris, attorneys. '
<br />
<br /> The meeting was opened with prayer by Rev. John Ashenfelder, associate pastor of the First and
<br />Prentis Park Presbyterian churches.
<br />
<br />Minutes of the previous meeting were read and aporoved.
<br />
<br />67-227 - The following public hearing on zoning was held:
<br />
<br />Zoning petition Z 67-7 - Petition of John W. Brown and others.
<br />
<br />Mr, Wayne Crawford spoke, askina that the application be withdrawn.
<br />
<br /> Motion of Mr. Barnes that the petitioner's request be granted, was adopted, without dissenting vote.
<br /> Zoning petition Z 67-17 - Petition of Glicerio Z. and Violeta L. Ric0hermoso.
<br />
<br /> Motion of Mr. Knight to concur in the recommendation of the Planning Commission to deny this
<br />petition was adopted, without dissenting vote.
<br />
<br />Use Permit 67-~ - Petition of Attorney Clyde W. Cooper.
<br />
<br /> Motion of Mr. Barnes to concur in the recommendation of the Planning Commission and to approve
<br />the following resolution was adopted, without dissenting vote:
<br />
<br /> '~.~EREAS, the Masonic Lodge, at 5511 Glendale Avenue, has filed a~ application pursuant to
<br />Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit
<br />as hereinafter described; and
<br /> WHEREAS, the applicant, the Planning Director, and the City Manager have done all things
<br />required to be done in connection with said application , and the Planning Commission has recommended
<br />the granting of said use permit.
<br /> NOW, THEREFORH, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br /> ]. That the use for which the use permit hereinafter described is sought (a) will not
<br />adversely affect the health or safety of persons residing or working in the neighborhood of the
<br />proposed use, (b) will not be detrimental to the public welfare or injurious to property or improvements
<br />in the neighborhood, and (c) will be in accord with the purposes of said Zoning Ordinance.
<br /> 2. That the Masonic Lodge is hereby granted a use permit, pursuant to Section 4-2 of said
<br />Zoning Ordinance, for the addition of a kitchen to the Lodge on the property located at SS1] Glendale
<br />Avenue in the City of Portsmouth, Virginia."
<br />
<br />Use Permit 67-3 - Petition of the City of Norfolk.
<br />
<br /> Motion of Mr. Eastes to concur in the recommendation of the Planning Commission and to approve
<br />the following resolution was adopted, without dissenting vote:
<br />
<br /> "WHEREAS, the City of Norfolk, Virginia, has filed an application pursuant to Section 4-2
<br />of the Zoning Ordinance of the City of Portsmouth, 1961, ~or the granting of a use permit as
<br />hereinafter described; and
<br /> WHEREAS, the applicant, the Planning Director, and the City Manager have done all things required
<br />to be done in connection with said application, and the Planning Commission has recommended the
<br />granting of said permit.
<br /> NOW, THEREFORH, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br /> I. That the use for which the use permit hereinafter described is sought [a) will not adversely
<br />affect the health or safety of persons residing or working in the~ neighborhood of the proposed use,
<br />(b) will not be detrimental to the public welfare or injurious to property or improvements in the neighborhood,
<br />and (c) will be in accord with the purposes of said Zoning Ordinance.
<br /> 2. That the City of Norfolk, Virginia, is-hereby granted a use permit, pursuant to Section 4-2
<br />of said Zoning 0Mdinance, for the construction and operation of a booster pumping station od the
<br />property located at 1020 Martin Avenue, in the City of Portsmouth, Virginia."
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 67-228 - "I submit the attached ordinance and recommend it be olaced on first reading.
<br /> This appropriates $25,000.00 for the purchase of various pieces of property in
<br />Pinners Point. The property is to be used for development of the Marine Terminal.
<br />This covers the purchases of seven (7) pieces of oroperty plus an additional
<br />six thousand dollars to purchase various vacant lots that will b~come available very shortly."
<br />
<br />On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $25,000,00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND
<br />FOR THE PURCHASE OF VARIOUS PARCELS OF LAND IN PINNERS POINT."
<br />
<br /> 67-229 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This amends Section 25-24 of the City Code relating to the issuance of permits for the
<br />use of the National Guard Armory. It will require approval by the commanding officer of the National
<br />Guard unit dr units using ihe Armory.
<br /> This will create no additional problem, for the City, as we nresently clear with' the
<br />National Guard each and every time the City rents the Armory for public use~"
