<br />At a regular meeting of the City Council/held on September 12, 1967, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, ~urrell R. Johnson, Isaac I~. King,
<br />L. L. Knight, A. P. Johnson, Jrt, City Manager, ~. A. Korb, Jr., City Attorney, and
<br />R. D. Ottavio, City Auditor.
<br />
<br />The meeting was opened with prayer by Rev. L. Schmidt, pastor, Redeemer Lutheran Church.
<br />Minutes of the last meeting of Council were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 67-255 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $250,000.00 to lend to the Portsmouth Port and Industrial Commission.
<br />This loan is necessary in order that the Commission can meet their obligations on the constructions
<br />of buildings and equipment for the new Marine Terminal."
<br />
<br /> One-motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $250,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND
<br />FOR A TEMPORARY LOAN TO PORTSMOUTH PORT AND INDUSTRIAL COMMISSION."
<br />
<br /> 67-256 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $4,000.00 for the purchase of property at SSS Payette Street.
<br />The acquisition of this parcel will complete the purchase of all of the property in the block
<br />that the Jefferson Street School is located on."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINkMCB TO APPROPRIATE $4,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND
<br />FOR PURCHASE OF PROPERTY AT 555 PAYETTE STREET"
<br />
<br /> 67-257 - "I submit the attaBhed ordinance and recommend it be placed on first reading.
<br /> This establishes regulations regarding gas hazards on ships. This applies to
<br />vessels carrying or burning or having carried or burned combustibles or flamable liquids, carrying or
<br />have carried flamable compressed gases or chemicals in bulR.
<br /> It describes conditions required before work may be started on any v~ae~, under
<br />construction, alteration, repair or for ship breaking. It is %oplicable to cold work, the
<br />application or removal of protective coatings and to work involving rlveting, welding, burning
<br />or light fire producing operations. It is applicable, specifically, to those spaces on such vessels which
<br />are subject to concentrations of combustible or flamable liquids, gases and chemicals or which
<br />may not contain sufficient oxygen:to permit safe entry.
<br /> With the opening of the new Marine Terminal, in Pinners Point, it is believed, by
<br />the Fire Department, that this ordinance is necessary for the protection of water front properties in
<br />the City. The ordinance was prepared with representatives from the National Fire Protection
<br />Association."
<br />
<br /> Mr. Everhart, President, Associated Naval Architects, spoke regarding the proposed ordinance,
<br />and offered to confer with the City Attorney or Council.
<br />
<br /> 5~tion of Mr. Barnes to place the following ordinance on first reading, with the understanding
<br />that the City Attorney will make changes to exclude pleasure craft, was adopted, without dissenting
<br />vote.

<br /> 67-258 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This changes the Recreation Advisory Board to the Parks and Recreation Co~mission.
<br />This change ls being recommended to broaden the sco~e of duties of the Recreation Commission, looking
<br />lombard to the overall improvement of recreation for the City of Portsmouth."

<br /> On motion of Mr. Johnson, the following ordinance was approved on first reading without
<br />dissenting ~ote:

<br />"AN ORDIN;~NCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ;~%~NDING SECTIONS
<br />2-6?, 2-68, 2-69, 2-70 and 2-71 THEREOF, AND BY ADDING THERETO FIVE NEW SECTIONS NL~4BERED
<br />2-67.1, 2-6712, 2-71.1, 2-71.2 AND 2-61.3, RBDESIGNATING THE ADVISORY BOARD OF RECREATION
<br />AND PARKS AS THE PARKS AND RECREATION COmmISSION, AND SETTING FORTH THE ORGANIZATION,
<br />POWERS AND DUTIES OF SUCH COMMISSION"
<br />
<br /> 67-259 - "I submit the attached ordinance and recommend it be ~laced on first reading.
<br /> This establishes a one way street pattern in Pinners Point. It has been requested
<br />by the Portsmouth Port and Industrial Commission to facilitate the handling of truck traffic, in and out
<br />of the Marine Terminal.
<br /> This has been approved by the City Traffic Engineer."

<br /> On ~otion of Mr. King, the following ordinance was approved on first reading, without dissenting
<br />vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOb~H, VIRGINIA, 1961, BY ADDING THERETO SIX NEW
<br />SECTIONS NUMBERED 18-117, 18-117.1, 18-117.2, 18-117.5, 18~I17.4 and 18~117.5, MAKING ONE-WAY
<br />STREETS OF PORTIONS OF HILL AVENUE, JACKSON STREET, PINNBRS AVENUE, SEABOARD AVENUE AND
<br />SOUTHERN AVENUE"
