At a Regular Meeting of the City Council on Tuesday, July 28, 1998, <br />there were present: <br /> <br />Mayor James W. Holley Ill, Vice Mayor Bernard D. Griffin, Sr., P. Ward <br />Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Berm opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to approve the <br />minutes of a Called Meeting on July 14, 1998, and a Regular Meeting on July <br />14, 1998, and the City Attorney noted that Vice Mayor Griffin submitted a <br />Conflict of Interest Disclosure form for transaction 98-163 - approval of VDOT <br />Turnpike Road Project due to his being a property owner on Turnpike Road, <br />and was adopted by unanimous vote. <br /> <br />98.173 Presentations: <br /> <br />· Presentation by Jackie Mosely of the ,1998 Chairman's Club Gold Award <br /> by the March of Dimes." <br /> <br />· Presentation of special pins to the "Portsmouth Golden Olympians." <br /> <br />· Proclamation presented to Betty Wright for "National Night Out." <br /> <br />· Presentation of Boards and Commissions Pins. <br /> <br />-PUBLIC HEARING- <br /> <br />98-174 <br /> <br />Public hearing to consider amending the Fiscal Year 1999 Annual <br />Operating Budget by appropriating additional State funding for <br />schools in the amount of $1,110,476. <br /> <br />· There were no speakers, <br /> <br />98-175 Public hearing on a street closure application: <br /> <br />(a)S-98-04 FAIRWOOD HOMES NEIGHBORHOOD - Adoption of an ordinance <br /> closing and vacating portions of Elliott Avenue, Quantico Street, <br /> Gygax Avenue, Freedom Avenue, Normandy Street (formerly <br /> Norman Street), Dorset Avenue, and Pocahontas Street in the <br /> Portsmouth Commerce Park redevelopment site. <br /> <br />Charles Proffit, 633 McLean Street, spoke in support of street closures. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that S.98-04 be approved on <br />first and final reading, and was adopted by the following vote: <br /> <br /> "ORDINANCE CLOSING AND VACATING PORTIONS OF <br />AVENUE, QUANTICO STREET, GYGAX AVENUE, FREEDOM <br />NORMANDY STREET (FORMERLY NORMAN STREET), DORSET <br />AND POCAHONTASSTREET." <br /> <br />ELLIOTT <br />AVENUE, <br />AVENUE <br /> <br /> <br />
