SEPTF~MBER 12, 1967 <br /> <br /> "The Elizabeth Manor Area Garden .Club resolved to protest to Portsmouth City Council <br />worsened air pollution which threatens residential well being of neighborhoods along the Elizabeth <br />River. The well concealed source of this eye-watering stench is an open garbage dump sanctioned <br />by Chesapeake on riverfront property off Route 58 between Cedar Grove Acres and Ahoy Acres. <br />We are told this is not a public issue in that the operation is one privately owned by <br />garbage collect6r Lloyd Sondej who holds a refuse disposal contract for the Deep Creek and <br />Western Branch Boroughs of Chesapeake. We do not feel that a private firm should be allowed to <br />inflict such nuisance and health menace upon anyone, especially taxpayers who support operation of <br />a municipal garbage incinerator approved by the State. We think Dr. William Yo Garrett, bm, <br />regional director of public health for Virginia, would if requested by Portsmouth City Council render <br />a full report. Furthermore, we deem it deplorable that Mr. Sondej is allowed to ruin waters of the <br />Western Branch by bulldozing overboard the residue from his fires. Air and water nollution <br />newspaper headlines appear daily, and Chesapeake can take pride in being the first- local comity <br />to ratify an air pollution pact. We urge action in this case as tangible evidence that public <br />officials intend to protect the public." <br /> <br />Motion of Mr. Hastes to refer to a conference was adopted, without dissenting vote, <br /> <br />67-275 - The following letter from the School Board was read: <br /> <br /> "The School Board respectfully requests an appropriation of S60,885.00 to purchase land <br />required to enlarge the Riddick-Weaver School site. Of this amount, $12.420.00 will be used to <br />purchase two parcels of land from Mount Calvary Baptist Church and the remaining $48.46S.00 will <br />be used to purchase approximately four acres from the Portsmouth Redevelopment and Housing Authority." <br /> <br />On motion of Mr. Barnes, referred to a conference, without dissenting vote. <br /> <br /> 67-276 - Motion of Mr. Knight to go into the election of two members of the Portsmouth Redevelopment <br />and Housing Authority, to fill vacancies, was adopted. <br /> <br /> Mr. Knight nominated Euclid Hanbury, Sr., and J. L.
