AnRust 22, 1967 <br /> <br />At a regular meeting of the City Council, held on August 22, 1967, there were present: <br /> <br /> R. Irvine Smith, Jack P. Barnes, Burrell R. Johnson, Isaac W. King, L. L. Knight, <br /> $. T. Leafy, A. P. Johnson, Jr., City Manager, M. A. Kerb, Jr., City Attorney, and <br /> R.'D. 0ttavio, City Auditor. <br /> <br />The meeting was opened with prayer by Chaplain Wendell S. Palmer, Norfolk Navy Yard. <br />The Minutes of previous Council meeting were read and approved. <br /> <br />67-240a- The following hearing on Zoning changes was held: <br /> <br />Petition Z 67-1 - Benjamin Harrison. <br /> <br />No One spoke in regard to the petition. <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the Planning Commission and to place <br />the following ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"ZONING A~NDMENT ORDINANCE Z 67-1" <br /> <br />The following reoorts from the City Manager were read: <br /> <br /> 67-241 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $122,279.00 as ~art payment of the~City's share for Northside <br />Urban Renewal Project VA R-S9. <br /> Under the terms of the cooperation agreement, dated August 9, 1966, the City is <br />required to meet its first commitment not l~ter than September 1, 1967. This will be the first <br />of four {4) cash payments the City is required to make." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $122,279.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR PART PAYmeNT <br />ON THE NORTHSIDE URBAN RENEWAL PROJECT VA R-39' <br /> <br /> 67-242 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $11,100.00 for the purchase of property in Pinners Point; to <br />be used in connection with the new Marine Terminal. <br /> This is for property at lis Pinners Avenue and 197-99 Jackson Avenue." <br /> <br /> On motion of Mr. Leafy, the' following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $11,100.00 PROM THE GENERAL CAPITAL I~ROVEM~NT FUND FOR TIE <br />PURCHASE OF 115 PINNERS AVENUE AND 197-99 JACKSON AVENUE IN PINNERS POINT." <br /> <br /> 67-245 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $S,000.~0 for the construction of a concession stands and <br />toilet facilities at the new boat ramp:in City Park, <br /> These facilities will be constructed within the present pavilion located adjacent <br />to the boat ramp. The work will be done by city forces." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000.00 FROM THE GENERAL CAPITAL IMPROVES~NT Fb~4D FOR THE <br />CONSTRUCTION OF A CONCESSION STAND AND ~OIL£T FACILITIES AT THE BOAT RAMP IN CITY PARK" <br /> <br /> 67-244 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This closes a portion of Scott Street between the eastern right-of-way line of <br />Amelia Avenue and a line 65' east thereof. <br /> This has been approved by the Planning Commission and a copy ef the report of the <br />viewers is attached, hereto." <br /> <br /> On motion of Mr. King, ~he following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF SCOTT STREET" <br /> <br /> 67-245 - "I submit the attached resolution and recommend its adoption. <br /> This authorizes condemnation proceedings for properties needed in the construction <br />of the London~Glasgow Street Expressway. On one parcel, we have not been able to reach a price <br />agreement and it is necessary to condemn ~he~other parcel because of title deficiencies." <br /> <br />On motion of Mr. Knight, the following resolution was adopted, without dissenting vote: <br /> <br />"ATRESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH <br />UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER ~29 OF T}~ ACTS OF ASSEMBLY OF 1966, <br />SAID PROPERTY BEING NECESSARY FOR THE CONSTRUCTION, WIDENING AND IMPROVEmeNT OF STATE HIG~AY <br />ROUTE S8 FROM THE INTERSECTION OF AIRLINE TURNPIKE /U4D HIGH STREET TO THE INTERSECTION OF <br />LONDON AND EFFINGHAM STREETS. <br /> <br /> WHEREAS, in cooperation with the Federal and State governments, State Highway Route S8 is <br />being constructed, widened and improved from the intersection of Airline Turnpike and High Street to <br />the intersection of London and Effingham Streets in the City of Portsmouth, Virginia: and <br /> <br /> <br />
